2. The areas showy ~fpt~- a Gi,~1f~~1 .complex, i.~. south of the
old run-way, or on Block 17; Original Townsite, are not suitable for
such a facility. The area south of tote old runway is being subdivided
and leased for commercial purposes - it is the windiest, dustiest site
in town, and would pose traffic prpbiems if City Nall were located there.
Block 17, O.T., former site of the City Administration Eildg.
is not large enough for City Hall services, parking lot, etc.
A site at the junction Of Yenai Spur and the westerly end
of Beaver Loop Road, on the north side of the Spur was chosen at an
election 3/18/69- as being the site for a Civic Center. When the ~~ew
i- Bridge is constructed across the Kenai River, the cross road of traffic
will be at this junction. If City Hall is built on a ~O or 30 acre site,
off the Highway several hundred feet, there's no ,limit to the room for
future growth, parking, landscaping, etc.

Kenai Spur i n that vicinity of the ,~uncti on Mi tip Beaver Loop and
tha. access road to the new Bridge, proceeding 'forth from thr:re.
This wouid take tt-e connecting road north throw Sections 4 and 33,
nest of tree High school compiex. 'his would al •ev trucks to dvoi:i
. the City Cusiness district if their destination is North Kenai. t~ven
if the trucks are coming into Kenai , alternate routes lessen tra? fi c
hazards .
It aright be even t,etter to have this connecting road east cf the
School codex. That would be something the Planning Commissio s must
determine.
I nave not had an opportunity to study the written report ~~n
the ASNA plan. It would appear, from the Plat, the Pian has has a
great deal of research :and thought. The City of Kenai has benefitted
greatly from the planning and zoning initiated by ASNA. I hooe t+~~
Kenai Borough fares likewise.
Yours truly,
