ROLL CALL' The meeting was cai]ed to orde~ by Chairman
Eldridge at 7'10 p.m. Commissioners present were'
Eldridge, Breeden, Maimburg~ Thompson, and Hal lstead.
Also present was Keith Kornelis and Swede Freden ~rom the
City o~ Kenai.
2. APPROVAL OF AGENDA'
El dridge requested to add Item b, Blessing of the F!eet~,
under Old Business.
THOMPSON MOVED TO ACCEPT THE AGENDA AS AMENDED BY UNANIMOUS
CONSENT. BREEDEN SECONDED THE MOTION AND AGENDA WAS APPROVED.
3. APPROVAL OF MINUTES OF JANUARY 7~ 1991'
Breeden requested that her absence be noted as an excused
absence.
THOMPSON MOVED TO ACCEPT THE MINUTES AS AMENDED AND
HALLSTEAD SECONDED. MOTION CARRIED AND MINUTES WERE APPROVED.
4. OLD BUSINESS'
a. Beaver Loop Boat Launch Update. The Corps o~ Engineers
has reviewed the permit and denied the permit request ~rom
the ~City to build a boat launch. The City is also
experiencing the same problem with other projects,
howevers, the City Council would like to re-submit the same
application in the ~uture now that there is a new
administration. There was discussion o~ habitat
protection in the river and how a boat launch in the
lower river would alleviate the up-and-down river
traffic that hurts the habitat.
BREEDEN MOVED THAT THE HARBOR COMMISSION BE PROVIDE A
LIST OF OTHER AREAS THAT ARE AVAILABLE IN THE LOWER
PORTION OF THE KENAI RIVER FOR A BOAT RAMP. MOTION
DIED FOR LACK OF A SECOND.
Mr. Kornelis explained that the other areas considered
were Cunningham Park and the City dock; and a~ter study
o~ the area, the Beaver Loop site was the one chosen as
the best possible site.

Chairman Eidridge will be addressing the Kenai River
Special Management Area Board on Thursday and will be
asking ~or their assistance in this matter.

Blessing o~ the Fleet 1991. A tentative date and time
o~ 2'00 p.m. ~ June 23 has ~een set. E!dridge has contacted
several of the clergy in the area who would be
interested in participating in the Blessing event. UCIDA
will consider their participation at their next
meeting.
MALMBURG MOVED TO RECOMMEND THE CITY COUNCIL TO APPROVE
THE BLESSING OF THE FLEET EVENT ON OR ABOUT JUNE 23,
1991. THOMPSON SECONDED. MOTION CARRIED UNANIMOUSLY.
NEW BUSINESS'
a. Election o~ O~icers.
THOMPSON NOMINATED ELDRIDGE AS CHAIRMAN. BREEDEN
SECONDED. MALMBURG MOVED TO CLOSE NOMINATIONS AND
THOMPSON SECONDED. ELDRIDGE WAS ELECTED AS CHAIRMAN BY
UNANIMOUS VOTE.
BREEDEN NOMINATED THOMPSON AS VICE-CHAIRMAN, AND MALMBURG
SECONDED. BREEDEN MOVED TO CLOSE NOMINATIONS AND
MALMBURG SECONDED. THOMPSON WAS ELECTED AS VICE-CHAIRMAN
BY UNANIMOUS VOTE.
CORRESPONDENCE' - None
DISCUSSION'
Thompson reported on the planning progress ~or the 1991
Harbormasters & Port Administrators meeting to be held
in Kenai. There was discussion on what areas and facilities
people might want to tour; and which organizations,
agencies, or persons would want to make presentations; and
how to organize the logistics o~ the event. Mr. Kornelis
has requested monies in the budget to assist the Commission
in the organization o~ the meeting. Commissioners agreed to
the three committees mentioned in Mr. Kornelis' letter of
February 7 and those present determined on which committee they
wanted to serve. Tentatively, the committees are as ~ollows'
1) Programs Committee' Thompson; 2) Entertainment and
Promotions Committee' Breeden and Eldridge; and 3)
Logistics Committee' Hal lstead and Malmburg. Other

Commissioners may select their committee at a later date.
Each Commissioner was encouraged to start pooling thoughts
and ideas and bring them to the next meeting.
8. COMMISSION COMMENTS & QUESTIONS: None
9. I NFORMAT I ON:
a. Mr. Kornelis brought a copy o~ the Economic Evaluation
and Planning o~ a Cook Inlet Marine Transportation System,
Phase II, Final Report, which was requested at the last
meeting. Anyone wishing to look at it may check
it out through the City office.
10. AD JOURNMENT:
The next regular meeting was scheduled for March 11, 1991.
Thompson requested to be excused ~rom the meeting since
there is a 95% chance he will be working on that date.
BREEDEN MOVED TO ADJOURN THE MEETING. HALLSTEAD SECONDED.
CHAIRMAN ELDRIDGE ADJOURNED THE MEETING AT 8:48 P.M.
