KENAI PLANNING ~ ZONING COMMISSION
REGULAR MEETING - MAY 12, 1971
7:00 P.M. KENAI LIBRARY

ROLL CALL: PRESENT - Ruby Coyle, Al Cruver, James Elson,
Nick Poppin and Chairman James E. Fisher
ALSO PRESENT - Stan McLane
ABSENT - Al Hudson and Loretta Knackstedt
MINUTES: The Minutes of Regular Meeting of April 28, 1971
were approved as read.
With consent of the Commission Agenda Item 3-d
will be heard at this time.
ITEM 3: OLD BUSINESS
3-d Stan McLane - Street Naming and Numberin
Stan McLane met with Jetret Petersen on naming
the street by the Russian Church. They came up
~ with the name of the first Russian Monk who
originated the church. His name is Nicolais or
Nicolias. The Commission agreed that Stan should
call Grace Cole for the correct spelling as she
has several Historical Russian books.
The Commission had no objections for the road by
Phil Wilson's be named Wilson Court.
Stan told Council that Overland, Upland, and
Highland names were used twice.
Coyle moved and Elson seconded to name the short
street named Upland Way be named Chickaloon Walk.
The motion carried unanimously.
Coyle moved and Elson seconded to name the short
street name Highland Way be named Karluk Walk.
The motion carried unanimously.
Coyle moved and Elson seconded to name the short
street named Overland Way to Toklat Walk. The
motion carried unanimously.

3'- d Stan McLane - Street Naming and Numbering continued.
Stan stated that in the N.E. quadrant where Alaskan
historical names are used, he needs a name starting
with the letter X. Coyle moved and Poppin seconded
to name it Xat St. (another name for the Haida Indians)
The motion carried unanimously.
In Thompson Park there is a street named Iowa St.
that is off set some from a street across the
highway. Poppin moved and Elson seconded to name
the streets Iowa Drive. The motion carried unan-
imously.
Stan will bring the finished products, maps, and
an alphabetical list of all street names.
The Commission now must have Council revise
Ordinance 167-69 to conform to the street naming
and numbering project.
3 - a. Memorandum from Hornaday - Moose Range Headquarters.
The Commission feels the plans for the location of
the Moose Range Headquarters has been developed from
many years back and should be re-evaluated as to
what is the best location that would have the least
environmental impact.
3 - b Kenai - Soldotna Proiect
Red Jaynes brought in a map showing the existing
highway.
The Commission directed the secretary to forward
to the State Highway Dept. these suggestions.
1. Reduce some of the curves
Z. Construct a combination sidewalk, bicycle
and snow machine path. A bicycle and snow
machine path. A bicycle and snow machine path
to Tinker Lane and~:a sidewalk from Tinker Lane
connecting with the other one on Beaver Loop.
3. Has the Highway Dept. considered an
alternate route where there are not so many
curves and is not through densely populated
areas?
4. Access to any public reserved State lands
along the Kenai River for private use.
5. Will signs designating the historical
sites of Kenai be included?

3-b Kenai-Soldotna Project continued.
The secretary was instructed to include in the
letter to Jack Spake an invitation to attend the
next meeting of the Kenai Planning ~ Zoning
Commission concerning the Kenai-Soldotna Project:
F-021-2-(12). He will be requested to bring his
maps on the project.
The secretary was instructed to write a letter to
Jack Spake asking if there were any opposition to
the Kenai River crossing since the hearing in
April.
3 - c Comprehensive Plan - Kenai Peninsula Borough
The Commission directed the secretary to write
a letter to the Kenai Peninsula Borough stating
that because of the time elapsed between hearings
and publication the Assembly do not act until
there are more public hearings and required changes.
Carbon copies of the letter to go to our represent-
atives on the Assembly.

4 - a Memorandum from Hornaday - Highway Signs
Hornaday wrote that he observed several highway
signs coming back from Homer and only two
mentioned Kenai. The Commission directed the
secretary to write a letter to Ed Hollier inviting
him to the next Planning ~ Zoning Meeting concerning
this.
4 - b Memorandum - Bill Spradlin - Secondar access.

Bill Spradlin of Redoubt Terrace S/D requested the
Commission approve a secondary access road from the
S/D to the highway to avoid children in the streets
and so the bus can make a circle instead of turning
around. Coyle moved and Elson seconded to open up
Gill St. to the Spur highway but to close it when
the Evergreen access is opened up. The motion
carried unanimously.

4 c Letter from Robert G. Strother - Home Occupation
Mr. Strother requests approval of a home occupation,
an art studio, in his home in Redoubt Terrace.
The Commission checked the Ordinance and find
no objections in respect to his situation, how-
ever he should check the subdivision covenants and
with the architectural committee.
4 - d Collection of litter barrels.
The City has picked up the litter from the barrels
in the City and in the park.
The secretary was directed to write a letter to
Ed Hollier concerning the trash along the highway.
The secretary was also directed to write a letter
to the City Manager to get ri~t3 of trash in
various specific places in the City.
4 - e Red Jaynes - Welcome to Kenai Sign
Red Jaynes reported the "Welcome to Kenai" sign
that was near Stan McLanes' was destroyed by a
i car accident a few months ago. Another sign is
b¢ing constructed and he would like to know where
the Commission would like to have it installed.
The Commission felt that the best place would be
by the ball field where the"Blue Star" Memorial
is located if it is ok with the Kenai Garden Club.
4 - f Re-seeding by Beaver Pond
Jim Elson would like to know if the State is
going to ~.o any re-seeding by the Beaver Pond.
He feels there is a need for a beautification
plan to protect this area and others like it.
