ALSO PRESENT: RAYfiOND D. 3URT, CHIEF WISECARVER, EDWARD AMBARIAN, atiD RED JAYNES. ABSENT: LORETTA KNACKSTEDT AND JACK WILIFORD. The Commission congradulated bob ~Jorene on his success in the City election for Councilman. MINUTES: The Minutes of January 13, 1971, were approved as read. NE4J BUSINESS : (a) Final Plat - Kothe S/D Final Plat - Kothe S/D struck from Agenda, already approved. (c) Public Safety Building Raymond Burt and Chief Wisecarver presented a report and blueprints of the proposed Public Safety Building. They stated the present Fire Hall cannot house all the fire fighting equipment, (wor'~I~ over $200,000) . There i s a need for storage for extra hose, specialized fire fighting apparatys°, oxygen for breathing ai°d ~tcF;~ ~ , There i s a need for an area in which to wash and dry hose and other i equipment. The Crash Truck now must be stored away from the personnel and cuffs down on the efficiency. In case of an emergency at the airport the men must leave the Fire Hall, go to the warm storage building, get the crash truck and procede to the airport. Ray Burt pointed out ways of funding such a structure by lease/purchase and by going to the polls for bonding. He favors going to the polls. The Commission felt there were three items needed to be dealt;with: 1. priority 2, way of funding 3. location. KENAI ADVISORY PLANNING & ZONING COMh9ISSI0N JANUARY 27, zLQ7l. Page two New Business (c) continued Fisher moved and Coyle seconded that the Planning & Zoning. Commission finds there is a need for a Public Safety Building and recommends again that such a structure by designated 1st priority for construction by the City. The motion passed unanimously. Fisher moved and Poppin seconded that it is the consensus of opinion of the Planning & Zoning Commission that the approach of financing be best accomplished by a lease purchase method subject to a further cost analysis by the Finance Director to be presented at the next Planning ~ Zoning Meeting February 10, 1971. Cruver moved and Fisher seconded that the location of the Public Safety Building be according to our master plan provided our master plan meets P.F.R.B. criteria. The motion passed unanim~iusly. (b) Rivervro'ew Drive - Right-of-Wa~r- 1~ ~~ After much discussion Fisher moved and Cruver seconded that the Planning & Zoning Commission approve proposal #3 of the Public Works Coordinator, to vacate Outside Way between Cook Ave. and Riverview Drive, acquire a 50 ft. R.O.W. along the East side of lot 4, block 15, original townsite. Construct a standardr..oad on this R.O.W. and upgrade Riverview Drive to standard. The motion passed unanimously. (d) New Chairman for Plannivq & Zoning Commission The Chairman's seat will be vacated upon the swearing in of Bob Norene as Councilman. Poppin nominated James Fisher for Chairman of the Kenai Advisory Planning & Zoning Commission. Cruver seconded the .nomination. The motion passed unanimously. (e) Letter from Hugh Malone Chairman Norene read a letter from Hugh Malone requesting a complete list of proposed changes to Bonough Ordinance 70-1. (f) Public Notice Number 17-2-71 1. Chairman Norene read Public flotice Number Coast Guard concerning the proposed bridge River. They are concerned .with pertinent effects on wildlife and waterfowl rei?uges, sites, and recreation areas. They recommend the following to Council. 1. That such a structure be designated 1st priority for construction by the City. 2. That the approach of financing be best accomplished by a lease purchase method subject to a further cost analysis by the Finance Director. 3. That the location of the Public Safety Building be according to the master plan provided our master plan meets P.F.R.B, criteria. Trey recommend the following to Council: ~ "To vacate Outside Way between Cook Ave. and Riverviewr J Drive; acquire a 50 f t. R.O.W, along the East side of lot 4, block 15, original townsite.
