The Commission welcomed a netiv Commissioner, Al Hudson, to the Kenai Planning & Zoning Commission. h~IINUTES: The Minutes of February 10, 1971, were approved as read. IT~P1 1 - A ,Preliminar.~ to any vacation hearinQS - Riverview Drive. Red Jaynes prepared three proposals for Riverview Drive. They were distributed among the Commission and the public. After many questions, answers and discussion the property owners involved favored proposal number three, the upgrading of Riverview Drive and the building of a cul-de-sac at the end of Piverview Drive. Red Jaynes recom-nended proposal number three, saying it was the least expensive. The public portion of the preliminary hearing was closed. Coyle moved and Cruver seconded to rescind previous recommendation in respect to Riverview Drive. The motion passed with Knackstedt dissenting. Coyle moved and Cruver seconded that we recorrunend to Counci 1 the determination of right-of-way on Riverview Drive and to act expeditiously to secure right-of-way for the cul-de-sac at the end of Riverviewv Drive as shown. in proposal number three. The motion passed with Knackstedt dissenting. ITEF1 2 Urban Section (a) Deferred unti 1 March 10, 1971. ITEM 2 Red Jaynes - Airport Projects 1971-72 Season Red Jaynes gave a presentation on Airport Projects 1971-72 Season. He explained the Airport layout plan and asked for the Commission's approval. Knackstedt moved and Coyle seconded to approve the Airport Layout Plan including the Float Plane Basin. The motion passed unanimously. KENAI PLANNIP~IG & ZONING COMMISSION, FEBRUARY 24, 1971 Page two ITEh1 2 Cargo Ramp Improvements (b) Red Jaynes presented a map showing the construction of a 400 X 1500 ft cargo ramp, 500 f t taxiway, 1500 ft paved extension of Willow St, taxiway lighting and 6Jater & Sewer. Al Hudson suggested the ramp be built closer to the terminal. It was the general consensus this would be better and perhaps save money. General Aviation Apron Improvements Mr. Jaynes presented,:'a map showing General Aviation Apron Improvements, with approximately 3000 f t of paved taxiway and lighting signs marking approximately 3000 ft. Terminal Access Road Improvements Mrs. Jaynes also presented a map showing Terminal Access Road .Improvements, the construction of paved road around the Airport parking lot and curbs and sidewalks. Knackstedt moved and Cf~uver seconded to approve the concept for the total Airport Improvement Project. The motion passed unanimously. ITEM 4 (a) Ron Combs - Kenai Recreation Council. Ron Combs asked the Commission to reserve 5 acres near the high school complex for Parks & Recreation. Hudson moved arjd Cruver seconded to recommend .the reservation of 5 acres in the vicinity of the High School complex for Parks and Recreation for a period of one year. The motion failed. Voting yes; Al Hudson and James Fisher, Voting Pao; Ruby Coyle, Al Cruver, and Loretta Knackstedt. Ron Combs also asked the Commission's approval of funding for Recreation as a budgeted program. Cruver moved and Coyle seconded for the inclusion of d~~ Recreation program in the budget. The motion passed unanimously. Glotfelty - City Capital Improvement Projects 1971-72 (c) The City Manager listed 12 City Capital Improvements for the Commission. They are: KENAI PLANNING & ZONING COMMISSIOfJ, FEBRUARY 24, 1971 Page three ;ITEM 4 (c) 1. A Public Safety Building 2. Airport Development for Commerical & General Avaition 3. IJater & Sewer Projects within the City limits 4. A water line to the Petro-Chemical Industrial Site on the North Road. 5. A small boat harbor 6. Recreation 7. Fort Ken ay B. KCL Utilities 9. Revision of personnel manual 10. Charter review 11. State Office Bldg & 2nd story to existing Courthouse 12. Federal Office Bldg There will be a joint work session with Council-and Planning & Zoning Commission at the next regula r Planning & Zoning Meeting, March 10, 1971, at Fort Kenay. ITEM 4 Zoning Maps (d) The Commission had a .brief discussion on the Zoning P~1aps~ This will be taken up as Item (a) under Old Business at the next regular Planning ~ Zoning meeting, March 10, 1971. ITEM 4 (e) Red Jaynes will. send to the Commission copies of a letter from the Dept. of Hiways regarding project F-021-2-(12) Soldotna, Kenai. This will be placed on the Agenda for the 2nd meeting in .March. MEETIidG ADJOURNED 10:45 P.M.
