CHAIR TOM THOMPSON, PRESIDING MEETING SUMMARY ITEM 1: CALL TO ORDER 8s ROLL CALL Chair Thompson called the meeting to order at approximately 7:05 p.m. Roll was confirmed as follows: Commissioners present: P. Morin, A. Poynor, R. Peters, G. Foster, T. Thompson Commissioners absent: B. Osborn, R. Canady Others present: Parks 8v Recreation Director R. Frates, Council Member M. Boyle A quorum was present. ITEM 2: AGENDA APPROVAL The agenda was approved as submitted. ITEM 3: APPROVAL OF MEETING SUMMARY -- August 6, 2007. The meeting summary of August 6, 2007 was approved as submitted. ITEM 4: PERSONS SCHEDULED TO BE HEARD -- None ITEM 5: OLD BUSINESS 5-a. Discussion -- New Drift Boat Haul-Out Director Frates reviewed potential parcels near Cunningham Park for a drift boat haul- out and concluded the best choice was the Lofstedt property upstream from Cunningham Park. MOTION: Commissioner Poynor MOVED the City of Kenai administration contact the property owners of Horseshoe End, Tract 1 Subdivision for the purchase and development of a drift boat haul out facility. Commissioner Morin SECONDED the motion. There were no objections. SO ORDERED. ITEM 6: NEW BUSYNESS 6-a. Discussion -- Summer Dock Operations Update Frates noted the 2007 launch/parking revenues were up almost 20% from a previous high in 2005, 20,000 gallons of fuel were sold, and the City Dock crane moved 20,000 pounds of materials. Frates attributed much of the activities to good sockeye returns and the addition of two new ramps. Frates noted the culvert still needed to be addressed. MOTION: Commissioner Morin MOVED to support the City of Kenai in seeking and obtaining funds to replace the culvert on Boat Launch Road and to recommend the culvert replacement be given a high priority by Public Works. Commissioner Poynor SECONDED the motion. There were no objections. SO ORDERED. 6-b. Discussion/Recommendation -- November Harbor Commission Meeting Date Commission suggested meeting with the Parks 8c Recreation Commission and the Kenai Police Department to review the 2007 dip net related activities. MOTION: Commissioner Morin MOVED to request the November Harbor Commission meeting be held on November 13th and to invite the Police and Parks 8v Recreation Commission to attend for the purpose of discussing 2007 dip net related activities. Commissioner Poynor SECONDED the motion. There were no objections. SO ORDERED. ITEM 7: REPORTS 7-a. Director -- No report 7-b. City Council Liaison -- Council Member Boyle suggested the commission may want to look at setting guidelines to attract concessionaires during next season's dip net fishery. ITEM 8: COMMISSIONER COMMENTS/QUESTIONS Peters recommended the Commission meet at 6 p.m. prior to the October 8 meeting in order to take a tour of the bluff erosion area. The Commission supported this and they requested Frates schedule the change. Moxin requested concessionaire special use permit information be included in the next agenda packet. He noted for the health of the river he believed the river should be drift boat only due to effects of hydrocarbons. Peters suggested commissioners keep in mind other potential people to serve on the HARBOR COMMISSION MEETING SEPTEMBER 10, 2007 PAGE 2 Harbor Commission.
