ROLL CALL: The meeting was called to order by Chairman Thompson at 7: 09 p .m. Commissioners present were' Eldridge, Spracher, Jahrig, Munn and Thompson. Also present wero Swede Freden from the City of Kenai and Bill Nelson representing Wm. J. Nelson & Assoc. 2. APPROVAL OF AGENDA: Thompson requested to place Bill Nelson (Item c under Old Business) and Swede Freden (Item a under Discussion) a~ter the approval o~ the minutes. Hearing no objections, the amended agenda was approved. 3. APPROVAL OF MINUTES OF OCTOBER 12, 1992' JA~RIG MOVED FOR APPROVAL OF THE MINUTES AND SPRAC~ER SECONDED . MOT I ON CARR I ED . 4. PERSONS SCHEDULED TO BE ~EBRD: a. Bill Nelson passed out a copy of a letter addressed to Koith Kornelis rogardin~ idoas for the Kenai Dock and float access ramp. He also attached an estimate of the design budget. Mr. Nelson is familiar with the facility as he designed the original design. Before puttin~ together detail ed drawings, he wanted to hear the Commission's desires and ideas and general discussion followed. Mr. Eldridge didn't envisio.n a great deal of structural work being necessary other than making sure the ramps and floats were the right sizo with proper attachments and determining the need for additional pilings. Mr. Nelson stated there are deal ers who manufacture these types of structures, such as Continental, but notod they were made with galvanized steel and not aluminum. Price wise, they should be in the same ballpark. Mr. Nelson stated he would wait to hear from Keith Kernel is before ~oing an7 further. ACTION TAKEN' JAHRIG MADE A MOTION FOR THE CITY TO HAVE BILL NELSON WORK IN CONJUNCTION WITH MR. FREDEN FO~ ]~IS INPUT AND DRAW UP A PRELIMINARY DRAFT OF THE RAMP AND FLOAT. MUNN SECONDED. MOTION CARRIED UNANIMOUSLY. HARBOR COMM I SS I ON November 9, 1992 - 2 - b. Report on 1992 Harbormaster's Conference in Juneau. Mr. Freden spoke on issues and concerns addressed at the conference. While a lot o~ the conference addressed larger ports, he found it very interesting and enjoyed meeting with other harbormasters in the state. The harbormaster at Valdez has an extra gangway, and Mr. Freden thought the City of Kenai might be able to use that. One concern of his is an oil spill response policy at the Kenai Dock. The dock has no boom and ye~t he would most probably be the first one to attack a spill. Thompson stated he would talk with CISPRI about getting an absorbent boom down at the dock. Mr. Freden discussed the implications of new American Disabilities Act and how it may affect ports and harbors. At one sessi on Mike Mi 11 er spoke regarding the legislative process and explained how to put bills together to get through the legislature. An attorney from Anchorage had a very good session regarding marina liability issues. His program included torte claims, written contracts, personal injury claims, and property damage showing how to avoid them through maintenance and cleanliness. Discussion ~ollowed about submitting a request to the Department of Transportation for dredging the harbor since the area is getting more filled in each year. 5. OLD BUSINESS: a. Fishing Hole - Nothing new. b. Kenai River Viewing Flats- Postpone discussion until next meeting for Mr. McCubbins input. c. Mr. Nelson's presentation al ready discussed under a) Persons Scheduled to be Heard. d. Lighting at Lessee Station - Jahrig looked at the possibility of more lighting at the lessee station area and the dock area. It was decided not to do anything with the lessee station area and to wait until Spring to do anything at the dock since HEA has already cut off the electricity for the winter months. HARBOR COMMI SS I ON November 9, 1992 - 3 - 6. NEW BUSINESS: a. User Fees - General discussion regarding users fees ~or boat ramp, the need for personnel to collect fees, and nearby camping cannery personnel using publ i c dock facilities and an ordinance needed to address that issue. Restrooms at the dock took a beating this summer and it was felt the dock area is suffering due to the canneries not providing sanitary ~acilities for their employees. . It was felt the City should put some squeeze on the canneries to maintain adequate sanitary facilities. ACTION TAKEN: JAHRIG MADE A MOTION FOR THE CITY TO ESTABLISH AN ORDINANCE FOR CANNERIES, FISH PROCESSORS AND OTHER PRIVATE PROPERTY OWNERS ALLOWING CAMPING ON THEIR PROPERTY TO SUPPLY ON-SITE MAINTAINED SANITARY FAC I L I T I ES. ELDR I DGE SECONDED. MOTION PASSED UNANIMOUSLY. Jahrig is in ~avor of .establishing boat ramp fees if summer help is supplied in conjunction with Parks & Rec. Discussion followed concerning iron ranger/honor system which could become confrontational. ACTION TAKEN: ELDRIDGE MADE A MOTION THAT DURING THE 1993 SEASON A BOAT LAUNCH FEE BE ESTABLISHED IN THE AMOUNT OF $5.00 FOR THE FIRST TEN MINUTES AND A $1.00 PER MINUTE CHARGE FOR EACH ADDITIONAL MINUTE BEYOND TEN MINUTES FOR BOATS BLOCKING THE RAMP. THE CITY SHOULD DEVISE AN ENVELOPE HONOR SYSTEM TO PROVIDE MEANS FOR VOLUNTARY COMPLIANCE AND SHOULD PROVIDE DIRECTIVE SIGNS WITH A PHONE NUMBER TO REPORT VIOLATORS. JAHRIG SECONDED. MOTION CARRIED UNANIMOUSLY. 7. DISCUSSION: Mr. Freden's Harbormaster Conference report already discussed. 8. COMMISSION COMMENTS AND QUESTIONS: Commission briefly discussed the Alaska Municipal Port Authority Act information that Mr. Freden brought back from the conference. Further discussion will be postponed until next meeting and Commission requests a copy to be included in their December meeting packet. HARBOR COMM I SS I ON November 9, 1992 - 4 - Discussion regarding the relaxing of restrictions for wetlands use with the Corps of Engineers Wetland Regulations. Eldridge thought this might be a good time to look into putting a gravel road down to the pilings by the waterfront off to the left from the road to the dock. Also under consideration should be the re-application for the boat ramp above Cunningham Park. It was generally felt the window of time to act will be short. Commission requested these two issues be put on next month's agenda. 9.
