GLOTFELTY, 6RUCE MASSEY, RED JAYCJES, STa'J MC LANE, LESTER CdESS, ALEX SHADURA, AND NE LS KJELSTAD. ABSECJT: JACK WILIFORD. MIiVUTES: The Minutes of January 27, 1971, were approved as read. The Council has appointed h1r. Norene, Ex Officio member of Planning & Zoning, to act as a liason between the Council and Planning and Zoning. The Commission is delighted to have him. With the consent of the Commission, Items 4b and 4d will be first on the Agenda so for. Glotfelty may attend another meeting at X3:00 P.M. ITEP1 4: (b) Red Jaynes - Airport Project 1971-72 Season. Red Jaynes gave a report on projects for the Airport 1971-72 season, noting changes in the plat to meet with F.A.A. approval. F.A.A. asked the Float Plane Basin be deleted as this is not the proper area for this. Coyle moved and Cruver seconded to approve the general plan of the airport layout plan, as approved by F.A.A.,_as pertaining to the second runway with a letter being di;<rected to F.A.A.,to their recent objections to the Float Plane Basin as planned fora number of years. fCnackstedt moved to table the motion until the next meeting, seconded by Coyle. The motion passed unanimously. There will be a further study and presentation and a 1 ay~:out of the pro jecti on of financing at the next meeting . ITEM 4: (d) 6ruce Massey - Industrial Water Line Bruce rlassey gave a presentation on an Industrial 4later Line to furnish industry and proposed industry on the Kalifonsky beach and out Cdorth to Nikiski Dock. The water to be taken from the river at a point between big Eddy and Eagle Rock. KENAI PLANNING & ZONING COP~MISSION, FEBRUARY 10, 1971 Page two Item 4, (d) continued This Industrial Water Line would offer: (1) Cheap industrial water. (2) Serve North Road and the Kalifonsky Beach area and encourage new industry to come in. (3) People along water line might waht to avail themselves to the water line. There will be no assessment district. Knackstedt moved and Poppin seconded that_the Commission be wholeheartedly in favor of the City going ahead full steam with the proposed Industrial ~Jater Line. The Motion passed unanimously. ITEM 3: (a) Stan McLane - Street Naming & numbering Stan McLane reported the project 2/3 complete. EJe stated the Minutes of January 13, 1971 should be corrected thus: Page 2, par 2, item 3, "all streets running from Southwest to Northeast"and pg 2, par 3, line 6, "streets in the Southeast quadrant be named after animals and birds". The minutes so changed. The Commission discussed Amendment to the City Ordinance 69-167 "Establishing a uniform system for numbering buildings and streets, naming streets, establishing base (lines) streets and designations for numbering and naming purposes and setting an effective date" Poppin moved and Coyle seconded to point out to Council the need to Amend Ordinance 69-167 and recommend they take immediate action so the project can go forward. The motion passed with Fisher<-,abstairi±Ing. ITEf~I 4: (e) Alex Shadrara - Graveyard Road Ale~~Shaduna was before the Planning & Zoning Commission at the request of the Bishop. The State Highway Department is purchasing some right-of-way from the Russian Church and are going to build an approach off from the highway to their land. The Church is interested in the Ciay brailding a road to the Russian Graveyard, to connect with the road that is going to be build from the approach the State is putting in, to the graveyard, and also a road connecting the graveyard road to the State Hiway near the N.C. Tire Co. The Commission advised Shadura to bring in a general plan and sketch, accompanied by a letter of transmittal f rorn the Bishop outling specific requests. They also added if they. Church would get written permission from property owners along the right-of-ways this would aid in their request. KENAI PLA'VNING & ZOt~JING COMMISSION, FEBRUARY 10, 1971 Page three ITEM 3: (b) Urban Section The State Hiway Department has informed Council: (1) The traffic lights are not justified. (2) An overpass will be considered. (3) Sidewalks .will be built from Forest Drive to Beaver Loop Road. The Commission still wishes Council would forward their recommendation on the Urban Section to the State Highway Dept. They are: (1) Stop and go traffic lights and/or pedestrian underpasses or overpasses should be installed in the Urban Section as follows: (a) In the vicinity of Willow St. inter- section or near the Jr. High School. (b) In the vicinity of Main St. Intersection. (c) In the vicinity of Forest Drive and Kenai Spur. (d) Stop light at Beaver Loop Rd. Intersection. (2) That sidewalks be installed on both sides of the Urban Section for its entire length. (3) That a bicycle path be installed for younger Kenai residents from Walker Lane:to Forest Drive. (4) That. traffic signal devices be installed to warn traffic of approaching congested areas. ITEM 4: (c) Rev i_ 'ew of Project Priority List Deferred. ITEM 4: (f) Loretta Knackst-edt - Resignation from Borough Planning & Zoning Commission. Loretta Knackstedt submitted her resignation from the Borough Planning & Zoning Commission for health reasons. She nominated Nick Poppin for the seat. Cruver seconded the nomination and the motion passed unanimously. ITEM4: (g) Robert Norene - Ex Officio Member Mr. Norene discussed with the Planning & Zoning Commission the need to have a Public Hearing on Riverview Drive. Poppin moved and Knackstedt seconded to have a Public Nearing on Riverview Drive at the next meeting of February 24, 1971, if within legal procedure, and present the three proposals. The notion passed unanimously. Norene further stated with the Urban Section being started this year, we should push the construction of 1st Ave, extension from Birch to Willow St. and 4th Ave. between Cottonwood and Forest Drive and possibly the road between N.B.A. and Royal Redoubt. Glen Nuff -Engineer Mr. Deverl Peterson and others - District Traffic Enpinee r the traffic control uevices originally intended to be installed on Kenai Spur and Main Street cannot be installea now for the following reasons: Bu reau of Public Roads criteria calls fora traffic count of 600+ on the Bain Road of any interjection prior to authorization to ins all traffic devices, At the present time (this summer) the count was as follows: Kenai Spur and Main Street 412 per hr. ~.enai Spur anu tJi llow Street 35O per hr. we discussed the possibility of a pedestrian overpass in the shopping center area. the State officials stated that they would not recommend an underpass r~ecause of the policing problems inhed rent with this type structure. An overpass will only work when fencing is provided to force all persons to use the structure : otnerwi se, the drivel' wi l 1 become comp lac- ent with the thought that all foot fraffic is using the walkway when in fact, part of the traffic is crossing where ever. The problem of wioth of the access roads ~~as been taken care of by in- creasing the width of major road entrances to 4G feet. 'Ar, +~uff pginted out that this item had already ueen extended from the original plan and that in his epinion$ no further extentions could be made. .One further item was discussed. This wastne question of possible bypass ~ r•©utes througk~ town while construction is under way. The route discussed was starting at the intersectioh of Deaver Loop and k:enai Spur, proceed >~est, and then South along ~seaver Loop to the CAP intersection, then Test to connect with First Avenue, extend along First to Bzrcn, i~ortn i:o Fourth, rest along Fourth to Fore'st' Drive, and .out Forest Drive to the Spur. The discussion revolved around the possibility that i~;ne st~~te may pave all or a part of the route. .,ae encourage the€n to pave all, if possible and at least those sections ~~~ithin residential, and cortr7ercial` areas.
