REGULAR MEETING - SEPTEM~R 23, 1970

ROLL CALL: PRESENT: BOB NORENE, JAMES FISHER, NICK POPPIN, AL CRUVER,
AND LORETTA KNACKSTEDT
ALSO PRESENT: RALPH DARBYSHIRE, RAN COMBS AND JAMES ADKINS
ABSENT: RUBY COYLE AND JACK WILIFORD
MINUTES: The minutes of September 9 1970 were approved:as corrected,
adding Ruby Coyle to members present.
OLD BUSINESS:
(a) Fisher submitted a 13.st of~°bird names, Poppin a list of tree
names, and Norene a list of Alaskan names. Fisher made a
motion to have a public hearing on the names at our next
regular meeting on October l.la., 1970, after the names have been
published in the news media. Craver seconded - passed
unanimously.
(b) Ralph Darbyshire from the Kenai Peninsula Borough;.Planning &
Zoning Cosamission stated the Borough would like to have the
Kenai Advisory Planning & Zoni.n~g Commission's comments and
recommendations on Ordinance 70-1 by November 1, 1970. Two
special meetings were set up to study the Ordinance, 25 pages
at a time. The meetings to be September 2$, and September 30,
at 7:00 P.M. at Bob Norene's Office. A repre sentative from
the Borough will be there to aid in the study .
NEW BUSINESS:
Fisher moved that the street designated as Alyeaka Street be
placed in service and local traffic be channeled ;,over the
entire length with alternate paths to be blocked of~". The
establishment of the Post Office has caused tremendous amount
of traffic congestion in that vicinity. Knackstedt seconded-
passed unanimously. Ralph Darbyshire will bring some maps of this
vicinity to the next meeting.
(a) Deferred until the next regular m~:eting of October 1L~, 1970.
(b) James Adkins was on hand to discuss the ingress and. egress of
his lots in the Gusty S/D. He will. have to request for a replat
if he wants ingress and egress to the Spur Hiway.
(c) Ron Combs gave an informative talk on the Kenai Action Council
in connection with Parks & Recreation. Fisher made a motion

continued.
that the Planning and Zoning Commission urgently recommend to
the City Council the establishment of a Parks and Recreation
Dept. with all the organized formality that any other
department of the city has been established. Knackstedt
seconded. Motion passed with Fisher abstaining.
Fisher made a motion that the Planning & Zoning Commission
recommend to the City Council that the Kenai Action Council
be immediately be designated as the operator of the Parks
and Recreation program or programs for the City of Kenai
and far the city to make certain the Kenai Action Council
be informed of funds available for Parks and Recreation.
Poppin seconded. - passed unanimously.
