Chambers Chairman, Richard Hu!tberg The meeting was. cal led to order 'by chairman HUltberg at 7:0.5 p.m. Commissioners present were: Hultberg, Car'lson, Massie, Sandahl, and Seibert. Also present were 'Ad Hoc Member O' Rei 11 y and Parks Director McOi I I ivray. 2. APPROVAL.~_.OF. AOEN. .D.:A~-.. The agenda was approved a~ter adding Plantings in Memorial 'Park under New Business. 3. APPROVAL .OF ..THE .... MINUTES ...O.F._MAY .....8., 1'990: .....Conenissioner Massie moved to approve t'he mi. nutes and they were approved 'by unanimous consent. '4. D.IRECTOR.~_S REPORT a... Summer Rec Program: Parent's reaction and response was good ~or the 8-week summer program in which 200 were enrol led. Director Mc~illivray gave each Commissioner a report o~ 'the 1990 Parks Department accomplishments. b. ARCO Jesse Owens Oames: Director McGillivray handed out CertiEicates oE Appreciation to those who helped in the ARCO Jesse Owens ~ames. This year's games were held at the new Nikiski School and went very well. There had been a suggestion to move the games to various surrounding ¢omm~ities each year, but D~rector Mc~illivray r. ecommended that they remain in Kenai since the games utilize the Kenai Rec staE~. c. Summer BeautiE[cation: The Kenai Beauti [ication Committee minutes were attached to the agenda Eor the CommissiOners t'o read. There was a small problem with dry weather in July and many sprinklers and garden hoses had to Be purchased which weren't needed in previous years. Due to the Eading and wind damage last year and expense o~ new ones, the banner idea has been dropped at this time. IE banners are desired for the Bi-Centennial then i."t was [el t the Bi-Centennial Committee should make out the order. Director' Mc~il'livray got a quote oE $1,500 ~or cement work for tlhree ~lag poles and a sidewalk to go in the triangular area near the airport. KENAI PARKS AND RECREATION COMMISSION September 18, .1990 Page -,2- d. Storage Building: The materials for the storage building have arrived and the prison work crew will begin work on it. BY using prison crews, there will be virtually no expense to the City ~or i. ts assemblF. e. ARPA Meeting: Director Mc(~illivray will attend the &lask& Recreation and Park Association meeting in Fairbanks on Sept. 19-$0. He will al so meet wi th the Vice-Chancellor o~ the University to diseuss getting a Parks & Recreation Program i.nto'.the university system. NRPA .Meeting: The National Recreation. and :Parks Association Will hold its. AnnUal Congress .~n Phoenix, AZ, and Director McO~llivray will attend October 10-15. g. Picnic Shelter and Tables: The. construction o~i the shelter has started at the softball ~ield.. !t will not be completely enclosed, both ends wil I Be blocked and 'ther® will be cooking grills in each corner o~. the -structure, and the shelter should house six to eigh~ tables. a. 'Budget pUrchases: Council has taken the mower and ~other equipment requests out o~ the budget and put t'h®m on a $300,000 equipment ~und list. At this point, there has been no work session on how the ~und is to be spent, b. Sidewalks: The pouring of ~ditional sidewalks at the Memorial Park will be. put on a Spring agenda. 6. NEW BUSINESS a. Meeting Day: There was discussion regarding, changing the Commission's meeting date. Mondays were not good with. most o~ the Commissioners and Director Mc~illivray will check on the second Tuesday and get back to the ¢oeanissi. o.n. b, Rec Center 10th Anniversary: An open house is being planned on September 28 and 29 to celebrate the tenth anniversary o~ the Teen Center and Rec Center, The Center's staE~ is working on the plans and there will be a dance [or the teens. Director McOillivray will be contacting the Comm~.ssioners regarding how they can help w~th the celebration. KENAI PARKS AND RECREATION COMMISSION September 18, 1990 Page -3- c. Seven caravans ranging from 25 units to 55 units stayed at the old FAA field and response from caravan participants was very favorable. d. Plantings within .the Hemorial Park: There are some" People who-would like ~o plant a tree or shrub in the park but they don't necessarily want a placque. The City w£11 still have co.ntrol of what will be planted and individuals will not be doing the planting but will~ contract a professional landscaper. ACTION TAKEN: COMMISSIONER SANDAL MADE A MOTION TO HAVE SOME TYPE OF PLAN OR LAYOUT DRAWN' UP DESIONATINO WHERE TREES AND SHRUBS 'COULD BE PLANTED AND'RECOMMENDED THIS OO THROUOH THE BEAUTIFICATION COMMITTEE. MOTION SECONDED BY COMMISSlONER MASSlE. MOTION CARRIED BY UNANIMOUS VOTE. CORRESPONDENCE ? A letter was received from Dr. Peter Hansen commending the department with the improvements made to city land this summer. The Commissioners appre¢iate~ the new agenda packets, that went out this month.
