KENAI PARK'S AND RECREATION COMMISSION

The meeting was called to order by Parks Director McOillivray
at 7:05 p.m. Commissioners present were: Carlson, Massie,
Seibert, and Boedeker. Also present was Kei. th Kornelis from
the City o~ Kenai. ' ·
2. APPROVAL...OF A(~ENDA_:~_
Hearing no objection, the agenda stood approved.
3. PERSON SCHEDULED TO ..BK.. HEAR. D :.
Mr. Kornelis addressed the Commission regarding the proposed
new park to go in on the Daubenspeck property on the bluff.
Mr. Kornelis stated he made a presentation last Friday to the
Governor's Outdoor Recreation Advisory Committee for a grant
appli.cation. Lt. Gov. Coghil! made a surprise announcement
at the Nikiski Chamber of Commerce.-meeting that the grant
had been accepted in the amount of $88,000. The City of
Kenai will match the grant totalling $166,000 for construction
of the park. Mr. Kornelis appears enthusiastic that the
park will be completed this summer.

There were no ..objections to the minutes, so they stood
approved as written.
5. D! RECTOR' S.. REPORT,,:,
a. Basketball-City League. The league finished this past
week with two teams tying first place with a 12-1
record. The new items put in the rules this year
regarding technical fouls made a difference this season
and problems were minimal.
b. Tournament. The Bi-Centennial Committee doesn't have
the money to put on the tournament so Parks & Rec will
probably handle. The tourney is scheduled ~or April 6
and 7, 1991. To date one or two teams will be coming ~rom
Seward, one team from Anchorage, and there are about
four local teams that will be involved. The games
will be at the high school gym and at the Rec Center.
The high school may charge a custodial fee for use of the

facility, but Mr. M¢Oillivray will be talking to the
principal to see if that could be rescinded. Trophies
have already been ordered at a good price. Mr.
McOillivray will be calling on Commissioners for some
assistance during the tournament.
c. Small Town Institute. The City Manager has given the
okay ~or Mr.''~ Mc~illivray to attend 't'he conference in
Nevada and he will leave April 10 to attend.
d. The Mayor asked to get prices for 12 additional lockers
each ~or the men's and women's side. Pri. ces have come
in at $2,250 for the standard locker to $4,000 ~or the
heavy duty vented lockers. The Center could get this
money recouped with locker fees. The current rented
lockers are al ways Eull and it appears the additional
ones would be also.
6. OLD, BUS!NES...$ .:
a. Budget. The City Manager was pleased with the budget
~ that was turned in and changed it very little.
The only things cut were to machinery/equipment or
improvements. Basically the City took all the repair
and maintenance budgets for all o~ the buildings
and transEerring it to one budget under Howard Hackney.
As ~ar as the mower goes, when the Daubenspecks donated
the blu~ land a stipulation was placed that any
royalties from that property would' go to Parks &
Recreation. The City Manager said he was going to
recommend that "-the mower and' equipment be purchased
with the royalties that have come in which amount to about
$90,000. It will have to go out for competition bid
soon in order to have it for the summer season.
7. NEW_ BUSINESS:
a. Carpet. The carpet can be purchased this spring with
this year's budget. Mr. Mc(~illivray wants to get a
good grade indoor/outdoor carpet with a good pad under
it to help the carpet last longer.
b. Equipment ' Rec Center and Parks. This item was
discussed under Old Business, a) Budget.

Arco is putting out a kit that pertains to the Arco Jessie
Owens Games to be passed out to the community schools to aid
teachers in sparking interest and involvement in the games.
