ROLL CALL Present- Richard Hultberg,Ron Hansen, Cliff Massie,Dale Sandahl,Roger Siberg, Kayo.McGillivray, Council Representative Art McComsey. 2. APPROVAL OF AGENDA Agenda was approved as read . Date change to March 28, 1989. 3. APPROVAL OF MINUTES Minutes were approved as read. 4. PERSONS PRESENT SCHEDULED TO BE HEARD A. Unity Bike Trail Representative. No person attended to speak on behalf of this. 5. DIRECTORS REPORT Kayo' McGillivray went over a number of things which follow. Burger and Brew won the league championship. While attending the Beautification Meeting he was asked if the Lawton area could be cleaned. This will be looked into and reported on later. Prison persons at Wildwood are making numbers 'for signs to be used on the BiCentennial sign. They may also do some clean up work along the· highways and parks. Mr. McGillivray will report on this at a later date. Purchase order is in for a new and safer mower from Craig Taylor Equipment. It will be in use this summer of 1989 and will definitely help in doing a better job. 6. OLD BUSINESS a. Budget At the first session of the budget meeting a cut was made however some vans have been purchased ~ storage ~ay be available for the Parks and Recreation equipment. b. Status of Little League Complex on Spur Rd. Since the~ Little League is not able to come up with any type of funding this may have to be put off until another time. 7. NEW BUSINESS a. Commission members a~'e planning to attend' this meeting May 20-24. A list of speakers was read through and those members attending will try and bring back as much information beneficial to the city program. Report will follow on this after the Meeting May 20-24. b. Boy Scout Building Location Director McGillivray said the Boy Scouts are looking to build their own building and are looking to poSsibly build it on city property. They expressed to him their difficulty in finding a place to meet so ar,.e exploring different ideas. He will report to---"the Parks and Rec Commission on any· ideas they may have. c. Welcome to Kenai Sign. Kayo reported-the Beautification Committee was concerned that the back of the Welcome~ to Kenai Sign was plain and was looking for some suggestions on how to improve it. d. NominatiOns for Awards-ARPA Mr. McGillivray said that he had made two recommendations for awards on two people at the ARPA Conference. He will report back to the Parks and Rec Commission after the May 20-24 meeting. e. Bookey Excavating-Request to Lease Land. Bookey has made a formal request to lease land from the City of Kenai for his RV Park. The Parks and Recreation Commission f~.eels he must abid by the rules and regulations set for by the City of Kenai. A motion was made by Roger Hansen that the Parks and Recreation Commission not'make any recommendation to the City of Kenai until they have had more time to look at what was wanted. Motion was seconded by Dale Sandahl. This will be tabled until this commission has had the opportunity to obtain more information, 8. COMMISSION QUESTIONS AND CO~4ENTS Ron Hansen asked if perhaps the city park could be cleaned this spring? Kayo said this was planned.. It was also asked if there were any plans to repair the Bike Trail and Kayo said the land was owned by the State of Alaska and he will contact them about upkeep. Richard Hultberg asked if something could be~done about the smoking outside the Kenai Rec Center and this will be looked into and reported on at a later meeting. Meeting adjourned at 8-15 p.m. N. G.
