ITEM 5: SECRETARY'S REPORT ITEM 6: ADJOURN MINUTES KENAI PLANNING & ZONING COMMISSION REGULAR MEETING - APRIL 28, 1971 ' 7:00 P.M, KENAI LIBRARY AL HUDSON - VICE CHAIRMAN ROLL CALL: PRESENT - Ruby Coyle, Al Cruver, Loretta Knackstedt, Nick Poppin, and Vice-Chairman, Al Hudson. ALSO PRESENT - Red Jaynes, Stan McLane and Raymond Burt. ABSENT,- James Elson EXCUSED ABSENCE - James E. Fisher - Chairman f+IIiJUTES: The minutes of April 14, 1971, were approved as corrected. Item 4 (e) to add "in its entirety". Making it read "Knackstedt would like it noted that she did not, when serving on the Borough Planning & Zoning Commission, vote for the comprehensive plan in its entirety". ITEM 3: OLD BUSINESS 3 - a Stan McLane -Street Naming & Numbering Mr. McLane told the Commission, there were some duplication of names, so the Commission changed the conflicting names. He stated one example of houses =facing an alley. The Commission felt they should have half numbers off the closest street. He further stated there is an office building with entrances on two sides. Entrance from a street on~one side and from a parking lot on the other. There were no objections from the Commission to number the East side with whole numbers (€iff from the street), and the West side with half numbers (off from the parking lot). The Commission had no objections to Stan McLane conferring with Mary Willets on a Russian dame for the street by the Russian Church, possiblg~ the name of the first Russian Priest buried in the Russian Graveyard. Coyle moved to send a strong recommendation to Council that when the street naming and numbering project is complete to have the administration be meticulous updating the maps, index cards and files. She withdrer~ the motion until the project is complete. MINUTES - KENAI PLANNING & ZONING COMMISSION - APRIL 28, 1971 Page two I tem 3 - b Time limit for development on leased land. After much discussion, Poppin moved the Commission accept the basic wording of the recommendation of Red Jaynes on the time limit for development of leased land. Coyle seconded. After more discussion Poppin with drew his motion. Coyle moved to accept Red Jayne's recommendation on the time limit for development of leased land defining the construction season to be from April 1 to ~dovember 30th. Poppin seconded. The motion carried unanimously. With consent of the Commission Item 4-b will be brought up at this time. r~~-, 4 - b Budget Review The Finance Director was here to discuss the Budget for Planning & Zoning for the 1971-72 fiscal year. The budget is to include secretarial salaries, supplies, telephone expense and any expansion of activity the Commission feels they need. The Commission felt the updating of Street Naming and numbering maps and index cards should be included in the budget to protect the City's investment and to maintain accurate records. The Commission also felt the need to consolidate or unify the issuing of building permits, leasing of lands, up- dating of maps, index files, all prospects of Planning & Zoning with a person or persons knowledgeable of the Zoning laws. Item 3-c Kenai - Soldotna Road Project Red Jaynes stated there will be a public hearing on this project in Semptember 1971. The State Highway Dept. would like the Planning & Zoning Commission to study this and give them something specific that might be incorporated into the project. Red Jaynes is going to bring maps of this project so the Commission can have a good look at i t. MINUTES - KENAI PLANNIi~JG & ZONI~JG COMMISSION - APRIL 28, 1971 Page three Item 4 NEW BUSINESS 4-a Letter from Jack Spake - Coordinationwith P1_anning & Zoning Commission. The Central District of the Department of Highways has. initiated a plan by which representatives of the Department will attend any meetings of the Planning & Zoning Commissions of the Kenai Peninsula Borough. The Commission felt this was a good idea and directed the secretary to write a letter to Mr. Spak~ stating the Commission is looking into project F-021-2(12), the Kenai - Soldotna Road and of ter studying it would like to invite a representative from the Dept. of High- ways to attend a meeting on this project and any other project ~ffi~~:interest to the Dept. of Highways. The Secretary to also ask for any available information they have on this project. 4-b Budget Review Taken up after Agenda Item 3-b 4-c Luke Caro - Caro Street. The Commission felt this was an administrative problem. Was the street ever accepted by the City? The Commission agrees with the concept of the acceptance of the right- of-way. 4-d Memorandum from Hornaday The Commission discussed briefly the memorandum from iiornaday concerning the Moose Range lieadquarters. This will be put first on the Agenda for May 12, 1971. Item 6 ADJOURN Knackstedt moved and Coyle seconded to adjourn. The motion carried unanimously. MEETING ADJOURNED 10:30 P.M.
