VICE CHAIR THOMPSON, PRESIDING MINUTES ITEM 1' CALL TO ORDER/h ROLL CALL Vice Chair Tom Thompson called the meeting to order at 7'05 p.m. Members Present: Eldridge, Peters, Spracher, Thompson Members Absent- Jahrig, Rogers, McCune Others Present: Councilman Bookey, Public Works Manager Kornelis, Contract Secretary Roper ITEM 2' AGENDA APPROVAL MOTION: Commissioner Eldridge MOVED to approve the agenda and Commissioner Spracher SECONDED. There were no objections. SO ORDERRDo ITEM 3: APPROVAL OF MINUTES- June 12, 2000. MOTION: Commissioner Eldridge MOVED to approve the minutes of June 12, 2000 and Comm/ssioner Peters SECONDED. There were no objections. SO ORDERED. ITEM 4: PERSONS SCHEDULED TO BE HEARD - None ITEM 5' OLD BUSINESS- None ITEM 6' NEW BUSINESS - None ITEM 7: REPORTS 7-a. Director- Director Komelis reported everything went smoothly at the dock during the summer in spite of the poor fishing season. It appears the revenue for boat launches increased but the parking didn't do as well. The final figures should be available for the next meeting. Komelis reported the new dockworker did very well. The dock will probably be shut down in late September or early October. 7-bo Dock Foreman- No report City Council Liaison- Councilman Bookey reported the following' · Construction began on the new Health Center and it is anticipated completion will be in the spring of 2001. He added, the new health center will open up some much needed office space in City Hall. · In regard to the coastal trail, Bookey noted there was not much new happening, however Mayor Williams would be meeting with a staff member from Senator Ted Stevens' office on August 10th. · Chuck Rogers was appointed as a new member to the Harbor Commission. Mr. Rogers wasn't present at the meeting and Bookey stated he would contact him. Bookey stated that it was possible the Commission would be looking for another Commissioner, as McCune hadn't been to a meeting in four months. 7-d. Scrapbook Information- Commissioner Peters indicated she would pick up the scrapbook from the City Clerk and asked if anyone had any photos or articles they would like included to forward them to her. ITEM 8: COMMISSIONERS COMMENTS/QUF~TIONSl Vice-Chair Tom Thompson requested that if anyone had an e-mail address to contact City Clerk Freas so she can include it on the Commissioner roster. Roper, Contract Secretary HARBOR COMMISSION MEETING AUGUST 7, 2000 PAGE 2 , INTEROFFICE MEMORANDUM TO: FROM: SUBJECT: DATE: RICHARD ROSS KEITH KORNELIS COMMERCIAL FISH DISASTER 09/05/2000 I attended the meeting that Representative Gall Phillips set up with Major General Phil Oats, head of the State Economics Disaster Cabinet, on August 18, 2000 and 10:00 am at the Borough Assembly Hall The meeting was for Kenai Peninsula residents who were affected by the poor fish mn. General Oats is head of the Knowles's disaster cabinet but has other rifles: 1. Adjutant General (54 in Nation) ......................... Federal 2. Commander of Alaska National Guard ............... State 3. Commissioner of Emergency & Mih'tary Services .... State SB 101 is the Disaster bill that allows the governor to spend up to $1 million. If over $1 million than there has to be a special Legishtive session and they submit a financial plan. General Oats explained the Disaster Criteria: 1. If the fish remm is 50 % less than the 20 year average of harvest. 2. People do not have enough money to feed and provide for their families. Items pointed out at the meeting: The Fish Board cut the fishing time way back. Closed the drift fishing on 8/9 and the east side set net fishing on 8/7. Also they had very, few openings. (someone said like 4 days) · On the days fishing was allowed it was very bad weather. The size of the nm was very low. Sockeye harvest was about 1.3 million when the average since 1975 was 3.5 million. The price per pound paid for fish was very. low. (t.ike $0.85 vs. $1.50 in years paso (Newspaper said a total estimate for this year is $8.2 Million compared to a 20-year average of roughly $40 Million. · The cost of fuel was much higher this year. The Board of Fish is setmag escapement numbers, fishing times, number of days to fish, dates to fish, and other items that should be set by AD F&G fish biologists. Over 80% of the Upper Cook In/et Fishermen failed to even make operating expenses this year. There is a huge amount of Pink Salmon entering the Kenai River that could cause over escapement problems. Many commercial fishermen would like to fish for the pinks but are not allowed to fish. Attached are copies of ax'tides out of the Peninsula Clarion on August 23, 24, & 27, 2000. KPB and/or the cities on the Penmsttla can declare a fishing disaster. This memo is based only on what I heard at the meeting or read in the newspaper. I am not sure the numbers are accurate. WHEREAS, the Borough Mayor has issued a declaration of local disaster emergency as a result of the catastrophic failure of the 2000 Sockeye fishery; and WHEREAS, this year's Sockeye fishery return was only apprommately 50% of the 20-year historic average and total revenue from the fishery was only apprommately 20% of the 20 year average; and WHEREAS, this poor return has placed processors, commercial fishers, and associated businesses at financial risk and the lack of revenue will have a serious impact on the economy in the City of Kenai; and WHEREAS, a declaration of disaster may make available state and federal low interest loan programs and other forms of financial assistance to help businesses survive and provide support to affected f_~m~!~es; and WHEREAS, it is in the best interests of the citizens of the City of Kenai to have a healthy and viable fishery as part of its economy. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA, that the Council supports the Borough Mayor's Declaration of Disaster and Resolution No. 2000-077; and BE IT FURTHER RESOLVED that the Kenai City Council request that the State of Alaska act on this declaration in an expedient and positive manner. The location of the proposed exc, avafion would take place on the estate of Donald Fredricksom which is currently leased by Snug Harbor Seafo~ (see Exhibit "A' attachment). All work would be done above the Mean High Water (MHW) level of the Kenai River but within 50' of the ~ level. Snug Harbor Seafoods intends to remove material Rom a 50' section of the riverbank. The excavation would begin 10' from the property line dividing Lot #2 and Lot #3 of the Proposed Kristine Subdivision (see attached map), and extend 50' toward the dock located on Lo~2. The excavation would allow the continuing slope of the river to extend upward from the MHW level to ground level, in effect, crealmg a ramp. Material removed from this location would be primarily gravel. The gravel would be stored in a pile in another location on the property, or may be sold for use by constm~on companies. The method of removal would require the use of a bulldozer, hoe, and dump track. The intended use of the ramp would be to remove Snug Harbor Seafoods Barge/Floating Dock from the river during the winter months. Future moditimtion plans include emending the ramp below the ~ level, to allow river entry for other vehicles.
