REGULAR MEETING - FEBRUARY 23, 1972

ROLL CALL: Members present - Ruby Coyle, Al Cruver, Jim Elson
and Vice Chairman Al Hudson
Members absent - Nick Poppin (excused)
ITEM 2: APPROVAL OF MINUTES REGULAR MEETING FEBRUARY 9, 1972
Elson moved and Cruver seconded to approve the Minutes
of Regular Meeting of February 9, 1972 as presented.
There were no objections and was so ordered.
ITEM 3: OLD BUSINESS
(a) Proposed Borough Zoning Ordinance
The secretary was directed to write a letter to Ralph
Darbyshire concerning Item 3Cc) in Minutes of February
9, 1972, where Mr. Darbyshire is going to investigate
the use of trailers for commercial use or places of
public assembly and have a report for the next meeting.
(b) Contract between City of Kenai and Borough concerning
Zoning.
Elson moved and Cruver seconded to recommend that this
contract is no longer in the best interest of the City,
should be reviewed by the Administration and submitted
to Council to determine if it should be cancelled or
re-negotiated. There was no objections and was so
ordered.
(c) New Members for Kenai Planning & Zoning Commission
The Mayor reported he would appoint two new members
who will be in attendance at the next meeting.
Vice Chairman Al Hudson recessed the meeting for a
public hearing on the Civic Center.

ITEM 4: NEW BUSINESS
(a) Public Hearing on Civic Center
The Vice Chairman opened the meeting for a public
hearing regarding the Civic Center,.

City Manager, Edwin H. Glotfelty
Mr. Glotfelty suggested that due to the small turnout
and not being publicized long enough in advance, that
another public hearing should be held, that to proceed
with the hearing tonight to get their input,

He further stated the plans may change somewhat because
Wildwood Air Force Station may become available..
Four separate buildings will be constructed to house the
swimming pool, auditorium, library and clinic. This is
for easy future expansion.
There will be a total of 25,241 sq . ft .
Swimming pool 8,381 sq. ft.
Library 2,000 "
Clinic 1,904 " "
Auditorium 9,156 rr ~-
Exhibits 1,800 " "
Mechanical 1,000 " "
Questions needed to be answered are:
Where will the Civic Center be built?
Does the library have enough floor space? book space?
Is an auditorium to seat 500 people large enough?
If the Borough builds a swimming pool should the
City go ahead and build one?

Mr. Alvin - Yes, the City should build a swimming pool.
If the Borough builds one its exclusively for schools.
The public needs one.
'Nedra Evenson - The cost of maintainence is an important
issue.
Mrs. Alvin - We voted for the pool in the bond issue.
Roger Meeks - One pool don't accomodate too many people.
Betty Warren - Our population is three times heavier
than Homer's. Kenai has 3,500.+, North Kenai 3,000 +
and East of Kenai 1,200 +, Serving a total of
approximately 8,000. The City should look ahead before
cutting it out..
C'i'ty Manager - There is a possibility the old Junior
high will be excessed, With that and the possibility
of acquiring Wildwood, we should not build before the
unknowns are known. The Council will get the input
from the community and go along with them. There is
$800,000 of bond issue available - $800,000 will be
funded. The total monies will be available before we
start .the project.
Nedra Evenson - I feel the pool should be built as
quickly as possible. There is a teacher in the Junior
High (Jim Geisler) who is a Red Cross swimming instructor.
He would be able to add input regarding the pool.
Roger Meeks - Is the pool regulation size?
-City Manager - Yes, not Olympic but A.A.U. (Amateur
Athletic Union)
Nedra Evehson - I feel the pool area needs bleachers,
saunas, and training space. Here again Mr. Geisler
could be of help.
Mayor Steinbeck - Each facility will be under separate
roofs, with the mechanical to furnish heat to all. The
pool will be separate because of moisture. Separate
building makes it easier for future expansion.

Red Jaynes - I talked with Dutch Doer last evening.
He said a convention center should be able to sit
down (feed at tables) a minimum of 400-500 people.
Mr. Malone - Do we have an assessment list of needs of
people to occupy the building?
I feel we should wait on the pool to be sure the
population needs more than one.
I recommend the plans or design reviewed by a local
advisory committee, such as construction men, people
involved and the recreation department.
I agree with the City Manager, with Wildwood and the
Junior High possibly becoming available, some of these
functions might be carried on there and should be
studied further.
City Manager - We shouldn't spend money on an architect
before we know the needs.
Betty Warren - There are too many unknowns of future
needs of Kenai and North Kenai regarding Community
~ College.
Mr. Alwin - 1.6 million isn't enough to build every-
thing we want. The recreational needs are of immediate
importance. A swimming pool is abetter all around
recreational facility.
Mr. Elson - What are your thoughts on location?
Mr. Alwin - Any place that would meet the criteria.
It is still a small enough area to serve the population.
Mr. Elson - I believe the site by the Public Safety
Building has inadequate parking.
Mr. Malone - Another meeting should be held regarding
sites, problems of parking and future expansion.
Phil Ames - I believe the Beaver Loop location a
better location. It is the entrance of town no matter
what direction you come in. It should be an attractive
spot .

City Manager - The F.A.A. Housing area will be
available and could make a good site.
Phil Ames - Yes, that's a good site too.
Betty Warren - Phil Ames has a good point.
Nedra Evenson - When the bridge is built, the Beaver-
loop location could have noise and hazards from trucks.
Mayor Steinbeck - A site should be picked where it is
not limited for future expansion.
City Manager - I am in favor of the F.A.A. grounds.
The football fields will become a part of the complex.
Should another meeting be held in two weeks or six
months?
Mr. Alwin - I believe six months is too long - the
ardor would cool.
City Manager - Another hearing will be held in two
weeks and we will try and hold it at the "Little

Vice Chairman Hudson closed the public hearing and
brought the Kenai Planning & Zoning back to session
and adjourned the meeting at q:00 P.M.
