ITEM 5: SECRETARY'S REPORT ITEM 6: ADJOURN MINUTES KENAI PLANNING ~ ZONING COMMISSION REGULAR MEETING - MARCH 22, 1972 AL HUDSON - VICE CHAIRMAN ROLL CALL: Members present - Al Cruver, Fred Korpinen, Ron Malston, Nick Poppin and Vice Chairman Al Hudson. Members absent - Ruby Coyle and Jim Elson ITEM 2: APPROVAL OF MINUTES REGULAR MEETING, FEBRUARY 23, 1972 The Minutes of Regular Meeting of February 23, 1972, were approved as distributed. ITEM 3: OLD BUSINESS ITEM 4: NEW BUSINESS (a) Oath of Office - Fred Korpinen ~ Ron Malston Fred Korpinen and Ron Malston were welcomed to the Commission and took the oath of office. (b) Election of Chairman Al Cruver nominated Al Hudson for Chairman, seconded by Fred Korpinen. Cruver moved and Korpinen seconded the nominations be closed. Al Hudson was elected Chairman ~ unanimously. Poppin nominated Al Cruver for Vice Chairman, seconded by Hudson. Korpinen moved and Poppin seconded nominations bey-.closed. Al Cruver was elected Vice Chairman unanimously. (c) Lease of L 2, Small Aircraft Apron - Kachemak Seafoods Mr. ~ Mrs. Bob Needham brough* drawings of various views of the building they wish to build on L 2 of the Small Aircraft Apron. They plan to build a frame 24' by 60' building on a concrete pad, to be used as a Seafood Packing Plant. Hudson asked him about odor and open storage. Mr. Needham stated the waste will be placed in covered cans and hauled to the dump. At times they will have sacks of salt along the side of the building but they will either be covered with a tarp or will build a roof over them. Hudson informed them about the ordinance covering obnovious odor and open storage. MINUTES, KENAI PLANNING F, ZONING COMMISSION, MARCH 22, 1972 Page two Item 4 (c) continued After some discussion Poppin moved and Korpinen seconded, having been notified of the ordinance on obnoxious odor and open storage, to approve the application for lease. There were no objections and was so ordered. (d) Use Permit - Tidelands - Clarence Ladd Clarence Ladd stated he would like a use permit on an area below the bluff, on the tidelands approvimately 250' x 150'. Lots 3 ~ 10 immediately above this belongs to him. He would like the permit for tying and anchoring fishing boats. Cruver brought up the question if the Coast Guard would have to approve this. Mr. Ladd stated not as long as he is not in the channel. Poppin moved and Malston seconded to approve the permit .subject to the insurance criteria and the City Attorney's opinion. There were no objections and was so ordered. (e) Letter from Darbyshire - Trailer Regulations ~~;regards to zoning. Mr. Darbyshire wrote, neither existing nor proposed zoning ordinances covering the City of Kenai restrict trailers in commercial zones for use as places of public assembly. Building codes rather than zoning ordinances are the tools used when attempting to secure structtzr~l fire safety. Mr. Hudson asked the new members of the Commission their feelings on the control of trailers. Korpinen ~ Malston both agreed there must be regulltions but would need more study from them before making any decisions. The secretary was directed to get copies of other cities zoning ordinances from Howard Hackney. MEETING ADJOURNED 9 ~ 5l P~:3.:;
