ADJOURN: / ,ter L~ ' ~ ~ ~ -___--..---~--- ~~_~~~j v o MINUTES OF REGULAR MEETING OF KENAI CITY PLANNING COMMISSION -• OF February 11, 1970 PRESENT: COYLE, KNACKSTEDT, NORENE, FISHER ABSENT: CRUVER, POPPINS, BEAUCHAMP MINUTES OF THE LAST MEETING were approved as read. NEW REZONING REQUEST By Mr. and Mrs. Weaver,of Weaver excavating, BUSINESS expressed the desirability of commercial zoning of Lots 1 & 2 Valhalla Tract. After some discussion at the table by commission members, Mr. Norene commented that the rebuilding of the Kenai Spur would possibly take an additional 50 ft of property off of the frontage portion of these lots. Mr. Norene commented on the desirabiltiy of a frontage type road in this type commercial area and the Thompson Place might be construed to fill this need. Mrs. Coyle suggested that we should review a special use permit to zoning 'the-: Weaver's may have on this particular piece of property. Mr. Fisher read the portion of the Building and Zoning Ordinances pertaining to the home occupation involving a office services business and an equipment business earth Moving) bir.;. Fisher commented there may. be some problem with this type of business on those lots. Mrs. Knackstedt commented that the Eorough had voted to keep the lost in Block 3, Thompson Subdivision, directly behind those in question, were to remain commercial. Mrs. Coyle made the ..motion that the secretary take the proper action to rezone Lots 1 & 2, Valhalla Tract from residential to commercial zoning and be advertised at a public hearing. The motion was seconded by Mrs. Knackstedt. The discussion fallowing the motion centered around State Highway right-of-wayand Frontage roads. Voting as follows: Fisher-No; Knackstedt- Yes-Coyle-Yes; Norene-Yes. The motion passed. DISCUSSION ON THE PROPOSED RIFLE RANGE. It was suggested by Mr. Norene the City write a letter to the Division of Land asking the possibility of use permit on the rifle range location. OLD BUSINESS APPQINTMENT OF PARKS AND RECREATION BOARD MEMBERS Discussion followed on: the appointment of Parks and Recreation Board Members. DISCUSSION ON GOVERNrtENT OWNED LANDS WITHIN THE CITY OF KENAI Mr. Fisher suggested that the City write a letter to National Lands requesting maps in as much as the National Guard Armory had not been built on the five acres donated to them by the City in the-Park land. And that this location be moved to another less valuable piece of property. General discussion followed considerating industry within the city, water problems witYiin the city and possibilities of getting the State to develop certain lands within the City. PAGE 2 PLANNING COMMISSION MINUTES OF FEBRUARY 11, 1970 22 ACRE PARK IN LYNWOOD LANE AREA ON MENTAL HEALTH LANDS, The commission recommends that the City revive this land. This tract was originally set aside by BLM as a Recreation Site. It was suggested that it show on City Planning Map as a park. It was suggested that a letter be written to the State of Alaska asking them to submit a preliminary plan of development for section 36 so that the city can plan for future utilities in that area. Tai's request should be qualified stating.-.that the State must adhere to the street planning map and. zoning regulations of the city. DISCUSSION ON THE AI-RPORT SUBDIVISION.Discussion revolved around Kenai Spur road frontage by the desirability of having screening easement in this area. Coyle moved that we approve preliminary plat of the Gusty Subdivision subject to a 15 ft screening easement along the Kenai Spur road. Seconded by Fisher. Motion passed unanimously. DISCUSSION OF POWER PROBLEMS. Mr. Bergt's talk<..centered around the purchase of 8 gas turbine engines, the cost being approximately $15,000 per month for 10 years. Knackstedt motioned that the city administration draft letters asking for proposals from the following list of electrical producers: CUL, KUSCO, PHILLIPS, Oil and gas companies in the area, HEA, CHUGACH, TYONEK, ANCHORAGE CITY, UNION OIL, and any others that may be deemed important. Mrs. Coyle seconded the motion. Motion passed unanimously. Commission requested Mr. Bergt and Mr. Robbins to work on the forgoing motion. Mr. Norene mentioned that he had not received any information on Post Office location as requested of Mr. Jack Thompson. Motion by Coyle to ask the City Manager to review the Post Office file and to contact Jack Thompson and the Post Office Department on the statute of the new Post Office in Kenai. The Planning Commission would like to have copies of all this correspondence. Knackstedt seconded it. Motion passed unanimously. MEETING ADJOURNED
