ROLL CALL: PRESENT: BOB NORENE, NICK POPPIN, JACK WILIFORD,
AL CRUVER, LORETTA KNAKCSTEDT, AND
RUBY COYLE.
ALSO PRESENT: REY JAYNES, NELS KJELSTAD, AND
RON COMBS.
ABSENT: JAMES FISHER
MINUTES: The minutes of October 14, 1970 were approved
as corrected.
OLD BUSINESS:
Item 3 (a) was taken up at this time.
Mr. Wiliford affirmed he wished to remain as a
Commission member and would be more attentive in
the future.
(a) Deferred. until after the final Study Session,
scheduled for November Z, 1970, at 7:00 P.M. in
Bob Norene's Office.
(b) The Commission requested the secretary to invite the
Resident Engineer of the State Fliway Dept., Harlan
Lantz to the next Planning $ Zoning Meeting, November
11, 1970, and have him bring in the latest maps on-
the Urban Section, Alaska Project F-021-Z(7).
(c) Bruce Massey gave a talk on the differences of
Sewage Treatment Plants VS Lagoons, the amount of
money, the amount of land, and the desireability of
each. After much discussion Coyle Moved and Wiliford
seconded for the Planning ~ Zoning Commission to go
on record as first favoring the treatment plant and
in the same vicinity as the present plant. The motion
passed unanimously.
(d) Table until the next meeting.
Item 4(a) under New Business teas taken up at this time.
Roy Tetjen told the comna~s.~ia~ b£.;1~is possible
intention of remodeling his building after the hi-way
department takes some of his land for right-of-way.
The Commission advised him he is not in voilation now
and as far as the Commission can see would not be in
violation in the future.

OLD BUSINESS CONTINUED
(e) After much discussion and reconsideration
Knackstedt moved and Wiliford seconded to immediately
get a voice vote by phone .from Council to have the
road constructed between N.B.A. and the Ro~ra~„Redoubt
as soon as possible with funds from Carr's/Etolin
Trust Fund. It was further recommended that as soon
as monies are available to build a road connecting Willow St
with Birch and Forest Drive. The Motion passed
unanimously.
(g) Red Jaynes reported the City has in excess of 330
tr~.ilers and these do not meet the building code.
He further stated either a supplement be made to the
Building Code containing trailer regulations, or
restrictions will have to be put on them in certain
zones. -The Commission stated that perhaps trailers could
be permitted outright in Suburban Residential and in
other zones get a Use Permit with a time limitation of
perhaps 10 years. Also suggesting a one foot gravel
base and all around skirting and, any lean- to's must
meet the building code. A further study will be made
of this.
(h) The Commission requested the secretary to see if it
is possible to •have the Planning ~ Zoning meeting
be held at the Recreation Center.

The Kenai Planning Commission makes the following
recommendations with respect to the building of the Kenai
Spur through Kenai, which is commonly known as the"urban
section" and is officially designated as"Alaska Project
F-021-2(7) -- Kenai Spur - Kenai High School to Wildwood
Station Road", as follows:

JUSTIFICATION:
are
The requested additions/logically needed as follows:
1. To provide adequate protection for pedestrians.
2. To provide protection for~the younger, residents
of Kenai travelling on bicycles.
3• To permit safe pedestrian passage across the
street
urban section and avoid a division of town by the 4-lane/which
will be in place through the central business district.
~"~ 4. The changes can be accomplished because it is
'pbvious the project cannot be under construction in 1970 as
~'lwas originally indicated as being the time it would be available
for the community.
