PRESENT: Ruby Coyle, Loretta Knackstedt, Al Cruver, Nick Poppin,
and James E. Fisher
ALSO PRESENT: P,ed Jaynes, Public Works Coordinator, and William
B. Butler, Senior and Junior.
ABSENT: Al Hudson and Jack Wiliford.
NEW BUSINESS
The special meeting was called specifically to consider a refers l
to the Planning Commission of proposed development on the Small Aircraft
Apron of the Kenai Airport by William B. Butler, Sr. and Jr. The
proposed development is for a headquarters for Butler Aviation.
This business entity will have as its primary objective a commerical
flight school.
Prior to discussion Public Works Coordinator, Jaynes showed a plat
of the entire area indicating the area sought to be leased by the
Qutlers.
The discussion ranged from the prior method of handling, a number,
if not the majority of which proposed developments on a Kenai Airport
have come before the Planning Commission, a brief resume of the
action by Council and outline of the memorandum prepared by the
Chairman, which was mailed to all members 3/4/71.
The meeting considered a sketch which was given to the members by
Mr. Butler and also the guidelines that have been used itt other
developments which are entitled "Small Aircraft Use Plan".
Ruby Coyle moved and Loretta l~nack~:tedt seconded that the application

Voting yes; Coyle Khackstedt, Cruver, Poppin, Fisher. Voting No;
None. The motion was carried unanimously.
After the roll call the Chairman directed that the Plinutes be sent
immediately to the en tire membership of the Commission ,aqd the Council
so that it could be acted upon, as early as, assuming 1;~~ Council
can give such indication, March 10, 1971, when there will be a joint
meeting with the Planning and Zoning Commission. Also the
Chairman directed that a copy of the sketch presented by Mr. butler
be attached to the minutes for for~varding to the Council and to the
Commission.
