ABSENT: James Hornaday, MINUTES: The minutes of Regular Meeting of February 24, 1971 were approved as read. The Minutes of Special Meeting of March 6, 1971 we re approved as corrected. Under Item 4, paragraph 5, to read "......on the Small Aircraft Apron fcr~ headquarters for the proposed commercial flight school be granted for the proposed development and be approved by the Commission". Betw@en paragraph 5 and 6, ad~Coyle moved to amend the motion to add "this lot originally set aside for govern- ment use, we are not leasing a whole lot but part of a lot". The motion died from lack of a second. ITEM 3 Resolution Establishing Zoning Map (a) ' Red Jaynes brought in a zoning map he has updated from the official zoning map of 1966, ordinance by ordinance. Af ter much discussion Cruver moved and Coyle seconded to adopt the map that is before us as the official zoning map. The motion passed by roll call vote. Voting yes,`Coyle, Cruver, Hudson and Fisher. Voting no, Poppin. Mr. Fisher read a proposed Resolution "Adopting a new official zoning map which :shall supercede the prior official zoning map. This Resolution will be placed on the Agenda for r4arch 24, 1971. The secretary was requested to write to the Borough Planning & Zoning Commission requesting the return of our comprehensive land use map we adopted after a series of public hearings. MINUTES - JOING SESSION, KENAI'1~LA~fNING & ZONING COMMISSION - MAYOR AND COUNCIL -Page two TtEM 4: Relationshi p with Council (~-1) Authority, Duties, Powers ,etc. The City Manger requested clarification on what goes before the Planning & Zoning then on to Council._ The lease or sale of City land and all :...zoning problems, changes in usage, any proposed Ordinance that .affects Planning & Zoning should go to the Commission first then forwarded on to Council with their recommendations. Building permits should be handled administratively. The City Manager will design a new building permit to alJ ow department check off areas included on each permit, ITEM 4 (a-2) Communication There seems to be a lack of communication between Planning and Zoning and the Council. The City F1anager stated there should be a plan laid out transmitting Planning & Zoning's recommendations to the administration to be put ors the Agenda for Council. He suggested a letter. of transmittal from the secretary to the administration showing Planning & Zoning Agenda items to be placed on the Council's Agenda. ITEM 4: (a-3) Scope There was a discussion on the capital projects budget, how much Federal money, State money and the City's share and the method offending the City's share. ITEM 4: Study Session (b) There will be a Study Session with Stan McLane at 7:00 P.M. Monday, March 15, 1971, at the Kenai Library. There is hereby created a city planning commission .,which shall consist of seven members who shall be nominated by the mayor. and confirmed by the city council. A chairman and a. vice-chairman of-the commission shall be selected ~unually and shall be elected from and by the appointive members. The mayor, one councilman ele.eted by the council, and. one member of the school board elected by the school board.. shall serve as ex-officio members of the commission and, as consultants, may attend a~.l meetings, but they shah. have no• vote. (Ord. 6, Sec. 2, 3-1-1961.) Same -- Duties and powers, plans recommendations, regulations Section 1 -3. The commission shall be required to do the following: (a} Devel©p, adopt, alter, or revise, subject to approval by the city .council, a master plan for the physical development of the city.. Such m~s- ter plan with accompanying maps, plats, charts, descriptive and explanatory matter, shall show the commission's recommendations for the development of the city territory -and may include, among other things: (1} Development of the type, location, and sequence of all pub- . lie improvements. (2) The relocation, removal, extension, or change of use of existing or future public ways, grounds, spaces, buildings, properties, aid utilities. (3} The general extent and location of rehabilitation areas. When a master plan for the city has been approved by the council, amendments, revisions, and extensions thereof may be adopted by the council after consideration and report by the planning commission. ,All amendments, revisions, or extensions shall correspond to major geographical divisions of the' city or to functional divisions of the subject matter oi` the plan. WAe~a such master plan has been approved by the city council, no amendments, revisions, or extensions thereto shall be approved except upon the affirma- tive vote pf four members of the city council. (b) Act as advisory board for 'the Kenai Peninsula Borough Planning Com- mission on platting and subdivision of lots, blocks, or land within the City limits All proposed plans, plats, or replats of -lots, blocks, or lands within the City limits, and all, streets, alleys and other portions of the same intended to be dedicated to public or private use within the corporate limits, .shall first be submitted to the commission for its approval or re3ection and before such plans, plats, or replats shall be forwarded for Kenai Peninsula Borough Planning Commission approval. (Charge No. 2, 1969) - Page 14-1 - Sec. 1~-4 In e~oercising the powers granted it by this section, the planning ~eommission shall prepare and recommend for 'boraigh,adoption, regula- tions governing .the subdivision of land within the city limits. Such regulations may provide for the harmonious development of the city and its. environs, for the coordination of streets and other ways within the subdivided land with other existing or planned. streets and wtaye or for conformance to the master plan or official map, for adequate open spaces, for spaces for traffic, utilities, recreation, ~ light, and air,. and for the avoidance of congestion of population. Subdividing for the purposes of this section shall be deemed to in- clude the givision of any lot, tract, or parcel of land into two or more lots, sites, or other divisions of land for. the purpose, .whether immediate or future, of sale or building development. (e) Draft an official map of the city and recommend or disapprove proposed .changes in such- map. (d) Make and ac].opt plans for the clearance and rebuilding of slum districts and blighted areas within the city. (e) Submit annually to the mayor, not less than ninety days prior to the beginning of the budget year, a list of recommended capital im- provements which in the opinion of the commission are necessary or deair- able to be constructed during the forthcoming three-year period. Such list shall be arranged in order of preference, with recommendations as to which pro~eets shall be constructed in which year. (f) promote public interest in and understanding of the master plan and of planning, zoning, and. slum clearance. (g) Make and develop plans for the replanning, improving, and re- development of any areas within the city. {h) Make :and develop plains for the replanning, reconstruction, or redevelopment of any area or .district within the city which may be de- atroy'ed in whole or part or damaged by fire, earthquake, or other disaster.. (i) Make or cause. to be made surveys, maps, and plans- relating to the location and design of any public building, dock, beach, ski ground, statue,... memorial, park, parkway, boulevard, .street or alley, or playground.. (,j) Make investigations regarding any matter related to city planning.. (k) Make and prepare reports, prints, plats, and plena for approval- _by_t~e__-pity council (1) Require other city departments to make available to the com- mission all information pertinent to city planning. (m) Act as the agency of city government to cooperate with Federal and .State agencies authorized under Alaska Statutes, Sections 1$.55.11$0 to 18..55.960 (Slum Clearance and Redevelopment Act) and gections 1$.55.970 to 1$.55.990 (Planning Assistance), and. future amendments.
