City Hall Council Chambers MINUTES ROLL CALL Task Force Members Present: Jim Arness, Barry Eldridge, Ronald Malston, Kim McCune, Roger Meeks, Planning and Zoning: Paul Hanson Council Representative: Jim Bookey, III Also P~esent.' Loretta Harvey, Admin. Assistant APPROVAL OF A~ENDA Agenda approved as presented. 3. APPROVAL OF MINUTES - October 15, 1992 Approved as presented. 4. NEW BUSINESS Arness reported that he had talked to the Mayor and Charlie Brown, (Acting City Manager), regarding Planning and Zoning's concerns over the Task Force becoming a Commission. It was felt that the Task Force would not have the same powers as a Commission. The Committee would just rule on items in the TSH zone, as an advisory committee. 5. OLD BUSINESS a. TSH Ordinance Arness reported that he had spoken to Cary Graves, City Attorney, regarding the ordinance. Graves had offered to draft an ordinance once the task force established a basic outline. Arness and Meeks had talked to Russ Sacket from the office of History and Archealogy. He said that the City just needed wording in their present ordinance which would cover criteria needed for grants, etc. The Committee could be called anything as long as it met, or attempted to meet the criteria which is- live in Kenai, seven members to include 1 architect or historical architect, 1 archaeologist, 1 historian. Members would serve not less then two year terms, and would meet a minimum of twice a year. The group TSH TASK FORCE Page 2 The group discussed sections of the code, as follows, (changes underlined) · (a) Intent- second paragraph- The goal of the TSH zone is to manage all new construction, demolition and alterations by requiring a building permit. (b) Guidelines: The following guidelines are intended to provide the applicant with an idea of the general criteria the Historic Review Board (Review Board) will employ when reviewing proposals for construction in the TSH zoning district. Under (c) (1) One copy of the application signed by the applicant (3) One copy of a landscaping and site plan complying with the development criteria ofthis chapter and drawn to scale showing the existing structure and all proposed alterations and additions in relation to the site. Provided that no landscaping/site plan shall be required unless the proposed construction exceeds $5,000 in value per story. The group also wished to limit any new buildings to 25,000 SF, and no more than two stories. The Task Force will continue to make suggestions as to code changes then submit them to Graves so he can prepare a new draft ordinance for review. b.
