' MINUTES, KENAI ADVISORY PLANNING AND ZONING COMMISSION March 11, 1970 PRESENT: Mark Beauchamp, Loretta Knackstedt, Al Cruver, Nick Poppin and Bob Norene Ruby Coyle and James Fisher came in late; MINUTES OF THE LAST MEETING were approved as presented. ITEM 4: This item was taken as first order of business; Mrs. Weaver presented her reasons to the Planning Commission for re-zoning Lats 1 & 2, Block 9, Vahalla Heights Subdivision from Rural: Residential to Commercial. Comments by Frances Torkilsen and Ralph Darbyshire were heard.- Mr. Darbyshire's recommendation was quite involved and a very thorough recommendation-that the lots in questipn remain Rural Residential. Also heard was Stan Thompson and J.B. Thompson. Motion made by Mr. Fisher to defer action on this matter until the Planning Commission has had an opportunity to study the Land Use Plan presented by ASHA. Seconded by Mr. Cruver. Mr. Darbyshire, Borough Planner advised that the Borough would not sue the Weaver's in order to have their equipment removed if this matter were tabled by the Planning Commission at this meeting. Motion made by Mr. Fisher to table ITEM 5; Rezoning of Lots 1,2,3, 4,5, and a one acre lot of block 3, Thompson Park, and ITEM 4 and to withdraw first motion. Seconded by Mr. Cruver; x~otion:"carried by Roll Call Vote; Voting yes; Fisher, Cruver, Beauchamp and Norene; Voting no; Poppin, Coyle and Knackstedt. ITEM 1: Public Hearing on Land Use Program prepared by Alaska State Housing Authority. Mr. Darbyshire, Borough Planner, explained the regional road system in relationship to Kenai. Janet McCabe of Alaska State Housing made the presentation on the zoning and the planning within the City of Kenai. This discussion consisted of materials and facts which had been used for the planninq~ such=as population-::projector,land contours, existing facilities, pmployment~and>public hearings on the repercussion of the population by 1985 which is expected to be 9,00. The meeting was open to the public for questions; Mayor Morin was opposed to the Turnagain Arm Causeway being a part of the study. Mrs. McCabe advised that the deceision of the causeway would come from the Planning Commissions. Mayor Morin commented further that'..if Kenai were the popula- tion - business center and Soldotna the culture and governmental center, he felt the City College should go nearer to the center of population. Mrs. McCabe commented that the college should be part of the community nearer existing housing and utilities. Reason: for sel~cting~,;Soldotna:- was ,:because it .is centrally located to serve the entire peninsula. Morin commented that it should be located near the population. Mr. Hornaday commented that the college should be not only geographical- ly located by also the population-wise aspect should be considered. •.. PLANNING COMMISSION MINUTES CONTD. PAGE TWO Hornaday advised that no funds would be availabe ~antal a site is selected. He was disappointed that they had not been contacted on the site location. Perhaps communications might be increased between the Alaska State Housing Authority and Advisory Committee. Mr. Morin commented on the Kenai By-Pass Road; Comments by Mrs. Coyle; why not put the Community College nearer the center of population; She also commented on the East Route of the Kenai Arm Crossing. Mrs. Torkilsen commented on the Ctya.H~l:l 1:QCatons and<. small boat harbor; The 5ma11 Boat Harbor should be further up the river. A by-pass road connect the Easterly boundary of the air- port property to the harbor. Mr. Thompson also commented on the harbor. Mr. Malone commented that the residential low density would inhibit the possibility of utilities for those areas. Mrs. McCabe advised that these lots would not be for building on. ASHA has taken into consideration the Beaver Loop Artesian water system. Comments re- volved around the question - is there enough land for City Hall and related buildings, schools, Fire Stations and etc. Mrs McCabe poin- ted out the areas on the map which were open areas to be used for all purposes, such as these. She also pointed out that Urban Re- newal in the downtown area would also make available land for civic centers, schools and soforth. Malone commented that the ASHA Plan appeared to be a map of the ex- isting facilities such as the airport being where is is, the schools being where it is and so forth. Mr. Leo Oberts commented that the datance between Kenai, Soldotna and Kasiloff were about the same distance ~.ia bridge route across the Kenai River. Also commented was the route from. the Kenai Bridge Crossing to the North Road route connected in to take care of heavy traffic also the possibility of a by-pass around the North portion of the airport, again in the neighbor of Wildwood and Redoubt Blvd. Leo also commented that the East bank of the Beaver Creek be utilized as a road to the North to connect into the Swanson area He also commented that a road between the Loop and the Kenai Spur Road taking off~ne~.r the Beaver Loop Laundry going directly North. Oberts also commented that the Strawberry Road be extended towards Robinson Loop Road and Scout Lake Road. Mrs. Knackstedt does not feel that the area on the South side of the River is-_.suffaecient as we already have the cannery. She feels more of the water front should be industrial. Mr. Fisher spoke from the floor in opposition to more industrial sites across the Kenai River. Mrs. Coyle commented on the Small Boat Harbor's location. Mr. Pappin~'~asked how many man hours or days were expended on the Kenai portion of the plan. He was advised it took between one and three months, depending on how you allocate the tame. w,~s Mr. DarbyshireAasked who decided the fine line of the zoning He ad wised the Borough Planning Commission was the final deciding factor. ~,' MINUTES - KENAI ADVISORY PLANNING COMMISSION PAGE THREE Mr. Thompson comments was centered on the possibility of the borough abengating their authority in the future and the city would lose its control on coning . Copies of the ASHA Study will be available to the Planning Commission and Council and a study session set up for both groups. ITEM 6: Vacation of Road Easement within Sungate Subdivision. Jim Davidson was present and gave his comments. Mr. Fisher made a motion that the vacation of the road easement be apporved; Seconded by Al Cruver. Motion carried unanimously. ITEM 7: Problems of Water & Sewer in outlying areas was t~:lrscussed. Mr. Jaynes outlined the problems in Highland Park in which the owners of the park have attempted to build a sewer lagoon and have been stop- ped by the state for non-compliance to the state regulations on sewer disposals. Mr. Oberts speaking from the floor also spoke in objection to allowing raw sewage to drain across his land. This:problen.wasdiscussed but no action was taken.
