Thompson a% 7:22 p.m. Commissioners present were: Munn, Altland, Spr&cher, and Thompson. Commissioners absent were: Eldridge, Malmberg, and Jahrig. ~ aPPROVAL,, OF. Election o~ O~ficers. Chai rman' Altland nominated Thompson. SPRACHER MOVED THAT NOMINATIONS BE CLOSED, MUNN SECONDED, MOTION CARRIED, THOMPSON ELECTED AS CHA I RMAN BY UNANIMOUS CONSENT, Vice chairman· Spracher nominated Munn. nominated Altland. Spracher withdrew his Munn nomination.. MUNN MOVED THAT NOMINATIONS FOR VICE-CHAIRMAN BE CLOSED, SPRACHER SECONDED, ALTLAND ELECTED AS VICE-CHAIRMAN BY UNANIMOUS CONSENT, b · Fishing Hole. Thompson explained to the new members .regarding the. Commission's desire to explore the possibility o~ artificially stocking a fishing hole like the one in Homer. A possible location is in the little lagoon near the mouth of the Kenai River by the sanitation plant down Spruce Avenue. KENAI HARBOR COMM I SS i ON ApriI 6,, 1992 Altland spoke with Nick Dudiak and Bill Nelson o~ ADF&G. and the~ felt the idea had some credence using second r~ silvers because that would not interfere with the · stocks in the Inlet. They also informed him off areas where money may be available for the project. A proposal would have to be drawn up and go through the Director of Fish & Game--Sportfish and then through a statewide aquaculture board, horen Flagg wilt be helping Altland draft a proposal. Since Malmberg was unavailable, the land issue sti 11 has not been settled. Spracher stated he would go to the Borough to get the land status of the area all the way up to the Spur Highway for the next meeting. c. Kenai River Viewing Flats - Tabled until next month. d. Port Industrial Zoning/Comprehensive Plan - Thompson explained the scope of the Commission's part with Port Zoning and the ComprehenSive Plan. Commissioners noted i~ they want a ~inal copy of the plan to reserve one through Loretta Harvey. e. City Dock - Ramp/fuel floats Thompson explained to the new members some of the concerns of high liability with the present dock and existing ladders with the tide variances. He also explained some of the Commission's ideas to make safer access possible wi th additiona! ~!oating docks and/or ramps. Rough drawings were given to Kornetis as possibi 1 i t i es. Thompson stated he would ~ry to get the current status on the new wetland.regulations ~or the next meeting. a. 1992 Dock Operations. Kornelis can give a report regarding dock operations at the next meeting. Thompson related 1991 operations did not go well basically because the dock lessee ~iled ~or bankruptcy and the City ~i4 not get paid. In previous years the dock made money ~or the City. Bids ~or the dock space should be going out soon ~or the '92 season. KENAI HARBOR COMMISSION April 6, 1992 7. COMMENTS. & OUEST!QNS: Commissioners read the ADF&G newsletter regarding the proposed boat launch at the Pillars and was al so given a brief history of the City's attempt to get a boat launch established just above Cunningham Park. Thompson stated he would get on the mailing list ~or future information regarding the Pillars project. Thompson stated he would like to get a current copy of' the City Ordinances and Regulations dealing with the lower river and harbor for the next meeting to see i~ they need any updating. 9.
