Discussion-- Snug Harbor Ramp Excavation
No discussion was held as it was determined that permits would not be required for the
project from either the Corps of Engineers or the State of Alaska. As a result, no
commission action was required.

6-a. Discussion -- Boating Facility Financial Report
Komelis gave a brief overview of the financial report in the packet and pointed out it
did not include salaries, benefits, depreciation or transfers. It was also noted that fuel
sales were down due to the price increase and slow fishing season.
Thompson asked if the City considered placing a fuel pump at the head of the dock to
accommodate personal fishers. Komelis answered, the City would probably never
recoup the cost of installation and there was also the potential of environmental issues
with fuel spills, etc.
Rogers asked if consideration was given to the ramp situation and the congestion
during dip net season. A lengthy discussion ensued and it was noted that more
coordination and patience from the users was.required.
O'Reilly asked about advertisement of services provided by the City. Komelis replied
that the advertisement funds expended were for the signage at the dock during dip net
season. O'Reilly suggested that more advertisement of services be accomplished.
ITEM 7: REPORTS
Director-- Komelis reported the dock was completely shut down for the winter;
the power was shut off; floats were up; and there was no fuel available.
Dock Foreman -- Komelis reported Swede Freden would be attending the
Harbor Master conference in Kodiak this week.
City Council Liaison -- No report.

Scrapbook Information - Peters explained the scrapbook to new members and
encouraged everyone to continue to provide articles and photographs for it. She
noted she would have the scrapbook available at the next meeting.

Commissioner Peters asked if there was any new information on the coastal trail.
Komelis explained the City was looking to the CARA fund as the main source of
financial support but it had been drastically changed and reduced. The issue would be

We are pleased to present this cost Drol2osat to continue [o the permitting phase of the Coastal
Trail Project.
During the various presentations and reviews of the initial reconnaissance phase, very few
negative comments were received. The one concern that nee(is additional assessment is the
seclimentation issue. A more detailecl study of coastal littoral drift and Kenai River
sedimentation contribution to inlet beach formation anct stabilization is in order. This can be
done preceding the permit process and a budget for this work has been included. A dver
survey establishing thalweg elevation wilt also be recluired.
The permit process should start by initial contact with vanous key agencies and officials on an
individual basis to assess any of their concerns. This has proven to be a good way to start the
process and often surfaces issues not initially obvious.
Next would be a permitting pre-a.Dptication meeting w~th the State Coordinating Agency, DGC,
which is also in charge of Coastal Zone Consistency reviews. At that time, new informaUon
including the sedimentation study could be discusse~l and the project outlined and discussed
including concerns previously uncovered. '
The need for an environmental assessment other than that provided by the Corps of
Engineers review should also be established. This determination witl influence the size of the
permitting budget and time requirect to complete the permitting process.
To emphasize the importance of aqency influence on project cost, recent manne project
permitting costs have run from $6,0~0 to over $1,000,000 for projects of size similar to the
Coastal Trail Project.
Because the engineering study to date has been in great detail, the permit application will be
done quickly, including drawings and various completed forms. The draft permit should be
presented at the initial DGC meeting. During the permit review period, some questions will
arise which will require written response and possibly some meetings.
To accomplish all the work required during the permit [~rocess. the following budget was

established for the ideal case. Asterisks marl( areas that could expand subject to agency

PERMITTING PHASE TASKS AND BUDGET
Task 1. Agency and Official Contacts $20,000
PN&D would meet inclividually with permitting agency reviewers anct officials to present the
Coastal Trail Project ariel assess their concerns with it. The tist of parties with interes~ in the
Coastal Trail Project is lengthy, ancl any of these parties could have concems that would
require aclditional ~roiect stuclies and delay the project. These meetings would also provide an
opportunity to present positive features of the project. A proposed list of contacts follows.

Task 2. Kenai Dunes Impact Assessment $15,000
The Kenai Dunes are a natural sancl beach along the nortt~ side of the Kenai River outlet at
Cook Inlet. Dunng preliminary review of the pro¢osed Kenai Coastal Trail proiect, agency
reviewers suggested that the trail might threaten the Kenai Dunes by eliminating the Kenai
River bluff erosion as a material source for rel~tenisnment of the beacl~. This concern can be
addressea early in the permitting process by conaucting a stucly of the sancl "buaget" for the
beacl~. This stucly will draw on previous wor~ pedorme0 as ~art of a 1984 small boat t~amor
study by TAMS, ot~er studies of tong-sl3ore transt3ort in Cook Inlet, and new investigations,
'based on review of aenat photos and calculations. PN&D, working with coastal engineer Dr.
Orson Smith, P.E. of the University of Alaska would prepare a bdef but detailed report to
document the results of the study. The UAA study, to be directed by Dr. Smith, would be
funded througt3 a small grant to the University. Our preliminary examination of the matter is
that the coastal trail will have almost no affect on the Kenai Dunes.
Task 3. River Survey $12,000
An aerial survey performed in 1996 obtained uplands survey data required for the project
permitting and design. Concerns regarding river scour and Kenai Dunes beach nourishment,
however, will require additional river and near shore bathymetry surveys around the mouth of
the Kenai River.
Task 4. Pre-Application Meeting $2,000
After individual contacts have been made with agency'-reviewers, PN&D witl prepare
presentation matenats for and initiate a permitting agency "pre-application meeting" througt3
the Division of Governmental Coorctination (DGC'~. A draft of the permit application would be
presented for comment.
Task 5. Prepare and Submit Permit Applications $3,000
The formal permitting process for the proiect is initiated by submittal of (1) a Corns of
Engineers permit application (for discharge of fill into wetlands, and also for structures in
· navigable waterways), (2) an Alaska Coastal Management Proqram Coastal Project
Questionnaire to the Alaska Department of Governmental Coor0inatior~ and. (3) a fish habitat
permit application to the Alaska Department of Fish and Game. PN&D will prepare permit
al:}plications and submit them on behalf of the City of Kenai.
Task 6. Permitting Coordination
PN&D will provide permitting coordination to address
information and follow througt~ on the permitting process.

Once the permit applications lqave been submitted, the agency reviewers will provide official
comments that must be addressed before project permits can be issued. The scot~e of these
comments will determine what additional studies will be required for the project, and the
associated costs.
Costs noted with an asterisks will depend on agency requirements. The total initial permitting
budget will be $62,000. Since this type of work is highly variable, we suggest proceeding on a
time-and-materials cost basis with a not-to-exceed budget of $62,000 unless authorized
otherwise in writing. For your reference, we have attached letters from the Alaska Del~artment
of Fish and Game and from the U.S. EPA outlining some concerns. If you have any questions,

Kenai Coastal Trail and Erosion Control Project Design Concept Report Review
The Alaska Department of Fish and Game, Habitat ancl Restoration Division, has
r~iewc~i the recently released' Kenai Coastal Trail an~l Erosion Control Proj~t Design
Concept Report prepared for the City of Kenai by their contractor, Peratovich,
Nottingham and Drage, lnc (PN&D). Th~nK you for providing us with a copy of this
document anti the notification of the January 11, 2000 puDtic meeting regarding this
issue.
The Alaska Department of Fish ana Game (ADF&G) provided vert3ai comments at that
public m~fing in the form of questions and issues that ncmd to be addressed by the
City and/or it's consultant pursuant to a proposed Kenai River bluff staDilization and
I~:test.dma trail. The concerns voiced centerlmi on the potential for this project to oause
a~verse effects tb fisheries resources which utilize the mouth anti lower reaches (tidally
iMluenced areas) of the Kenai River. In addition, we am.~pncem~i about ~p. tent!g_l
iai.acts to the unnamed anadromous fish stream (No Name Cree~, Anadm_mou__s.
Stream No. 244-30-10010-2001) which include the potential for this project to..alter
~ll~ess availability for fish at the confluence of this stream and the Kenai River and the
E0tential for changes in the existing sand dunes that provide erosion protection for the
._~.. tlands through which this stream mean~iers.
The Department has also stated concerns regarding the proposed project's potential to
o~use hydraulic changes in the Kenai River that could change the natural b~l Ioaa
transport conditions and deposition rates in the lower river. We are concerned that
~anges to the ex~sting hydraulic conaitions, no matter how large or small, mag result in
the potential for alteration of the bank conditions above or below the mouth of the
Kenai River. Such changes could necessitate further bank erosion protection and
increas~i co,ts attributable to this proiect. These changes could affl~-~t the ex~sting
sewage treatment plant site and sewer outfall conditions. W-e question if 'this' pfoje~
~il'hiter the' currant erosion and deposition rates of long shorn currents in Coot~ Inlet
near the mouth of the Kenai River. Please note that the ADF&G raises these concerns
t~-ause we have alrea~j invested over $100,000.00 in access and dune proteotion
with the City in this ama which could'be adversely affected by alteration of Kenai River
flow resulting from this proposed proi~mt.
We are concerned that the proposea design of the armored deflection dike located at
the upstream end of No-Name Creel( may create a current gym. This could result in
increased erosive forces attacking the bank further up the beach dune area towards the
c=,xisting beac~ accsss road and dip-net fishing tum:-around area. Nso, the
construction of a large rock facect jetty on both sides of the mouth of No-Name Creel(
could re~3uce shoreline fisherman access to the existing aiD-net fishery during certain
tide levets or in total.
The ADF&G unclerstancls that the City's consultant, PN&D, have only estimated the
potential thalweg elevation. This elevation must be thoroughly analyze(:l anti
d~ument~ to avoid the potential for catastrophic failure of the proiect. The de~t~ of
scour, estimated to be -5 feet for this project, is also questionable and warrants more
d~tailed analgsis to establish a scour deCth at which this project should be design~ml to
protect against.
The use of bioengineering to stabilize eroding slopes is an acceptable slope protection
method. However, the species of plants to be used for slope stability must be carefully
considerecl basecl upon the type of soils, the erosion forces ant wort< and the
availability of the seca or plug' plant materials source. We recommen~i the City of
Kenai coordinate this concept with staff at the Plant Materials Center in Palmer wino
have trained staff that can assist in evaluating the feasability of the use of these
techniques and materials at this location.
Additio~al analysis of the biological resources using the project, area is also needed to
ensure the biological productivity of the estuarine habitat is not adversely affected by
the proposed project through physical and chemical alteration of the existing habitat. In
order to address the secondary and cumulative effects that this proposed project may
produce, an environmental impact or assessment document will need to be prepared
for the project.
The ADF&G unclerstancis the City of Kenai's need to address the significant level of
~rosion occurdng along the north side of the mouth of the Kenai River and appmoiates
the City's multiple use perspective for bank stabilization as outlined in this preliminary
~esign Concept Re~orff. We look forward to working v~th the Ci~ in its o~orts to
develop a mutually satisfactory approach to the existing erosion conclition at this
location. Please keep in mina however, that resolution of one problem can result in
significant impacts to o~er resources ariel potentially generate o~er unforeseen
impacts that result in the n~essitg for excansion of the initial proi~t. It is for these
masons II, at ~e above concems anct questions are provided to you for consideration in
~e m~alysis ol the proposed proi~t.

The bottom tine is that them is still a gmat deal of uncertainty. The
dunes am an important element of the estuanne an=l tidal wetlanets
system at the moutl~ of the River. They provide a 13rotective 13amer
between the waves generate=l in Cook Inlet anti the tidal wettancts along
No Name Creek (Richta Creel<), as welt the estuanne t~aDitat in ~e tidal
reactms of No Name Creel<. ariel the tidal wetlancts on the sout~ side of
the Kenai River mouth. These wetlancts are a very nch hal3itaL climct~
arm indirectly, for birds, fish, marine mammals anct offer animals. The
Kenai sewage tma~ent plant an=l houses along the currently non erc,:ling
part of the bluff (like your house) am also 13romct~ by the clune
system. The ~lunes also provide habitat for song t3ird$ anti other
animals. And since dunes are rare along ~ts coast fie hat3itat provided
is all the more important. So, for ecm~i-cat anti diremty financial
reasons, it is important to make sum we unclerstancl the consequences of
eliminating the eroding 10luff as a source of sane for the clune system at
tl~ mouttt of the River.

here. It would also t~elp if this person clid not have a stake in the
outcome.
These questions will have to be actdmssect some time. If there is
federal money that goes into this 13reject then NEPA will come into
play. An ElS may De re(luire~ by the funcling agency, then certainly
these ~luestions will have to 13e answere=l. They will also nee~l to be

I have reviewecl Peratovich, Nottingham, & Drage, Inc.'s, PND's, proposal datea
SeptemDer 28, 2000 along with the att~c~ed letters addmsseO to me from
ADF&G an0 US-EPA. I believe that the work outlinect in this proposal is the next
logical step for this project. It would be an extremely important toot to o~tain
funding for the project.
It would be a goocl idea to actdress some of the concerns that were mentionecl at
the public hearings on this project. Concerns such as:
· Effects to fishery resources acljacent, above, ancl below this proiect.
Impacts the project may have to the anadromous fish stream that crosses
this project.
Hydraulic changes to the Kenai River and river channet.
Consequences of eliminating the sand from the eroding bluff as a source
of river sand:
How will the sand bars and channels change?
Will them be changes to the dune system west of the project?
Will this effect the City's Wastewater Treatment Plant and the
sewer outfatl?

If all regulatory agencies, political offices, environmental organizations, native
organizations, parks ariel others are involveO an{i their pro~tems and concerns
am acldressed, many of the funcling "roaabloct(s" can be diverted.
I was happy to see that Tasks 1-4 garnered the majority of time and effort before
pmpadng and sul~m~ing the permit applications. This gives evergone a chance
to contribute before the permits are submitted and formal rel31ies and time
deaellines are set. A combined effort on the odginat I~erm~t submitteel might help
make this "everyone's project." Thus each agency or groul3 will know how the
pmiect will solve some of their concerns and thus suCport the permits.

Shot has reviewed the issues of costs and has advised that the proposed charges are
generally in line with expecmdons based on recem environmental work projects within

Council is aware that this last season we were adviseci by the senatorial staff of the
Depamnent of the Interior Committee that a necessary, component of our request tbr
funds was to have the U.S. Corps of Engineers in support of it. Unless we do the work
proposed and have the environmental agencies on bOard, or at least have addressed their
concem~, we will not get this support.
If we can ge[ this work done in a timely manner, we will again approach Senator Stevens'
office for the consu'ucdon engineenng funds necessary, to ge~ this proje¢~ designed with
more accurate cost estimates.
At your last meeting you appropriated funds to relocate sewer lines on Mission Street.
The need for this project is well justified to stop the erosion that will commue to be costly
to both the public and private sector. As a coastal trail it will also enhance the tourist
economy as well as recreational facilities available to our own citizens.
The Administration is requesting Council's authorization to negotiate a contract to
implement the proposal of Peratrovich. Nottin~am and Drage, Inc., which will be
brought back to Council for appropriation and award action.

A RESOLUTION OF THE COUNCIL OF THE CITY OF ~NAI, ALASKA, AWARDING A
CONTRACT FOR PROFESSIONAL CONSULTING SERVICES TO PERATROVICH,
NOTTINGHAM & DRAGE, INC. FOR THE ENVIRONMENTAL AND PERMITTING PHASE
OF THE PROJECT ENTITLED THE KENAI COASTAL TRAIL FOR THE LUMP SUM
AMOUNT OF $62,000.
WHEREAS, a proposal dated September 28, 2000, was received from Peratrovich,
Nottingham & Drage, Inc. for this project; and,
WHEREAS, awarding a contract to Peratrovich, Nottingham & Dra§e, Inc. is in the
best interest of the City; and,
WHEREAS, the recommendation from the City Administration is to award the contract
to Peratrovich, Nottingham & Drage, Inc. for the environmental and permitting phase
of the project entitled the Kenai Coastal Trail for the lump sum amount of $62,000.
WHEREAS, sufficient momes were appropriated with Ordinance No. 1888-2000.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI,
ALASKA, that the contract for the environmental and permitting phase of the project
entitled the Kenai Coastal Trail be awarded to Peratrovich, Nottingham & Drage, InC.
for the lump sum amount of $62,000.
