ROLL CALL: The meeting was called to order by Vice-Chairman Altland at 7:19 p.m. Commissioners present were: Altland, Munn, Spracher, and Jahrig. Commissioners absent were: Eldridge, Malmberg, and Thompson. A1 so present was Ad Hoc member Walker. 2. APPROVAL. _OF_ MUNN MOVED FOR. APPROVAL OF THE AGENDA. JAHRIO SECONDED AND MOT !ON CARR I ED. 3. APPROVAL .OF MINUTES,,OF AP...R!L 7, _1.992 SPRACHER MOVED FOR APPROVAL AND MUNN SECONDED. APRIL MINUTES WERE APPROVED AS WRITTEN. 4. OI~D BUS!NES~: a. Fishing Hole. Spracher brought the plat maps and tax sheets for the proposed surrounding area ~rom the Kenai Borough. Discussion incurred regarding the possibility of using the float plane slip temporarily for the children's and handicapped iishing hole until o'ne could be .established. Discussion regarding the~.stocking of King Salmon vs. late run Silvers which is what ADF&G encouraged. A presentation o~ what is to be proposed still needs to be worked up and presented to the Council. b. Kenai River Viewing Flats. Eldridge had asked for item to be on agenda. Commission will table discussion until Eldridge can attend. c. City Dock - Memo from Keith Kornelis. Councilman Walker explained that in the past the leases have been a l ai.'ge source o~ income revenue for the City Dock and had gone [or two to three times the amount bid this year. Due to the fact that only low bi,~d.s came in, it is feared this will put the harbor in a deficit this year. At this disturbing news, Commissioners thought they ~elt the earth shake and subsequently realized they were experiencing a minor earthquake. KENA! HARBOR COMM ! SSI ON May 11, 1992 - 2 - d. Boat Launch at Pi!!ars. Vice-Chairman Al tland announced State Parks would be having a pub!lc hearing on May 13, 1992, at 7'00 p.m. in the Borough building. Before going ~orward wi th the project, State Parks would like pub'lic input regarding the problem of foot traffic.and its degradation in the area. Discussion on possible solutions such as floating docks and/or bee~ing up foliage for the habitat. Jahrig or Altland will try to attend the meeting. e. Other - City Dock ladder. Discussion on the safety of present system and cost of obtaining galvanized aluminum gangplanks. Spracher will be in Seattle area and will seek out possible sources. Jahrig gave an account o~ a man falling from a ocean dock ladder and received $100,000 ~rom the City of Homer because of the incident. 5. NEW BUSINESS: a. Cook Inlet Processing permit" application. It was noted the expiration date for the permit had al ready past. Discussion on Harbor Commission's role in permit application input on Eacilities within the City limit. 6. CO~ESPONDE. NCE.;: None. 7. D! SCUSS I ON: None. 8. COMM! SS ! ON COMMENTS & OU.EST ION.S :~ a. Councilman Walker reported on the Council meetings and actions taken at the meeting. Kenai is a Einalist Eot the All-American City Award. The Award will be announced in mid-June. Many changes have been made in the Seniors Congregate Housing project. The budget work sessions have been completed. It appears the mil rate will go up to 3.5. The budget will go up for final approval on June 2. Previously the Commission had discussed the possibility of lessees down at the dock such as guides or other operators in small buildings being supplied power. The City can now handle that in-house and Councilman Walker KENAI HARBOR COMMISSION May I1, 1992 - 3 - encouraged Commissioners to get the word out to drum up some business down there. b. Commissioner Spracher announced the formal dedication for the Marine Monument at Lief Hansen Park .will be at 11:00 a.m., May 23, 1992, and invited all to attend. 9. !NFORMAT!.ON,~__ Commissioners wil1 look over Title 11, Kenai Municipal Code for the Harbor and Harbor Facilities and will come prepared to discuss and/or make changes at the next meeting which will be June 8 at 7:00 p.m. 10.
