December 10, 1991 City Hall Chambers Chairman, Ri chard Hultberg 1. ROLL CALL: The meeting was called to order by Chairman Hultberg at 7:.05 p.m. Commissioners present were' Hultberg, Carlson, Gilford, Massie, Seibert, and Student Rep Swarner. Absent was Sandahl. It was decided the program e successful if it started after the first of e passed out a draft brochure explaining the lined out rules and regulations. Issues, and joint responsibilities were discussed. The s' program would target children from Kenai, dotna, and Sterling. The Commission welcomed the efforts o~ the Boys' & Girls' Club to initiate a youth basketball program and decided not to go forth with a City program that might conflict with the Club's. Many Commissioners volunteered their services to assists, in recruiting, coaching, refereeing, and wholeheartedly supported the e~ort. · APPROVAL OF MINUTES; Hearing no objections to the October minutes, they stood approved as written. KENA! PARKS & RECREAT ION COMMI SS ION December 10- 19'91 - 2 - 5. DIRECTOR' $ REPORT: a. The Men's Basketball began in November with 14 teams. some games are being played at Wildwood wi th two teams from prison. There will be no league play during~ the holidays. b The Walter Bate's lawsuit involving an incident at Cunningham Park was settled out of court. c. Bob Frates is the new Teen Director replacing Bill. d. The Commissioners reviewed the gym schedule noting it stays very busy. e. A letter was received ~rom Unocal requesting punch cards for use by their personnel. To date 34 punch cards have been purchased and they will be billed quarterly. The Coast Guard also have a similar program. As more requests of this type increase, a load will be put on the evening hours. The Center may need to look at transforming the third racquetball court off the gym into another weight/exercise room since the racquetball court requests are declining. This, o~ course, will need to be looked at closer when working on the budget requests. Beautification Committee 'has talked about purchasing new Christmas decorations and more banners. All of this has been put o~f until budget time. Some transformers on the Christmas decorations have burned up because they were too small to. handle the load and will need to be replaced. 6. OLD ~BUSINESS: a. Youth Basketball - A1 ready covered under Item 3. b. LWCF Projects & Requests. Correspondence between the City and the AK State Division o~ Parks and Outdoor Recreation concerning the LWCF Program was discussed regarding the As-Built requests and the FAA Fi eld. KENAI PARKS & December 10, RECREATI ON COMM! SS I ON 1991 7. NEW BUSINESS' a m McGillivray passed out a packet regarding various playground equipment needs and/or replacements. A~ter discussion, a Parks Review workshop was set ~or Tuesday, January 7, to evaluate and prioritize each park's needs. b · Gilford asked about cross-country ski trails. Some people have been utilizing the gol~ course. 7 . CORRESPONDENCE' None. 8. ADJOURNMENT' Gilford moved to adjourn the meeting so Clifford dinner.
