ROLL CALL Present: Commissioners Swarner, Heus, Reynolds, Smalley, Turner Excused: Commissioner Quesnel Unexcused: Commissioner Carson 2. APPROVAL OF THE AGENDA The agenda was approved. 3. PERSONS PRESENT SCHEDULED TO BE HEARD Jeanette Neal 4. APPROVAL OF THE MINUTES of April 8, 1986 Minutes of April 8, 1986, approved with correction. Corrections were noted and sent to the secretary for revision. 5. DIRECTOR' S REPORT Emily is at a work session. The legal clause to retrieve books was added to the budget. The amount allotted for cleaning was upgraded, because the cost is more. No additions are listed in the comprehensive plan for the library. There will be one more work session before the final draft. 6. OLD BUSINESS a. Addition update The magazine shelves are in; please try them to see how they work. There is still some furniture not here. The new carpeting and the painting are done. Shelving is still being put back on the walls. The balance in the building fund is approximately $100,000.00. b. Dedication of the addition The dedication was smooth and fun. There were a number of people present. Five hundred dollars was received as a donation from Tesoro for Friends of the Library, as well as another donation of $100.00 from another patron. c. Volunteer appreciation week Eighteen volunteers were taken to the chamber luncheon. d. Librarian grade increase The position classification study is proceeding. Emily has 3/4 of her study done. Budget 1986/87 Commissioner Swarner is not sure when the budget is to be intro- duced to the city council. Three per cent of the increase in the budget is basically non-controllable (electricity, cleaning, heating, telephone, etc.). The library may need to ask for a larger budget for the purchase of books; $10,000.00 is too low. Commissioner Smalley moved that Commissioner Swarner request more money for the book budget for this fiscal year; Heus seconded; motion passed 4 - 1. There was a discussion on keeping the library open on Sunday. Commissioner Reynolds motioned a study be done by the finance director as to how much it would cost to keep the library open for five hours on Sunday; Heus seconded; motion passed unanimously. b. Summer Programs Summer movies start tomorrow. Story hour will be in the morning of Thursday for the primary grades. Jeanette Neal reported on the summer reading program: It will run from June 9 to July il; the drawing will be on July 18. The theme is the Statue of Liberty. For each ten books read, the children will get a candle. The hope is to get 100 candles for the Statue. Susan Smalley will go to the newspapers for publicity on this and other summer programs. 8. COMMISSION COMMENTS AND QUESTIONS a. Members not attending the meetings It is hard to make quorums when some of our members do not attend. Commissioner Swarner has asked the mayor to check into this, and he is dragging his heels. There seems to be a deficit in conscience development. b. Future Commission meetings Commissioner Smalley motioned we meet the first Tuesday of the month beginning in June; Heus seconded; motion passed unanimously. The July '86 meeting was canceled by commission agreement. Commissioner Swarner was commended for the work she has done on the library commission.
