ADJOURNMENT Set date for next meeting KENAI HARBOR COMMISSION March 11, 1991 Kenai City Hall Barry Eldridge, Chairman The meeting was called to order by Chairman Eldridge at 7:09 p.m. Commissioners present were' Eldridge, Maquire, .Malmberg, Thompson, and Hallstead. Commissioner Breedon was excused. Also'present were Ad Hoc member Walker and Mr. Kornelis from the City o~ Kenai. 2. APP_R. OVAL. OF A~ENDA~.'._.~ Eldridge requested to insert under New Business, Item b) Boat and Water Safety Law. THOMPSON MOVED TO ACCEPT THE A~ENDA AS AMENDED. MAQUIRE SECONDED. A(~ENDA WAS THEN APPROVED UNANIMOUSLY. 3. APPROVAL. OF .MINUTES OF FEBRUARY 11, 1991_:~ AFTER SOME DISCUSSION, MAQUIRE MOVED TO APPROVE THE MINUTES. MALMBERO SECONDED AND MINUTES WERE APPROVED. 4. OLD BUSINESS :~' Prior to discussing any old business, Walker gave an update on the City Council meetings. Most items discussed by the Council lately have pertained to projects in town and nothing necessarily 'ports and harbors. The Borough Lands Committee has' been dealing with matters concerning noxious and injurious uses of lands. The CIP monies statewide have come in much less than the Cities had anticipated. a. Blessing of the Fleet. El dridge stated he spoke at the Kenai River Special Management Area Advisory Board advising them of the activities of the Blessing of the Fleet. In addition, he also advised them the Harbor Commission would sincerely look at any site.they could propose for a more appropriate site ~or a boat ramp. To date three pastors have agreed 'to participate in the' event. He will be writing UCIDA and KPFA asking these organizations ~or their support. Eldridge ~eels that it would be a successful event with 25 to 50 boats participating. The Blessing of the Fleet is scheduled for Sunday a~ternoon, June 23, 1991. b. Harbormaster'S Conference. Maquire will team up with Thompson on the Programs Committee. Maquire also volunteered to contact local restaurants regarding KENAI HARBOR COMMISSION March 11, 1991 - 2- services they could supply. The Commission needs to come up with agenda items soon and a time line for projects/tasks to be done. The April meeting will be a time to start fine tuning some of the rough ideas. 5. N~ BUSINESS:.. a. Alaska Association of Harbormasters & Port Administrators, Inc. Newsletter o~ February 27, 1991. Commissioners reviewed the letter to the A.A.H.P.A. membership which attached a copy of House Bill 125. House Bill 125 "An Act relating to the boat and water safety, boating accidents and boat numbering" for the State of Alaska. Commissioners discussed the bill and a similar bill that didn't make it through last year making note that a tele-conference regarding this bill is tentatively scheduled in May sometime. Last year the Commission passed a resolution to the Council regarding the boat and water safety bill. ACTION TAKEN: MALMBERG MADE A MOTION TO RECOMMEND THE CITY COUNCIL SUPPORT HOUSE BILL 125 AND MODEL THE RESOLUTION SIMILAR TO THE ONE PASSED TO THEM LAST YEAR REGARDING THE BOAT AND WATER SAFETY BILL. THOMPSON SECONDED. MOT I ON CARR ! ED. 6. CORRESPONDENCE: None. 7. DISCUSSION: a. Opening of Kenai Dock ~or the summer. Mr. Kornelis advised Keener Packing will be renewing both leases this year. There has been speculation that this year will not be as good as the past few years and that is why Keener Packing was hesitant in renewing the leases. The fuel tanks are full and ready to go. It is just a matter of the ice going out and the tides. Mr. Kornelis anticipates no problems in getting started this year. 8. COMMISSION COMMENTS AND ,,OUE,STION, S;,_ None 9. . INFO~A?.!ON:., Mr. Kornelis advised the materials are available to ~inish the dock construction. Manpower for the construction labor is now a problem since it appears the City will be unable to KENAI~ HARBOR COMMISSION March 11, 1991 - 3- use inmates. The Chamber has stated they will donate some manpower for the project, however, no leader has come ~orth to date. Mr. Walker advised the Commission that there is a movement for the park service to take over the water column of the river. He also asked if the Commission had ever looked into establishing a no-wake zone ~rom the beach head. Mr. Walker was advised that one already existed and that USCG would enforce the federal law if the City put up signs which Mr. Kornelis advised th'e City is already planning to do. 10.
