MINUTES Minutes of the last meeting were approved as read.
ITEM 3 OLD BUSINESS
3 - a -Kenai - Soldotna Project
A combination sno-mobile - bicycle path was brought
up at a public hearing recently.. Mr. Fisher, who
could not attend, was inquiring about the outcome. It
was stated that there were no funds set aside for
this type of project and that the Highway Department
was strictly for constructing highways.
The City wrote a letter to Mr. Jack Spake, Central
District Engineer for the Department of Highways, con-
cerning the Kenai-Soldotna Project. After some
discussion about the letter, they found that their
main objection was the time factor involved. The
Commission felt that the project should be started
much sooner than 1974.
3 - b Letter from Glenn Huff - Kenai River Crossin
A letter from Mr. Glenn Huff was distributed. There
was some discussion and the public hearing transcript
was passed around.
Al Hudson made a motion that the Commission write
requesting that some follow-up be done as to what has
happened to the bridge. Poppin seconded the motion.
There was no further discussion. The motion was so
approved.

3 - c Re-zoning a portion of Old Townsite to commercial -
also Beaver Loop req.
Fisher was presented with a petition and letter from
the Borough Planning ~ Zoning regarding Stock's petition.
It was to the understanding of the Commission that the
establishment is going to be terminated as a violation
of the zoning ordinance. Their re-zoning petition did
not appear to be correct. The Stock's should be advised
that it is incorrect and should apply for another one.
A motion was made by Al Hudson and seconded by Nick
Poppin to write a letter to the City Manager about

It was stated that these areas are - n~~t~.
Lukes Welding, Katmai Motel, 2 lots in Fidalgo S/D,
a lot across from Chevron Service Station, and an
area in Old Townsite.
It was said that the Commission will consider any
re-zoning requests for Beaver Creek Alaska S/D located
on the Kenai Spur.
The Secretary was instructed to write a letter to Mrs.
Michael Hamrick concerning re-zoning.
4 - a Mr. ~ Mrs. Carl Green, Receipt of re-zoning request
Mr. Fisher read a letter from Mr. ~ Mrs. Green con-
cerning their property, which is immediately adjacent
to a zoned area.
The Green's stated that their property was advertised
and sold as commercial property.
The secretary was instructed to write the Green's a
letter stating what has to be done in order for them
to be re-zoned. They then are to be put on the agenda
for the next meeting, July 14, 1971
It was stated that Ruby Coyle and Loretta Knackstedt
should be notified that if they want any re-zoning done,
they would have to put it in writing and it will then
be put on the agenda.

Follow Up Reminder
A letter should be sent for any rezoning - does not reflect regular
request.
In connection with the rezoning, Mr. Glotfelty commented that the
Commission wasn't responsive to the people of the community. The
reason for this statement was due to the length of time a person
must wait for rezoning.
In response to this statement, Jim Elson stated that the Commission
should have a directive from Council. He then made a motion to
establish Planning ~ Zoning's authority for the City of Kenai as
established under the Charter of the City of Kenai. This was
seconded by Al Hudson. There were no objections. The motion was
so ordered.
3-d Discuss site location of New Civic Eldg, Fide F~ Police
Cemetery.
Discussion of these items was next on the agenda. Mr. Glotfelty
approached the Commission with the proposed site locations. It was
stated that lots 5, 6, 7, ~, 9, 10 ~ 11 in the Fidalgo S/D will be
dedicated to the Public Safety Building.
Elson moved and Poppin seconded to concur with the Council's decision
on the placement of the Public Safety Building and establishment of a
municipal reserve. After some discussion, the motion was so approved.
They next discussed the site location of the Cemetery. It was said
that no money had been appropriated for the purchase of land for the
Cemetery. There were three proposed methods to take: 1. Use land
where present Cemetery is now located; 2. Swap land with the Federal
Government or 3. Find other City owned land.
4-b Review of Proposed Sewer Interceptor locations.
Bruce Massey confronted Planning ~ Zoning with his proposed
Interceptor project. Massey presented preliminary plans showing
location of the sewage interceptor project and explained that in
as much as a treatment plant site had already been selected,
that there was very little alternative as to route selection.
After much discussion on this project,Poppin moved and Elson
seconded to accept Water ~ Sewers request for approval. It was
so ordered.

4 - d Assessments
Mr. Glotfelty spoke up about the assessments. He
stated that the people. were paying for services not
rendered. He said also that he wanted to try and
establish a uniform assessment method of paying.
4 - e First Avenue Extention
Red Jaynes brought a map showing sketches of First
Avenue Extention. After some discussion, Al Hudson
moved and Poppin seconded to accept First Avenue per
sketch. Motion was so approved.
Mr. Fisher brought up that he would like to be excused
for the month of July. Fisher moved and seconded that
he be excused. Motion carried unanimously.
