MINUTES KENAI PLANNING & ZONING COMMISSION REGULAR MEETING - MARCH 2~, 1971 7:~Q P.M. - KENAI LIBRARY JAMES E. FISHER - CH AIRMa'V ROLL CALL: PRESENT - James E. Fisher, Ruby Coyle, Al Hudson, and Loretta Knackstedt. ALSO PRESENT: Kenneth Stock and Lester Borgen. ABSENT: Al Cruver, Nick Poppin, and Jack Wiliford. Al Cruver is representating the Planning & Zoning Commission at the Mayor's Committee on Capital Improvement Projects held tonight at Fort Kenay. MINUTES: The minutes of the Special Meeting, March 15, 1971, were approved as read. The minutes of the Joint Session with Council, P~iarch 10, 1971, were approved as read, nLID BUSINESS: 3 - a Resolution adopting a new "Official Zoning Map". After much discussion this item will be deferred until the zon;gg maps of 1964, 1966, the new map and the Comprehensive Land Use Map is before the Commission. 3 - b Kenai River Crossing The Commission received a letter from the Coast Guard with three inclosures of letters of protest on the Kenai River Bridge. One.` from Fish and Wildlife protesting the disturbance of the nesting grounds used by the waterfowl. One from the Kenai Historical Society, protesting the disturbance of historic native barabaras. And one from 6laldo Goyle saying the design of the proposed bridge could readily be altered so as to accommodate a raiseable section towers etc. if traffic or River should ever warrant the same. The secretary was instructed to write a letter to Senator Palmer and Representative Tillion for their support and cooperation in this project and send them copies of the protests. NEW BUSINESS 4 - a Lease L2, B 2, CIIAP - Union Oil The Commission is in favor of the concept but need more details such as lease terms, general type construction, when they intend to build etc. i\ MINUTES - KENAI PLA~"VNING & ZONING COMMTSSIQ9^I, MARCFI 24, 1971 Page two _ a 4 - b Lease L 12, Alyeska S(D - American Legion Coyle moved and Knackstedt seconded to sanction the lease vrith the American Legion for their proposed development, but the Commission need a development time. The motion carried unanimously. The Commission recommends that the Administration set a time limit on construction. Such as 50% completion the first year and total completion the second year. 4 - c Water and Sewer Knackstedt moved and Hudson seconded to approve the sewage disposal plant project as .indicated on the map. The motion carried unanimously. Fisher object to the location of the treatment plant. 4 - d Request - Ken Stock This item will be deferred until the Planning & Zoning Commission can research the zoning ordinance and the map. 4 - e Kenai - Soldotna Road Project Deferred until April 14, 1971 4 - f Election of Vice-Chairman Deferred until April 14, 1971 The Commission instructed the secretary to write a letter to Council concerning Jack tJiliford.
