MEETING SUMMARY
ITEM 1: CALL TO ORDER 8~ ROLL CALL
Vice Cha.ir Sandahl called the meeting to order at approximately 7:00 p.m. Roll was
confirmed as follows:
Commissioners Present: Dale Sandahl, Mike Baxter, Teresa Werner-Quade, Kelly
Gifford (arrived late), and Kendra Steiner
Commissioners Absent: Dick Hultberg and Jack Castimore
Others Present: Parks 8~ Recreation Director Bob Frates, Council Member
Pat Porter, and City Attorney Cary Graves
ITEM 2: AGENDA APPROVAL
The agenda was approved with the addition of Multipurpose Facility Advertising
Agreement as New Business, Item 6-a.
ITEM 3: APPROVAL OF MINUTES -- July 3, 2003
There were no additions or corrections to the minutes and were approved as presented.
ITEM 4: PERSONS SCHEDULED TO BE HEARD
4-a. Citp Attoruey Cary Graves -- Commission and Committee Powers
Graves reviewed his memorandum included in the packet and noted the council
appreciates the commission/committee function and feel an important role is played
and value the input. In the case of the Recreation Center issue, the council listened
but other factors were taken into consideration with this decision.
Baxter asked when special meetings could be called and Graves explained they can be
requested through proper procedures and added, it was the subject of the request by
the chairperson in June which created controversy and which gave the appearance of
circumventing the system.
4-b. Tom Beunett -- Kenai Peninsula Soccer Club
Bennett circulated a picture of the old FAA football field and noted SO games had been
played during the season. He requested use of the property for the next season. The
item was moved to Item 4, New Business, for further discussion.

5-a. Discussion -- Draft Cemetery Regulation Amendments
The Commission reviewed the suggested amendments to the re lations which w

concerns and further suggestions discussed were :
• Section (g), referring to people's ability to request properly laced
decorations not be removed. p
• Flowers be allowed several days before and after holidays with a total
clean-up in September before winter.

A discussion took place relating to selling advertising space on dasher boards and
banners at the facility. Joe Moore explained the Kena.i Central High School Booster
Club's interest in the program. The Commission suggested details be worked out
between the Booster Club and administration. The Commission requested the issue be
included on their November meeting agenda.

'l-b. Director -- Frates gave updates on the skateboard park; brush clearing
activities; security camera costs for the multipurpose facility; the Spur Highway bike
path; Municipal Park; and the Kenai Nordic Trails.

revisions made to the ordinance relating to "professional services."

We, the following, represent a committee to commemorate the life of Steve Shearer, who
died July 1998. We wish to place a sign and sma11 garden at the Kenai Softball Field
Complex to honor Steve and are requesting your approval to do so. (Please see attached
dia~~ams.) With your approval, our committee would be responsible for the building
and erecting of the sign, as well as the building and maintaining of the garden. Our
committee would absorb a11 cost for the project and work within your specifications and
those of the Beautification Committee.
Steve was a well known, hard working, family man. He owned a construction business
and was involved in the construction of many buildings here in Ken~i. He loved Alaska
and all it offered. He worked hard and played hard. There wasn't a time he wasn't
involved in competitive sport. As his boys grew, he was even more involved, coaching
~hem in their sports. If he were still alive, he would be involved in softball one way or
another.
Kenai softball came about in the mid 1970's with bar leagues - Foreland's, Decanter Inn,
Hunger Hut, The Place, etc. It was popular during the summers as a recreational and
competitive sport. Steve was right in the middle of it, having come to town in 1975, he
and his friends formed the Decaater team. After a season of haphazard scheduling and
"whoever shows up plays", the players were looking for more organized play - more
sport, more teams.
In 1976, Steve worked with Kayo McGillvery/Dept of Parks & Rec. to set up organized
teams and define "league play". Kenai softball soon had 8 teams, 3 fields (including one
in Soldotna), scheduled games, and 4 umpires. Steve was now President of the Men's
Softball League and it was his responsibility to finance, and schedule games,
tournaments, and umpires for the KenailSoldotna area.
The following year, Steve pursued and received ASA (Alaska Softball Association)
approval for the Kenai Men's Softball League. Our league was now sanctioned by the
State of Alaska. This meant more games and more competition, which involved State
sponsored tournaments and invita.tional tournaments.

In 1977 & 1978, Steve worked hard to see all um ires received certificatio

be ASA recognized and receive pay for games and tournaments.
By 1981, the new Kenai softball field complex was built. Steve lobbied har

diligently with Kayo to have these fields constTUCted. He and his teamma

volunteers together to build t~e dugouts and concession stand.

softball fields after the late Steve Shearer. Steve was instrumental in the ori inal

KMC 24.20.010, ENTITLED "CARE OF CEMETERY" AND THE CEMETERY

WHEREAS, the current Kenai Municipal Code, Chapter 24 and the Cemete
Re lations have not been ~

Section l:
Chapter 24.20 CARE OF CEMETERY
24.20.010 Maintenance of cemetery
The City of Kenai is responsible for the appearance of the Kenai Municipal Cemetery.
The maintenance of the cemetery shall be accomplished through a program
administered by the Parks & Recreation Department. There is a cemetery donation
fund account established for the purpose of providin~ fu=g for perpetual cemetery
improvements. The City of Kenai shall maintain the driveways, gates, and fencing of
the cemetery and may close access to such facilities in periods of adverse conditions.
Section 2:
CEMETERY REGULATIONS
Section 1: Plots
b. The City Clerk shall be in charge and have access to said plats for the
purpose of assigning plots upon request, and have charge of burial
records, files and maps which shall be stored by the City of Kenai. The
City Clerk shall charge a fee of [ONE HUNDRED FIFTY DOLLARS
(~ 150.00)J two hundred fifty dollars (~250.001 per standard plot, [ONE
HUNDRED D4LLARS ($100.00)J one hundred fiftv dollars ~~ 150) for
infants or [FIFTY DOLLARS ($50.00)] one hundred dollars (~100~ for
cremains. Summer charges (June 1 through September 30) for opening
and closing graves are five hundred dollars (~500.00) per standard plot,
two hundred fifty dollars ~~250.00) for infants and one hundred dollars
($100.00) for cremains. ~1Vinter charges ~October 1 through May 30) will
be six hundred dollars ($600.00) for standard plots, two hundred fifty
dollars (~250.00) for infant plots, and one hundred dollars (~ 100.00) for
cremains. Payment in full for the plot is required at the time of purchase
of the plot. Payment for the opening or closing of the grave is due prior to
commencement of work.
Section 2: Interment and Disinterment
c. Markers and headstones may be set in a concrete base and shall be
installed at the head of the graves centered and inside the plot area. The
Parks 8~ Recreation Director must be notified prior to any~plot
preparation, construction, or placement of headstone or marker. If
religious practices make the conformance of this requirement impossible,
the old section of the cemetery may be ut~ilized. This decision will be at
the discretion of the Parks & Recreation Director or his designee.
Section 3: Mainteaance
b. Planting of trees, shrubbery, plants or turf within the Kenai Munici al
Cemete shall be with the co ~ • p

or his/her designated representative. Failure to et rior authorization
mav result in removal of plant material. The City will mairitain the
driveway in winter and clear the path to the g~ave if a funeral is
scheduled. The City of Kenai shall provide grass cutting at reasonable
intervals, as well as raking, cleaning, gradin and landsca in .

d. Bicvcles, skateboards, roller blades, roller skates, motor bikes, three or
four-wheelers are not allowed on the cemetery ~rounds.
No child under the a~e of 12, unaccompanied by a~uardian or parent or
other adult, shall be allowed on the cemeterv ~rounds.
Food, beer or other intoxicatin~ liquors are strictlv prohibited within the
confines of the cemetery.

Dear Ms. Howard:
It has come to my attention that the MOA developed for the operation and maintenance of the
Warren Larson Memorial Test Site ("the project") between the City of Kenai and UAF-
Cooperative Extension Service (CES) is expiring (or possibly has alrea.dy expired) in the spring
of 2004. Unfortunately, as a result of continued UAF-CES cutbacks in personnel and funding, we
can no longer afford either maintenance tune or financial support for this important community
project. As of May 2004, UAF-Cooperative Extension will no longer maintain or oversee the
proj ect, ~vhich includes area maintenance, land preparation, watering system maintenance and
plotlrefuge maintenance.
Over the past 10 years I have attempted (with limited university and volunteer support) to keep up
with the responsibilities of this M4A (which includes the Kenai Community Gardens).
Unfortunately, it has been a downhill slide from the beginning. When the MOA was originally
signed in the 1980's, university funding and support were strong and so was the commitment to
the project. In the 1990's when the MOA was extended, Dr. Warren Larson had died and the
interim UAF-CES representative (Sig Restad) wanted to keep things going until a permanent
replacement was hired. When Dan Lucas was hired in 1992, he inherited the project. UVhen he
resigned in 1993, I inherited the project. Progressively underfunded and understat'fed, the project
has become virtually impossible to maintain.
A lot ot~ good people have helped support the project over the years, includin~ ~bby Ala, Ole
Andersen, Jaruce Chumley, Bob Frates, Florence Munger, Linda Swarner, Cheryl VVickstrom,
Cathy Wnght (Plant Matenals Center) and countless others, but to even come close to attaining
the potential of this project it will take much more commitment and financial support than I am
capable of giving.
UAF-CES would be willing to continue to coordinate the community gardener plots, which
would encompass annual plot assignment and plot layout only. Otherwise, we thank the City of
Kenai for the past opportunity to work with you, and in bringing the best community garden plots
in the state of Alaska to the citizens of Kenai and the surrounding area!

TO ESTABLISH A COOPERATIVE PLANT EVALUATION & DEMONSTRATI4N TEST PLOT
IN THE CITY OF KENAI, ALASKA

The Cooperative Extension Service will:
1. reguiarly monitor the plot, see to the plant's needs, and notify the
PMC o~,any damaQe or vandalism.
2.~furnish fertilizer materials and herbicides to the extent that funds
, from TVA allow. Hand tools may also be available from TUA.
3. encourage voiunteer groups in establishing and maintainin plot area

4. local CES Agent will make experimental plantings in a portion of the
plot. Space allotments will be jointly decided by CES & PNC.
The Alaska Plant Materials Center will: ~

2. supply introduced plant materials as monies allow.
3, provide a sign listing a11 participants in the project.
4. prepare an annual summary report of the plot, in coordination with
CES and share it with al] cooperating agencies.
Both PMC & CES will: .
l, establish a wide variety of plant cuitivars for area test~ng.
Z. encourage tour groups and individuais to visit the plot and pub]icize
current deti~el oprnents.
3, reguiariy visit the p1ot, keep records of plant performance, and
develop a 1 ist of recommended cul tivars for the Kenai area.

equipment is damaged due to my failure to comp[y with tliis,l am at fault, not the Cit of Kenai.

garden plot.

I will not bring any animals into tt~e Kenai Community Garden.
I will not have or use any drugs or alcohol at the Kenai Community Garden.
I will clean up my gardening plot and remove all materials by mid-October of the ~urrent year.
Failure to do so will resuit in tl~e loss of future gardening privileges a~~d a donation of all
~ remaining equipment and materials to the Kenai Community Garden. ~
I wi11 close all gates and shut off any water spigots opened by me upon leaving the gardening
area.
Please stay with your garden plot when irrigating. Water damage caused from neglected
irrigation of plots may result in loss of future gardetaing priviieges.
I understand that U~.F Cooperative Extensio~~ Service (CES) allocates the available plot space of
the Kenai Community Gardeil. CES or tlle City of Kenai will roto-till all garden plots prior to
planting. Plots will be tilled by Memorial Uay of current year.

Another gardening season is upon us at the Community Garden! Enclosed is your copy of the garden plot
agreement and location map. Remember, you must return your signed agreement prior to using yoar
garden plot!
Remember to please tum off the main water supply valve when done watering yaur garden. Gardeners
are responsible for their own watering hose and sprinkler; or you might try sharing with your neighbor.
Please be careful not to flood or damage other plots around yours in your watering efforts! ~
When Will Plots Be Ready to Plant? It is our intention to have all of the garden plots rotot~illed and
staked by Memorial Day (May 26). If you tura in your signed agreement and find your plot has beei:
tilled and staked, you may use your plot. Please use your plot map to locate your plot. Don't hesitate to
call if you aren't sure where your plot is. Please remember. IF YOU PLANT IN SOMEONE ELSE'S
PLOT, IT IS YOUR NIISTAI~. YOU WII~L NOT BE ABLE TO EXCHANGE PLOTS! NO
EXCEPTIONS!
WEEDS: Tye-par continues to be the weed' control option of choice. It is available locally at SBS. Call
if you have questions on how to use it effectively.
FALL HARVEST/CLEAN-UP: Deadline for piot clean up is October 15~` 2003. No Ezceptions! All
equipment left in plots after ~ctober 15`" will be considered a donation to the community garden.
Drugs and alcohol are prohibited at the community garden. Failure to comply with this will mean
immediate loss of gardeni.ng privileges.

Adopt-a-Bench Program

The City of Kenai's Adopt-a-Bench Program allows citizens an opportunity to reco ' e

a special person, an ach~evement, or occasion by donating a bench w~th~n the town.
There are a number of places in our parks and other areas throughout town where
benches may be placed. The criteria for the site list was based on bench needs and
maximum number of benches appropriate for each area.
These benches are a great v~ay to provide a resting spot for individuals, im rove

aesthetics, and recogruze someone special. The attractive new bench is made from
recycled plastic and is environmental and maintenance friendly.
Generai Requirements
Individuals, families, organizations, or businesses may purchase a bench. The price for a
bench with shipping is $547. Engraving is $35 per baard (2 boards and up to 30 letters
per board). The cost covers the bench, engraving, installation, and maintenance. Bench
donations are accepted on the basis that the City will ma.intain them for ten (10) years at
the specified location, after which the disposition of the gift is at the sole discretion of the
City of Kenai. Farmer bench owners will have priority regarding bench re lacement

sites.
The benches are six feet (6' ) long and have cedar colored slats vvith a black frame. Two
boards are available for engraving and up to 3 0 letters per board are allowed. Order time
for benches is approximately four (4~ weeks. Upon receipt of the bench, the Ci re uires

a min~mum of two weeks to arrange installation. The City will take every reasonable
precaution to prevent a bench from being stolen, however, will not be responsible for
replacement should this occur.
Ordering Process
a} Before completing the Adopt-a-Bench Form, the donor will contact the Parks &
} Recreation Director for th i ' ' •

b) Once the bench location is determined, donor will submit the Adopt-a-Bench Form
and payment to the Parks & Recreation Department. Deposits are accepted in order
to reserve a location and requires a$100 non-refundable deposit. -
c) Upon receipt of final payment, the bench will be ordered.
d) Paxks staff will contact donor when bench is received to discuss installation timeline.
