Present: Richard Hultberg, Eileen Bryson, Jim Hanson, Roger
Siebert, and KCHS Representative Mike Thomas
Absent: Marvin Siekawitch, excused
The Commission welcomes the new member, Student Repre-
sentative, Mike Thomas.
2. APPROVAL OF AGENDA
Add several items under Director's Report.
3. PERSONS SCHEDULED TO BE HEARD

4. APPROVAL OF MINUTES of October 10, 1983

5. DIRECTOR'S REPORT
a. _Result of Survey
A survey had been sent out to both junior and senior high
schools from the Teen Center Supervisors, LuAnn Raisbeck and
Linda Stafford which basically asked what the students most
wanted. Kayo McGillivray gave the Commission a copy of the
tabulations of that survey. Basically, the most popular
items were dances, movie nights and holiday parties.
The Commission again discussed the behavior of those
students attending dances at the Teen Center. Richard
Hultberg as Vice Principal of Kenai Central High School and
as Chairman and Kayo McGillivray will be getting together to
work on the contract between the City and the students to

ensure proper procedures are followed, close chaperoning,
and enforcement of rules at Teen Center dances. Chairman
Hultberg will be getting the High School's rules of
procedure for chaperones to Mr. McGillivray.
A comment from Mike Lambert, sales representative for
athletic equipment in Seattle: Mr. Lambert feels the complex
in Kenai is one of the most extensive, well planned facility
of its kind for the population base he has encountered.
Hats off to Kenai.
b. Bids for Pickup and Weight Equipment
The bid opening for the 1/2 ton pickup will be November 10,
1983. Four packets have gone out to potential bidders. The
Council will probably award the bid at their meeting of November
16th.
The bid opening for the exercise and weight equipment will
be November 15, 1983. Five packets have gone out to
potential bidders for this item. Awarding of the bids will
probably take place at the November 30th Council meeting.
Mr. McGillivray presented the catalogues to the Commission
for review.
c. JV Basketball Tournament
The JV basketball tournament will begin Thursday in the new
gym. It will be the first tournament to be played in the
new gym.
d . Pepsi Hot Shot
The Pepsi Hot Shot competition will begin November 12th.
The state competition will be in Anchorage November 19th.
Pepsi will not be paying the transportation costs from Kenai
to Anchorage.

e. State Parks & Recreation Board Conference
Mr. McGillivray attended the State Parks & Recreation Board
Conference in Anchorage last week. The State will be
hosting the .regional conference this year in Anchorage and
the Board met in a two-day workshop to begin preparations
for for the conference. Mr. McGillivray has been asked to
serve as president of the State Board and since this will
involve some travel, he will be looking to the Commission
for support,
f . New Equipment for Parks & Recreation Dept.
The new Kabota tractor has arrived. The tractor has a cab
complete with such equipment as windshield wipers and has an
attachment for snow blowing. The Parks & Recreation crew
will begin some snow shovelling around the City, especially
at City Hall, etc. , in the next day or two.
go Junior and Senior High Dance Coming Up
i The next dates for dances will be November 11th & 18th. The
students have been requesting a stereo system and Mr.
McGillivray has been in conferences with the Finance
Director and it may be worked out that a stereo system can
be purchased,
h. City League Basketball
The first organizational meeting for city league basketball
will be the first of next week. Mr. McGillivray has been in
contact with several person who are interested in setting up
teams with members who are 35 years of age and over. There
will be more teams this year than last. The junior high gym
will again be used. Volleyball is going in the new gym one
night per week, and an exercise class, so the new gym is
busy.

6. NEW BUSINESS
a. Item for Consideration from Planning & Zoning
Commission: Request to Purchase Portion of Gov't Lot 11
Section 31 , T6N9 R1 1 W, S.M. - Jack Sipperly
This item was sent out in packets for review. The
Commission discussed the location and procedures for
obtaining property for private ownership and the sale.
NOTE: Commissioner Bryson entered the meeting
The Commissioner further discussed the proximity of the
parks already in the area and plans for parks in the
Woodland area. Commissioner Bryson pointed out that at one
time a ski trail ran along the edge of the gully in question
but that a builder had been granted permission from the City
to build a home at the property edge where the path had run.
Commissioner Bryson stated that she would like to see some
part of government lot 11 .retained for a ski trail.
MOTION:
Commissioner Hanson moved to recommend approval of that
property for sale for .residential development, seconded by
Commissioner Siebert .
VOTE:
Motion passed with Chairman Hultberg, Commissioners Hanson,
Siebert, and Thomas voting yes; Commissioner Bryson voting
no.
Commissioner Bryson asked if it would be appropriate for the
Commission to recommend which portion of the land be made
available for developable property, it was agreed that it
would not be at this point .
7. OLD BUSINESS
a. Weight Equipment

b. Accoustical Material for Gym
A meeting was held between the city manager, Kayo
McGillivray and architect Carmen Gintoli with Mr. Gintoli
recommending that an accoustical engineer be contacted to
make a recommendation. One such expert has been located and
has agreed to come to Kenai to look over the gym and make a
.recommendation. He will be coming from Seattle and has
agreed to make the trip for under $1 , 000 . There is no set
date or time of arrival as yet.
c . Master Plan for Parks
This is a recurring item until completion. Kayo McGillivray
informed the Commission that he will be getting together
some ideas and maps.

9. ADJOURNMENT

There being no further business, Commissioner Thomas moved
for adjournment. The next meeting will be Tuesday, December 6,
1983.
