5. DIRECTOR' S REPORT

This is the fourth year for the "Friday Flicks". These are
a variety of family films shown at the library at 7:30 each
Friday for the entire family. The orders have gone out and
the program will begin the first Friday in January
continuing through mid March. There will be 1 feature film
with 2 or 3 shorts plus a cartoon. There is no charge for
these features.
A note of interest- there are now more than 850 cardholders
for the library.

Chairman Dye reiterated for the Commission the results of
the Council meeting and the request for proposal and

justification. The Commission discussed various design
concepts.
MOT I ON:
Commissioner Castimore moved to consider plan A-l, a 2-story
(full basement with first floor), seconded by Commissioner
Swarner.
MOTION AMENDMENT:
Commissioner Swarner moved to clarify the motion with: 1
story plus basement, seconded by Commissioner Castimore.
VOTE: (AMENDMENT)
Motion failed unanimously
VOTE: (MAIN MOTION)
Motion also failed unanimously
MOT I ON:
Commissioner Smalley moved to propose a split level with
daylight basement of 5,200 sq. ft. up and down for a total
of 10,400 sq. ft., seconded by Commissioner Swarner.
The Commission discussed the Council proposal to leave a
portion of the square footage unfinished. Mrs. DeForest
discussed some of the more technical aspects of the design
wi th the Commission.
VOTE:
Mot ion passed unanimously.
The Commission discussed the second phase - justification.
As a result of the work session, a justification had been
drafted ready for review by the Commission in regular
meeting.
MOTION:
Commissioner Swarner moved, seconded by Commissioner Smalley
to approve the justification for the library expansion and
recommend the justification be sent on to the Planning &
Zoning Commission and Kenai City Council.
VOTE:
Motion passed with Chairman Dye & Commissioners Castimore,
Smalley, & Swarner voting yes, Commissioner Heus abstaining.
