ROLL CALL: The meeting was called to order by Chairman Eldridge at 7:10 p.m. Commissioners present were: Eldridge, Breeden, Maguire, Melberg, and Hallstead. Also present were Ad Hoc member Walker and Mew Kornelis from the City of Kenai. 2. AptgoyAL Qp_AgENui. MAGUIRE MOVED TO APPROVE THE AGENDA. AS WRITTEN. MALBERG SECONDED AND MOTION CARRIED. 3. APPROVAL OF MINUTES OF OCTOBER 151990: Breeden wanted to clarify Item f) under New Business, by deleting the portion of the last sentence after "her concerns over recent actions of the Board" and inserting "and of the Board's reluctance to do anything within the water column." BREEDEN THEN MOVED FOR THE MINUTES TO BE APPROVED AS CORRECTED. MAGUIRE SECONDED. MOTION CARRIED. 4. OLD BUSINESS: a. Boardwalk Project update, The work of driving the pilings has started and should take about 3-5 days. There has been talk of using prison labor 1:o assemble the boardwalk and the Chamber has donated some time to help also with the assembling of the boardwalk. b. Kenai River Boat Ramp update. The City is still waiting for the Corps of Engineers determination on the permit. The City must wait until the determination is made known before any further action can be taken. c. Lease Space for Retail Outlets. There was discussion regarding soliciting businesses to make services available to the fishing fleet and harbor visitors. BREEDEN MADE A MOTION TO HAVE KEITH KORNELIS LOOK INTO WHAT AREAS COULD BE USED FOR LEASE SPACE, DISCUSS WITH THE COUNCIL AS TO WHAT TYPE OF BUSINESSES SHOULD BE SOLICITED AND COME BACK TO THE COMMISSION WITH A PLAT OF THE AREA DETERMINED FOR LEASE SPACE WITH RATES FOR LEASING. MOTION DIED FOR LACK OF A SECOND. KENAI HARBOR COMMISSION Page 2 November 5, 1990 The Commission decided to continue to encourage and promote development of nearby private property to provide such marine- related services. NEW BUSINESS: Chairman Eldridge wants to promote a Blessing of the Fleet for 1991 in coordination with the }3i- Centennial celebration. This event could take place just before the season starts and could include a parade of the vessels with local pastors blessing the fleet. ACTION TAKEN: BREEDEN MADE A MOTION FOR THE COMMISSION TO WORK JOINTLY WITH THE CITY COUNCIL AND BI- CENTENNIAL COMMITTEE TO HOLD AN EVENT OF THE BLESSING OF THE FLEET IN EARLY SUMMER. DON HALLSTEAD SECONDED. MOTION CARRIED. Chairman Eldridge will do more groundwork to come up with a more detailed pl stating specifically what the event would entail and see what fishing associations would want to be a part of the event. He will bring it hack to the next meeting for Commission review before sending it on to City Council. b. Army Corps Permit Application Reference #1- 890390 Cook Inlet Processing, Mooring Buoys. ACTION TAKEN: COMMISSIONER HALLSTEAD MOVED TO APPROVE THE APPLICATION WITH THE FOLLOWING COMMENTS: 1) ON PAGE 2, UNDER SPECIAL AREA DESIGNATION: THI5 AREA IS NOT WITHIN THE KENAI RIVER SPECIAL MANAGEMENT AREA. IT IS AN AREA MERITING SPECIAL ATTENTION WITHIN THE COASTAL ZONE MANAGEMENT PLAN; AND 2) PERMIT WILL BE APPROVED AS LONG AS IT DOES NOT INTERFERE WITH THE EXISTING NAVIGATIONAL PATTERNS OR WITH EXISTING BUOYS. MOTION SECONDED BY BREEDEN. HALLSTEAD AMENDED HIS MOTION TO ALSO INCLUDE A COMMENT TO RE- EVALUATE THE SIZE OF THE ANCHORS TO MAKE SURE IT IS ADEQUATE WEIGHT FOR THE CONDITIONS AND THE USE. BREEDEN SECONDED. AMENDED MOTION UNANIMOUSLY PASSED. c. Commission reviewed the Harbor Section of the Comprehensive Plan and the Commission ve Year Plan. Additions and deletions were made as noted on the attachments to these minutes. KENAI HARBOR COMMISSION November 5, 1990 6. CORRESPONDENCE: None 7 COMMISSION CO QUESTIONS_ Page Breeden made comment regarding the four vacancies on the Kenai River Board stating that selection has been made; however, the Division of Parks refuses to say who they are at this time. Walker wanted to confirmed that Jahrig had been absent from at least. three meetings and urged the Commission to act on the Comprehensive Plan tonight so that it could be forwarded to the Planning and Zoning Commission and City Council ADJOURNMENT: ACTION TAKEN: BREEDEN MOVED TO ADJOURN THE MEETING. HALLSTEAD SECONDED. CHAIRMAN ELDRIDGE ADJOURNED THE MEETING AT 9:20 P.M. HALLSTEAD SECONDED. BREEDEN AMENDED HER MOTION TO ALSO INCLUDE THE COMMISSION'S FIVE YEAR PLAN AS NOTED ON THE ATTACHED. HALLSTEAD SECONDED. MOTION CARRIED UNANIMOUSLY. The next Harbor Commission meeting will be December 10, 1990, at 7:00 p.m, in City Hall Council Chambers.
