ITEM 5: SECRETARY'S REPORT ITEM 6: ADJOURN MINUTES KENAI PLANNING ~ ZONING COMMISSION REGULAR MEETING - SEPTEMBER 8, 1971 7:00 P.M. - KENAI LIBRARY JAMES E. FISHER - CHAIRMAN ROLL CALL: Members present - Al Cruver, James Elson, Al Hudson, Nick Poppin, Ruby Coyle*, and James E. Fisher. * - In late Also present - Edwin H. Glotfelty and R{ed Jaynes. Members absent - Loretta Knackstedt. Item 3 (c) Armory Plan The Commission reviewed the Armory flan. They were satisfied with their screening plan. The Commission was concerned if the Armory was to have motor vehicle. service and maintenance, if they have sufficient grease traps. Item 3 Associated Divers - Lease L 14, B 1. (d) When Associated Divers dropped the lease on some lots in CIIAP, they inadvertantly dropped the lease on Lot 14, B 1. Poppin moved and Hudson seconded to approve the lease with the term of lease not to exceed the initial lease. There were no objections and was so ordered. Item 3 Possible sale of City Land - Lot 31, Section 31, T 5N, (b) R 11W, S.B.M. After much discussion Fisher moved and Elson seconded the land only be leased by the City. There were no objections and was so ordered. Hudson moved and Elson seconded that if the Council decides to lease the property that prior to such leasing they request the Planning ~ Zoning to initiate a zoning change for that property and adjacent property. There were no objections and was so ordered. Item 3 Control Tower - When to have secretary check again. (e) ' The secretary was directed to write a letter to Jack Webb, Regional Director of F.A.A. to solicit his aid in up-dating the completion of the Control Tower. Item 3 Gusty S/D - Beauty College Lease (f) This lot was leased to James Adkin several months ago along with two other lots. Item 3 B.L.M. Lease (g) The Council approved this lease pending approval of the Kenai Planning ~ Zoning. Hudson moved and Elson seconded to go along with the Administration and recommend the site to be moved to the North End of the runway on the East side. There were no objections and was so ordered. Item 4 Special Use Permit - F ~ M Enterprises (a) This special use permit is for the 3 airplanes parked on the South end of the old runway. Fisher moved and Hudson seconded to approve the permit as requested with the addition of one more provision which would provide for a penalty rate of 10¢ per sq. ft, per month after the term of this permit. There were no objections and was so ordered. Item 4 Rifle Range (b) Red Jaynes reported the road and most of the dirt work for the facilities has been completed. Item 3 Kenai Peninsula Borough Ordinance relating to zoning (a) Mr. Glotfelty explained Council's intent on zoning. The Council would like to see the cities do their own planning ~ zoning. He will co-ordinate with Council and bring recommendations back to Planning ~ Zoning Commission for next meeting. The City Manager urges members of the Kenai Planning ~ Zoning Commission to attend the Alaska Municipal League Meeting in Ketchikan, October 26 thru 29. MEETING ADJOURNED :9:40 P.M.
