Mr. Gintoli explained that this phase fixes the systems, i.e.,
electrical, mechanical, etc. (Documents handed out at meeting. None
available for file). These systems a~e expected to be a repeat of the
existing systems in the main building, carried into the addition. The
only comment that needs to be addressed is the pa~king phase. It was
discussed at one time that the entrance of the court house t~affic
flow be diverted, however, Keith Kornelis has informed Mr. Gintoli
that there are no funds and no plans to do this project for at least
this yea~. Mr. Gintoli suggested that this be let out as an added
alternate No. ~; to redevelop the entry into the court house parking
and allow an additional 4 parking spaces. (alternate #1 a~ctic foyer,
alternate #2 reroofing existing building) Mr. Gintoli explained that
the public works director at the time the court house was built,
allowed the entrance to the court house on City property in the
speculation that it can be used for access once the library was built.
Vice Chairwoman Castimore noted that one of the biggest problems with
the driveway as it is, is that the library users utilize this as an
exit which is the natural traffic flow and the court house t~affic
uses it as an entrance. M~s. DeForest stated that a former public
works directo~ had attempted to get the court house staff to remedy
the situation to no avail, Mr Gintoli stated that to get the State to
move the driveway would take about 2 years. Councilwoman Monfor
stated that she would check with administration. Mr. Gintoli
explained that the bids should be out to bid about 3uly 2nd, then 2
weeks for negotiating a contract and then the start of work.
Commissioner Smalley asked the cost of alternative #~, Mr. Gintoli
estimated $8 to $10,000. The Commission and Councilwoman Monfo~
discussed the funding fo~ the driveway, agreeing that it probably
should not come out of the library grant, but rather public works in
the form of street improvements.

MOTION:
Commissioner Smalley moved, seconded by Commissioner Swarner
that [be Library Commission recommends that ~o only include thai
alternate as a part of ~hat con~ract process if the Council will not
include it under public works.
MOTION WITHDRAWN:

Commissioner Heus moved that the redoing of the driveway entrance and
parking spaces wouid not be included as part of the funding for the
Iibrary expansion, seconded by Commissioner Swarner.
Commissioner Heus asked what this would do to the zoning laws, i.e.,
there would not be enough parking spaces, esp. if the deveiopment of
the driveway was not approved.
VOTE:
Motion passed unanimously.

5. DIRECTOR'S REPORT

Emily DeForest reported that [he program started this dale and have ~
people. There is a program sponsored by McDonalds whereby if a child
reads a cer[ain number of books they are rewarded wi th hamburgers,
french fries, e~c., depending on ~he number of books read.
b., Summer Film Proqram
The summer Alaskana film program will star~ at 2:00 6 days per week
until Sep[ember 15th. This program is for Kindergar[en [hrough ~rd
grade.

MOTION:
Commissioner Heus moved to recommend the. planned readjustment of the
driveway be expedited by the City, seconded by Swarner.
VOTE:
Motion passed unanimously.

COMMISSION QUESTIONS & COMMENTS
Commissioner Heus asked about the g~ant that had been applied for,
Mrs. DeFores~ stated that we wouId not be notified un~il af[e~ 3uly
15th.

Commissioner Heus asked about the progress of the library at Wildwood.
Mrs. DeForest sta~ed [ha~ Emma McKeown is in charge and is doing fine.
A p~oblem exists because of a lack of a continuous person. The peopIe
~here wili be ~ [o 4 months only un,ii the minimum portion of the
prison therefore Emma is t~aining a person to lake a portion of the
time. Mrs.DeFores[ has appIied for a gran~ for a person 8 hours a
week fo~ ~he prison to main[ain a continuous supervision. The prison
has received from a charitable agency in Seattle, 20 boxes of brand
new books and an[icipates receiving more [his year. The~e is one man
thai is good with a typewriter and Emma has put to work heIping [o
~ype catalogues, etc.
