ROLL CALL: · , , The meeting was called to 7: 15 p.m. order by Stand-In Chair Eldridge at Commissioners present Jahrig, and Spracher. City o~ Kenai. were' Eldridge, Also present was Mr McCubbi ns, Munn, Kornetis from the ELECTION OF OFFICERS: CHA I RMAN: MCCUBBINS MADE A JAHRIG SECONDED. MOTION TO OPEN NOMINATIONS FOR CHAIRMAN NOMINATIONS WERE OPENED. CHA ! RMAN. MCCUBBINS NOMINATED THOMPSON AS JAHRIG MADE A MUNN SECONDED. MOTION TO CLOSE CHAIR AND ELDRIDGE SECONDED. THE CHAIRMAN NOMINATIONS AND THOMPSON WAS ELECTED TO CHAIR UNANIMOUSLY. VICE-CHAIR: JAHRIG MADE A MOTION TO OPEN NOMINATIONS FOR NOMINATED ALTLAND. MUNN SECONDED. VI CE-CHAIR AND JAHRIG MOVE TO CLOSE VICE-CHAIR SECONDED. NOMINATIONS AND MCCUBB INS ALTLAND WAS ELECTED AS VICE-CHAIR UNANIMOUSLY. APPROVAL OF AGENDA: MUNN MADE A MOTION TO APPROVE THE AGENDA AS PRESENTED. SECONDED AND AGENDA WAS APPROVED. JAHRIG APPROVAL OF MINUTES OF NOVEMBER 9, 1992' AFTER REVIEWING THE MINUTES, JAHRIG MADE A MOTION TO APPROVE THE NOVEMBER 9, !992, MINUTES. MUNN SECONDED AND MINUTES STOOD APPROVED. PERSONS SCHEDULED TO BE HEARD: None. HARBOR COMMISSION January 11, 1993 , · OLD BUSINESS- a · b . · Fishing Hole· Alt land was to contact Fish & Game and Cook Inlet Aquaculture Association to speak to the Commission. Discussion regarding state hatcheries and whether CIAA will pick up the operations. Also discussed possibility of damming the two creeks in the same area to ~orm a small lake for ~ishing. Kenai River Viewing Flats. Korne!is stated most or all of the money for that project had already been spent on the project. McCubbins stated the Boy Scouts could possibly assist in making a "horizon/mountain range" or "Rim of Fire" interpretive board, however, they would need to know more information regarding size, type, and display wanted. McCubbins will try to meet with Fish & Game and Fish & Wildlife to see if they have some information to be used, he will check with the Boy Scouts on the possibility of doing the project, and he will bring back a report next meeting. C · Ramp From Concrete Dock to F! oaring Dock Design. Discussion regarding Nelson's estimated design budget. Discussion occurred regarding also making the ramp wheelchair/handicapped accessible using a monorail system with a carrier and possible grants that could be obtained for that portion. It was felt that all that was needed 'at this point in time was a conceptual layout and design (the first two items on Ne!son's estimate). Kornelis stated since that was for only two days work, he could get a purchase order 'for that portion. Jahrig will also give Kornelis his Homer drawings for evaluation. NEW BUSINESS- Discussion on the direction of the user fees recommended at the last meeting. Kornelis stated it will need to go through Council and be put in the new rate sheet for next season. Discussion regard~ ~ng last meeting's motion invo!ving the establishment o~ an ordinance or zoning law requiring private. property owners who allow camping on their !and within the City to supp!y and maintain sanitary faci!ities. Korne!is stated he would have to take it to the City Attorney flor his =xamina*ion =nd a~a~ ' -- Discussion involving the new park to be constructed-on the bluff and the prob!ems +'~.a+ wi..._ occur regarding c~nnery workers usin~ and abusing +~ s~,~+~v ~aci]~ ~ies. HARBOR COMMISSION January !1, !993 - 3 - 8. INFORMATION- Municipal Port Authority Act' Discussion regarding what. affect this would have on Kenai. Since the City of Kenai presently has bonding authority, it was felt this would not e~fect Kenai very much. b · DOT Federal Register' Comment peri od had al ready elapsed. Discussion regarding changes in the PFD regulations and basically felt the changes were good. 9. DISCUSSION' a/b. Wetlands Regulations and Re-Application for Boat Ramp' Discussion regarding the possible easing o~ the EPA's wetlands one percent rule. With a new president and administration coming into office, a "wait and see" approach is being taken by Council regarding the re- application flor the boat ramp above Cunningham Park and the possible application to construct a gravel road to the pilings o~f the Boat 'Ramp Road. 10. COMMISSION COMMENTS AND QUESTIONS' Eldridge asked al! Commissioners to think about what direction they would like to see the Commission' head in this new year. Jahrig feels the most important project ~or the Commission this year wi!! be to push for a ramp at the boat dock. Discussion also regarding the silting in the area and the need to get the area dredged on a bi-annual basis. 11. AD JOURNMENT- JAHRIG MOVED FOR ADJOURNMENT AND ADJOURNED ~H~ MINUTING AT 8'35 ~ '~ MUNN SECONDED.
