2. APPROVAL OF AGENDA
Kayo McGillivray asked that item 5-g, Summer Hours and 5-h, Backstops
be added. Commissioner Bryson asked that 7-b be added, Landscaping
Agenda approved with the additions

4. DIRECTOR'S REPORT

a. Little League Ballfield
The official opening of the season is Saturday. There are two problems
with the fields, one is the old wooden bleachers which are fast becoming
dangerous and probably should be replaced or repaired and the second
problem is the grandstand being in sad need of repair also. Last
Saturday a child was walking on the bleachers to get down and fell
through a rotten board. Fortunately the child was not hurt, however
it brought to light the fact that the bleachers have reached a point
where.they cannot be repaired. There is enough money in the parks
improvement funds to replace the bleachers with a. metal structure
that would need far less maintenance. The second problem was discussed
as to whether to clear the whole grandstand area out or attempt to
repair it before someone gets hurt there also.
MOTION:
Commission Siebert moved to recommend that Kayo McGillivray request
the City Council to approve removing the bleachers and salvaging the
grandstand (press box) from the little league field and if possible
purchase 2 sets or whatever is price compatible, of metal bleachers,
seconded by Commission Siekawitch.

e Update on Gym
Completion is hoped to be in August depending upon the flooring, when
it arrives and after it does arrive 49
it will need to dry out for about
2 weeks. Kayo suggested closing the entire center down for the 2 weeks
mentioned above when all repairs and maintenance to other parts of
the center will be done.
f. Concession Stands
The cost of the repairs to the concession stands will come out very
close to the estimate. The cost includes the labor paid to a helper
of Mr. Ifsta's who was paid at a lower rate.
g. Summer Hours for Center
Kayo discussed with the Commission the options available for running
the upstairs and downstairs portion of the Center. At the present
time Kayo has only part time help who can, if there is no business,
shut down the rec.. center and reopen at hours when participation is
highest, also, Kayo suggested closing the center on Sundays unless
there is a request to stay open. This will help with the budget and
scheduling. Kayo asked for the concens.u.s of the Commission, the
Commission agreed unanimously.
h. Backstops
The wire backstops. at three ballfields has come apart and will get worse
this year with heavy use. It was suggested that to repair it, a pipe
be -run along the center and the loose wire welded to it. It would
take about 180' of 17/81' pipe and will run about $2,092 where new
backstops would cost between $5 - $6,0000
MOTION:
Commissioner Siebert moved to have the repairs made to the backstops,
seconded by Commissioner Smalley
Motion passed unanimously
6. OLD BUSINESS
a. Budget
Kayo read through the budget before and after the review by the City
Manager and the Council, also the portion pertaining to the Beautification
Committee. The major cut was the money alloted to the use of the rink
in Soldotna, however what the Council suggested was to have a representative

The amount remaining and the intent of use of the Parks Improvment
funds was discussed. The need is certainly apparent for the bleachers
as the attendance is high_enough to warrant it, and once the metal
bleachers are in if approved, the attendance will probably raise.
The Commission discussed longer and larger bleachers and perhaps
more than just the two sections depending upon price. Kayo will be
getting some prices and will get those back to the Commission and
Council.
VOTE:
Motion passed with unanimous roll call vote.
b. Brochures
Kayo handed out the brochures that had been printed up and will be
used for public information for some time to come.
C. Racquetball Court
The City Council has approved the reflooring of both courts. Last
week a representative of the contractor, Home Courts, came to look at
the floor. One of his recommendations was to take out only the
damaged portion of the floor and replace that and put filler in the
cracks. The contractor, Tom Blazy and Kayo all agreed that it would
be.only a temporary solution and it would be cheaper in the long run
to replace the entire floor. The attorney is trying to work out a
cash settlement with the parties. The time for doing this has been
set at some time this summer with about 2 weeks for shutting down
both courts.
Along with the racquetball courts is the hot tubs which are moving
along. The tiles are being laid on the walls and will be on the f loor
next week. Kayo is considering closing the entire downstairs area
for the 2 weeks when the courts will be closed to get all needed
construction and repairs done.
d . Conference
The Alaska contingency worked hard. The National convention will be
in. Anchorage next year and already plans are being drawn for about_
of 400 registrants. Kayo brought Kenai T-shirts, his own. salmon and
the brochures, Nome brought muktuk, another city brought dried fish
and all the cities combined to have a table with refreshments and
these Alaska treats. The conference was hoping to attract parks
and recreation commissioners so Kayo asked that the Kenai commission
consider attending next year. It will be at the Westward Hilton.

of Rink Inc appear before the Council and request the money which
would come from an entirely different fund than the one set aside
for parks and recreation.
b. Beautification Committee
The minutes of the last meeting were available for review and to bring
the Commission up to date on the progress. Kayo McGillivray and
Richard Hultberg added their comments and praise. The question. came
up about the signs on the beach. Commissioner Bryson. stated that she
had been down.on the beach and the vehicles, including the big 4-wheel
drive pickups were a hazard to people on the beach with small children
and with no signs, keeping the vehicles out of that area designated
by City code cannot be enforced.
MOTION:
Commissioner Bryson moved,. seconded by Commission Seikawitch, to place
this motion before.the'City Council for consideration: that the Parks
& Recreation has a concern for the public safety on the beach and to
go along with this concern, request signs be placed as designated
by City code as soon as possible. (13.30.080)
Motion passed by unanimous roll call vote
7. NEW BUSINESS
a. Tax Foreclosed Lands
The Commission reviewed each .section individually and decided that they
would view the two lots that looked like there might.be a possible
use, Tract A in Woodland.and 2 of lot 34 along 4th Avenue.
b . Landscaping
The Commission discussed the new subdivision on the corner of.Spur
Highway and Beaver Loop Rd. in depth with an eye to future development.
Several comments were made which included "mowing down Kenai" and
general comments from the public that they had received, specifically
involving the Spur Subdivision,
MOTION:
Commissioner Hultberg moved, seconded by Commission Siebert to recomment
to the City Council "The Parks & Recreation Commission is concerned
that the new construction is eliminating all. landscaping and would
recommend to the Council that they consider in future lease agreements

that the lessee retain some form of natural vegetation and trees
or a stipulation that they will do some sort of landscaping to not
only make the lot look better but to keep down blowing dirt and trash.
Motion passed by unanimous roll call vote.

There being no further business, the.meeting was adjourned at 9:10 p.m
with the Commissioners present to view the concession stands and the
two parcels of foreclosed lands.
