1971-1973: Facility constructed
1973: Police & Fire located at the current facility
1984: Police Addition Constructed
1992: Fire garage expansion
2003: Fire Station 2 opened at the Airport
2008: Police Carport closed in to make a heated garage
2012: IT Server Room Remodel -displacing sleeping
quarters which moved to training room
2014: Boiler replacement
Various projects between 1997-2021 to address doors,
flooring, lighting, paint and a kitchen remodel in 2018

1973-2024
It’s been 51 years since the Kenai Public Safety
Building was opened.
In the decades since, both departments have evolved to
address the City’s safety and security needs.
Population Served:
•1970 Population: 3,533.
•2024 Population: 7,893 (123% increase).
Staffing changes
•Police –8 officers in 1973 to 18 officers in 2024
•Dispatch –4 dispatchers in 1973 to 8 dispatchers in
2024
•Fire –11 personnel in 1974 to 19 fire personnel in
2024
FACILITY FUNCTIONALITY ISSUES –POLICE DEPARTMENT
•Security: Increased physical security needs.
•Heating and Cooling: Utilizing doors & windows. Multiple offices
currently without windows.
•Evidence Storage: Space and climate controlled / physical safety.
•Garage Space / Covered Parking Space: Due to other critical needs,
unable to fully utilize garages for police vehicles.
•Equipment Storage Space: Changing and increased equipment needs.
•Kitchen | break room space: Other critical needs have encroached this
space.
•Secure lot |vehicle storage area: Inadequate vehicle / large evidence
storage.
•Training Space: Extremely limited training space.

FACILITY FUNCTIONALITY ISSUES –FIRE DEPARTMENT
•Garage Space : Two Ambulances share one bay.
•Living Accommodations: Inadequate for male & female staffing.
•Training Space : Elimination of training room with server room
installation at the Fire Department
•Facility Design Problems: Sleeping quarters adjacent to 24/7
working staff facilities including dispatch and police kitchen.
•Facility Heating: Annual frozen pipes.
•Supply storage: Inadequate storage for medical supplies in a sterile
environment.
•Garage bay ventilation: No ventilation system to eliminate vehicle
exhaust.

FACILITY FUNCTIONALITY ISSUES –DISPATCH
•Working Space : Limited working space for staff and equipment.
•Floor in need of replacement: Costly and complex project
•Heating & Ventilation: Inadequate for the working environment.
•Supervisor Office Space: Utilization of a former storage closet.
•Lobby : Inadequate space for privacy of the public.
•Technology Changes: Difficult to integrate due to facility age, size,
configuration, and abandonment of some old systems in place.

•Mechanical: Heating & Ventilations systems
•Equipment end of life issues and Inadequacy issues
•Roof repair | replacement:
•0ver 50 years old with near term replacement anticipated.
•Asbestos (Ongoing hazard):
•Hindering Structural renovations and improvements
•Hindering basic upgrades & maintenance
•Hindering removal of abandoned systems
•Systems abandoned in place: heating, alarm, wiring, etc.
•Outdated electrical panels & aging plumbing
•Facility insulation issues
•Snow removal issues

WHERE DO WE GO
FROM HERE?
First and foremost, the facility must be
safe and secure, both for employees
and residents.
Determine the most cost effective way
to meet the facility needs for the City’s
public safety departments now and for
the next 50 years.
FACILITY PLANNING –PROGRAMMING PHASE
•Determine the building and user requirements
•Establish total building area and site requirements
•Evaluate current and projected needs in various areas including
technology.
•Assess current facility for feasibility of renovation & expansion.
•Evaluate the alternatives including new building(s), remodeling,
and co-locating.
•Adequately define the project in order to proceed to design phase.
•Estimate a preliminary project cost
