ITEM ~: MINUTES
The minutes of Regular Meeting of November 24, 1971,
were approved as distributed.
ITEM 3: OLD BUSINESS
(a) Thank you letters - City of Ketchikan, Ketchikan
Gateway Borough and Ketchikan Chamber of Commerce
The secretary was directed to write the City of Ketchikan,
Ketchikan Gateway Borough and Ketchikan Chamber of Commerce,
thanking them of their hospitality to the Commissioners at
the Alaska Municipal League Conference held in Ketchikan
in October.
(g) Ray Cason Lease
The Commission felt a list of criteria for leasing City
land should be drafted and also a lease to match the
criteria. Mr. Jaynes will make a draft for the Commission.
The Commission asked if the Administration has answered
the questions outlined at the last meeting concerning
the Ray Cason Lease. Mr. Jaynes stated he had written
a memo to the City Manager and a copy will icome to the
Commission.
(b) Trailers
1) Residence
Elson presented a proposal for the regulations of trailers.
He showed a map, which me marked off seven sections. He
proposed that sections 1, 2, ~ 3, the commercial and
highly populated areas, trailers be prohibited. Sections
4 ~ 5, along the North road and along the highway East to
Beaver Creek, trailers prohibited except with a special
use permit, and in sections 6 ~ 7, permitted outright.

Item 3 (a) - 1) Trailers, residence continued.
After much discussion and with the aid of the Official
Zoning Map of the City of Kenai, Knackstedt moved and
Elson seconded that mobile homes for residential use
be prohibited in areas colored red, dark brown, green,
purple, orange and blue on the Official Zoning Map of
the City of Kenai. The motion carried 3 - 2. Voting
yes; Knackstedt, Elson and Fisher. Voting no; Cruver
and Hudson. Coyle abstaining.
Knackstedt further moved and Fisher seconded to prohibit
trailers for residences in the yellow area unless they
are on a lot of at least 20,000 sq. ft. and not intended
to exclude trailer court development. The motion failed
4 - 2. Voting yes; Knacksted and Fisher. Voting no;
Cruver, Hudson, Coyle and Elson.
Poppin in now.
Elson moved and Fisher seconded that mobile home
residences be prohibited from the N.W.. corner of the
City through to the East boundary of the Airport Land
to the river with the exception of trailer courts. The
motion failed 4 - 3. Voting yes; Hudson, Elson ~ Fisher.
Voting no; Knackstedt, Cruver, Poppin and Coyle.
Cruver moved and Coyle seconded that no trailers be
allowed in the City of Kenai unless they are up to the
specifications of a building code as a permanent home,
on a foundation with water, sewer and electric hook-
ups, with the exception of trailer courts. The motion
failed 5 - 2. Voting yes; Cruver and Coyle. Voting
no; Knackstedt, Hudson, Poppin, Elson and Fisher.
Elson moved and Knacksted seconded to hold a public
hearing establishing the areas to prohibit future use
of mobile homes or trailers used as residences, the
trailers already there permit them to stay but may not
be replaced. There were no objections and was so ordered.
Knackstedt moved and Fisher seconded to hold the public
hearing as soon as possible after January 1, 1972. There
were no objections and was so ordered.
2) Commercial Activities
Knackstedt moved and Poppin seconded to prohibit all
trailers for commercial use within the entire City of
Kenai except on a special use permit for a limited time.
There were no objections and was so ordered.

Item 3 (a) - 2) Trailers, Commercial Activities - continued.
Knackstedt moved and Poppin seconded that all trailers
in commercial use at the present to be permitted,
provided they pass fire and the life safety code. There
were no objections and was so ordered.
Item 3
(c) What additional planning required for additional
economic development
Mr. Fisher distributed copies of the research he
compiled on the impact of explosive growth. They
consisted of:
1. Lexicon of a Boom (Or Beware - It Could Happen
to you)
2. Narrative Report on Revenue Shortfall and Cost
of Explosive Growth Impact on City of Kenai
3. Statistics of Growth Impact on City of Kenai
4. Estimate of Gross Business
Knackstedt left at this time.
It was the consensus of the Commission a need for a
layout of the town to take care of this, a nned for
playgrounds and additional recreational facilities, a
trailer ordinance, a way to identify people doing business
in Kenai, and what is the contingency budget for 500 to
1000 more population.
(d) Fire Zones - Fire Chief
Deferred until the next meeting.
(e) Kenai River Bridge
Deferred until the next meeting.
(f) Deshka S/D
After reveiwing the re-platting of the Deshka S/D and
finding the City has utility lines in the portion to be
included in A-1 of Deshka S/D, Mr. Jaynes recommends that
the Deshka S/D not be re-platted.
Coyle moved and Hudson seconded to reconsider the motion
made October 13, 1971 and not have Deshka S/D replatted.
There was no objection and was so ordered.

(a) Ralph Darbyshire - Kenai Peninsula Proposed Planning

Deferred until the next meeting.
(b) 1st Avenue Connector
Public Works Co-ordinator, Mr. Jaynes, presented the
Commission with a map showing four routes that could
be used to connect 1st avenue to Willow St.
Hudson moved and Elson seconded to approve Route #4,
the most northernly route to Main Street Loop and taking
the route immediately North of the Etolin S/D and
connecting with Willow Street. There were no objections
and was so ordered.
