Vice-Chairman Al Hudson called the meeting to order and
recessed the meeting until Thursday, June 10, 1971, at
7:Og P.M. at the Kenai Library, so the Commissioners could
attend the Public Hearing on the Budget.

ROLL CALL: Members present - Ruby Coyle, James Elson, Loretta
Knackstedt, Nick Poppin and Vice Chairman Al Hudson.
Also present - Mark Hunt, Frank Wisecarver, Georgia
Struble, and Raymond D. Burt.
Absent - Al Gruver and James E. Fisher.
MINUTES: Minutes of Regular Meeting, May 26, 1971 were approved
as read.
Minutes of Special Meeting, June 1, 1971 were approved
as read.
ITEM 3 OLD BUSINESS
3 - a Kenai - Soldotna Project
The State Highway Dept. asked for recommendations from
the Planning & Zoning on the intersections in the Kenai-
Soldotna Road Project.
Red Jaynes brought a map showing the proposed inter-
sections.
The Commission recommended eliminating the intersection
on Airport Drive and moving it to Walker Lane.
There were some reservations about the location of
the intersection near the High School. Red Jaynes is
to talk with the Highway Dept, maybe it is good like
it is or maybe we have overlooked something. Mr.
Jaynes is also to talk with Walt Ward from the Kenai
Borough School District regarding the routing of
traffic .

3 - a Kenai Soldotna Project continued.
The Commission felt the locations of intersections at
Tinker Lane, Candlelight Drive, Near the East Church of
Christ, near the new well house, Quandt's duplex
near Luke's Welding, Beaver Loop and Thompson Park
were good locations.
There were thoughts that the intersection near Sungate
S/D should be moved to the Eagle Rock Road. Mr. Jaynes
will speak with the Highway Dept. on this.
The Commission felt the intersection near Illiamna
S/D and Strawberry Lane was a good one but felt the
intersection near Highland Court should be moved to
the other entrance of Highland Court just opposite
Leo Oberts. They felt the intersection near Stan
McLane's was a good one.
3 - a Wilderness Area
After much discussion Knackstedt moved that we would
be in favor of the Andy Simons Wilderness area but the
other areas be left open for recreational purposes with
motorized access. The motion died for lack of a second.
The Commission did not arrive at any discussion regarding
the Wilderness Areas. A majority felt the Moose Range
.Management was an adequate control.
3 - d Location of Fire and Police Station
Frank Wisecarver explained to the Commission that the
site picked for the Fire Station is governed by P.F.R.B.
and other agencies. After careful consideration, study,
speed run testing etc, the site most suitable for all
phases of fire fighting is on the Beaver Loop extension
accross from the Manpower Center.
After much discussion, Knackstedt moved and Poppin
seconded the Commission approve the site location as
presented by Frank Wisecarver for the Fire Building.
There were no objection. The motion carried unanimously.

3 - d Location. of Civic Center
The administration feels as much public imput as
possible be put into the site selection of the
Civic Center. The secretary was directed to write
a letter to the following getting their basic
criteria and input: 1. Public Health Nurse;
2. Library Board; 3. State Library Service;
4. Convention Director of the State and one
to the Borough School Board, relative to the
swimming pool.
3 - d Location of Cemetery
Red Jaynes will bring maps of possible sites for
the cemetery to the next meeting.
3 - c Re-zoning a portion of old townsite and Beaver
Loop area.
The secretary was instructed to investigate the
Stock re-zoning.
Red Jaynes told the Commission about Mr. Whittington's
desire to rezone. His trailer court is in a resid-
ential zone. He wants it rezoned to commercial
although he has grandfather rights. The secretary
was directed to write to the City Manager to advise
Mr. Whittington to apply in the proper manner to
the Borough Planning Commission.
The re-zoning of a portion of old townsite to
commercial will be deferred until the next meeting.
4 - c Lease Airport Land - Lloyd C. McConnell
Mr. McConnel has applied to lease land in the
center of the runway for the growing and harvesting
of hay. He has asked for a two year lease with
option.

Mr. Jaynes stated the willow brush was coming up
and would have to be removed before it attracted
moose.
Coyle moved and Knackstedt seconded to approve
the lease. The motion carried unanimously.
4 - d Lease L 7&8, Bl - Don Johnson
After some discussion, Coyle moved and Elson
seconded to write Mr. Johnson a letter stating
we are holding the lease in obeyance until such
time as he comes for his new business. The
motion carried unanimously
4 - a Discussion of Capital Projects - Streets
Red Jaynes read a priority list of streets.
They are as follows: 1. Davidson Drive;
2. Riverview Drive; 3. Princess Loop;
4. Thompson Park Improvements; 5. 4th
Avenue. Connect or; 6, lst Avenue ext~n~ion;
7. Willow Street widentm~; 8. Cottonwood
Street; g. Walker Lan; 10. Pipe Route
Improvements.
