ITEM 5: SECRETARY'S REPORT ITEMM 6: ADJOURN MINUTES KENAI PLANNING ~ ZONING COMMISSION REGULAR MEETING - JANUARY 12, 1972 AL HUDSON - VICE CHAIRMAN ROLL CALL: Members Present - Ruby Coyle, Jim Elson, Nick Poppin and Al Hu son. ITEM 2: MINUTES The minutes of the regular meeting of December 8, 1971 were approved as distributed. ITEM 3: OLD BUSINESS (a) Trailers The Kenai Planning and Zoning Commission will hold a public hearing on the concept of trailer regulations within the City of Kenai at their regular .meeting on January 26, 1972 at 8:00 p.m. at the Kenai Library. ITEM 4: NEW BUSINESS (a) Resignation, Loretta Knackstedt The Commission accepted, with regret, the resignation of Loretta Knackstedt, dated January 12, 1972. The secretary was directed to write a letter thanking Loretta for her invaluable services, and a letter to the Mayor for new appointments. Nick Poppin will be out of the State and unable to attend the Borough Planning and Zoning Commission meetings the rest of this month and next month. The Commission appointed Jim Elson to take his place. The secretary was directed to write a letter to Ralph Darbyshire to this affect. (b) Some Planning Challenges For the Future - James E. Fisher The Commission will review this and bring it up at the next meeting. MINUTES, KENAI PLANNING ~ ZONING COMMISSION, 12, 1972 Page Two Item 4, New Business continued (c) Release of land from F.A.A. NIr. Tullos and Mr. Bookey are interested in leasing land from the City on the intersection of the Spur Highway and Beaver Loop Road. Mr. Tullos is interested in putting in a car wash and Mr. Bookey a drive-in. This area is also the site the Commission chose for the Civic Center. Before the City can use or lease this land, they need to obtain a release from F.A.A.. This involves quite a bit of paper work and approximately 6 months to accomplish. There were no objections from the Commission to obtain this release. The Commission felt that after the release, that prospective bidders must have an approved development plan before they are qualified to bid. Elson moved and Poppin seconded to request a release from F.A.A. the land on either side of the Kenai Spur, east of the Beaver Loop Road in sections 5 and 32, containing approximately 60 acres. There were no objections and was so ordered, (d) Plans for development of lands south of river Mr. Jaynes was in contact with a man from the State Highway Department. The Environmental Protection Agency needs to know the impact the bridge will have on the land south of the river. Mr. Jaynes is going to pursue this further and bring this back to the Commission. (e) Development Plan Mr. Jaynes presented the Commission with a development plan to become a part of the Lease on City owned land. He has added two sheets, one for building information and one for the layout plan. After much discussion the Commission felt this was a good plan with a few additions, such as: 1. No sub-leasing 2. Estimated value 3. Change "recommended by" to "reviewed by" 4. Check list - State requirements, zoning requirements, etc. The secretary was instructed to ask the City Manager the outcome of the meeting the Council had with the Peninsula School Board.
