1. ROLL CALL

The Commission welcomed new Commissioner Art McComsey
2. APPROVAL OF AGENDA
Mr. McGillivray asked to add Mr. VanBuskirk, he will be
added under 3-a.

3. PERSONS SCHEDULED TO BE HEARD
a. Carl VanBuskirk - Ski Trails
Carl VanBuskirk is from Soldotna High School and is
currently working with Mr. McGillivray on a project for the
City of Kenai which is the formation of a ski trail. Carl
presented the Commission with an arial map of the area in
question which begins at the end of the Oiler's field, makes
a loop and returns to the Oiler's park. The loop takes in
no private property, covers mostly city property and some
state owned lands. Correspondence has been conducted
between the land manager and the state and at this point,
verbal approval has been granted for the use of the state
lands for the ski trail. The Kenai Rotary Club has
volunteered time and materials to the construction of the
trail (clearing brush for 1/4 mile of the trail). The next
step will be to check into Corps of Engineer approval and
perhaps a permit if deemed necessary as a great part of the
lower loop of the trail goes through wetlands which are
frozen over in winter and makes the entire loop accessible.
Mr. McGillivray will be in contact with the Corps and apply
for permits if deemed necessary.
MOTION:
Commissioner McComsey moved to recommend to the Kenai City
Council, approval for the ski trail and the work being
conducted by Mr. VanBuskirk, seconded by Commissioner
Seikawitch.

4. APPROVAL OF MINUTES OF November 1, 1983
Mr. McGillivray noted that on page 3 reference was made to a
Kabota tractor. The comments should be about a Kabota cab.
Minutes were approved with the correction.
5. DIRECTOR'S REPORT
a. Pepsi Hot Shot Games
There were 16 entries from Kenai with 10 actually appearing
and participating. A Kenai Central High Senior, Sherry
Doyle won Kenai competition and went on to win the Anchorage
competition. Sherry will be going to Seattle for the next
stage of competition with Pepsi paying her way.
b. Junior Miss Pageant
I The girls competing for the Junior Miss pageant used the
Kenai gym for exercising during the competition. The girls
wrote thank you notes that will be passed on to Council.
c. City League Basketball
There are 20 teams lined up. The games have begun.
d. Funds for New Gvm
After many ch,,anges during the construction of the gym, there
is approximately $22,000 left in Lands Acquisition funds.
Mr. McGillivrayb recommendation is to use that money to
purchase the accoustics discussed earlier.
e. Budget
Mr. McGillivray laid out figures for the Commission which
included salaries, income, and expenses so far this fiscal
year. It was pointed out that there will be some deficits
in that the worst part of the cold season is still to come.
No action necessary, information for the Commission, and
budget sessions will begin soon as the budgets are to be in
to the finance director in February.

f . Stereo System
A stereo system was purchased with the proceeds from
dances. A second set of speakers will be purchased with
proceeds from the next two dances which will render the
existing system usable for both everyday and dances.
6. NEW BUSINESS
a. Report from Carmen Gintoli on Gym Accoustics
A written report was handed out to the Commission by Mr.
McGillivray. A copy will be obtained for the packet. There
were two recommendations, one to cover sides walls to the
end wall and the other to cover the ceiling with foam
panels, glued, covering 500 of the walls. An approximate
figure for all costs is $39,000. The Commission felt that
perhaps the person submitting the recommendation could be
approached by Mr. McGillivray with a request for a cost
estimate on installation of half the needed accoustics with
the rest being installed at a later date. This would
} accomplish two things, 1) keep costs affordable at this time
and get some type of accoustics into the gym, and Z) the
Commission and users of the gym would be able to determine a
acceptable sound ratio. Mr. McGillivray will contact the
person and make a report back to the Commission.
b. Ski Trail
Taken care of under item 3-a
c. Kenai Peninsula Recreation Brochure
A letter had been received by Mr. McGillivray from the State
which had drawn up a recreational brochure. The request was
for input/corrections/recommendations from the City of Kenai
as well as $1,000 to cover costs from both the municipality
and the local chamber of commerce. The Commission looked
over the brochure and the concensus of the Commission was
that the City could not send the $1,000 and further that the
City was not in a position to promote a campaign for summer
campers and sport fishermen.
d. Kenai Kardinal Korner
Linda Stafford is a staff member for the Teen Center. Linda
and some of the staff have put together a calendar of events
for the Teen Center. These are to be distributed around

town and available at the Teen Center and the junior and
senior high schools. The Clarion has informed the girls
that they will not print the calendar.
e. Chemical People
Mr. McGillivray wished to inform the Commission and will
inform the Council that he has been approached by two women
from the Chemical People group who -are asking that the Teen
Center stay open during hours which appear to be peak
trouble areas for kids as well as holidays especially New
Years. Mr. McGillivray has explained that due to staffing
and budgeting problems the Center can not be open during
those hours. The Commission concurred with Mr. McGillivray.
f. Discussion: Joint Work Session with Planning & Zoning
The Commission reviewed the memo and the material on Section
36. Councilwoman Bailie stated that the Commission needs to
take a long range look at the needs and the existing parks
system. The Commission agreed that with the land size and
population of Kenai, there appears to be a glut of parks
scattered over a large areas creating a headache for the
summer crews who must maintain the parks. Also, there are
some very big subdivisions going in which will entail large
numbers of children needing space to play. The Commission
will further discuss this item at a later date.
7. OLD BUSINESS
a. Rec Center Rates
A letter from Mayor Wagoner to Councilwoman Bailie was
reviewed by the Commission. The decision of the Commission
was to further consider the items contained in the letter
and discuss those items at the next meeting.
NOTE: Chairman Hultberg left the meeting.
8. COMMISSION QUESTIONS & COMMENTS
Councilwoman Bailie asked the status of the nails that had
been observed sticking out of the walls in the racquetball
court. Mr. McGillivray stated that Tom Blazy had returned
to the court but since Mr. McGillivray was not present when
Mr. Blazy came back, was unsure of what he actually did.

There being no further business, the meeting was adjourned.
