Harris 3 e. f. g• ITEM 5: SECRETARY'S REPORT ITEM 6: ADJOU~tN MINUTES KENAI PLANNING ~ ZONING COMMISSION REGULAR MEETING - APRIL 12, 1972 AL HUDSON - CHAIRMAN ROLL CALL: Members present - Jim Elson, Ron Malston, Nick Poppin, and Chairman Al Hudson. Members absent - Ruby Coyle, Al Cruver (excused) and Fred Korpinen excused) ITEM 2: APPROVAL OF MINUTES MARCH 22, 1972 The Minutes of Regular Meeting of March 22, 1972 were approved as distributed. ITEM 3: OLD BUSINESS (a) Civic Center Site Howard Hackney related the architect is going to bring back another and maybe two sketches of the Civic Center. He will have to have a site to design the building, water ~ sewer connections, streets, etc, Mr. Hackney's personal preference is the site by the Public Safety Building. It is centrally located, off main street, and close to the airport. Mr. Jaynes stated there are three sites to choose from; 1. By the Public 2. F.A.A. Ground 3. Beaverloop and Safety Building Spur Road He would recommend eliminating site #2, for the lack of space, the building would have to be built close~~toLthe gully. After much discussion on parking, traffic congestion, etc., Poppin moved and Malston seconded to recommend the site next to the Public Safety Building for the Civic Center. The motion carried 3 to 1 with Elson dissenting. MINUTES, KENAI PLANNING $ ZONING COMMISSION, APRIL 12, 1972 Page two Item 3 ` (b) Status of Street Signs Mr. Jaynes stated this is the time of the year to start ordering signs, but has been told to hold off and not spend money except in an emergency nature. Elson asked if it would be in the next budget and Mr. Jaynes stated it would be. Item 4 NEW BUSINESS (a) Lease_L 2, B 2, CIIAP - Jim McDowell Mr. McDowell applied for a 30 year lease on L 2, B 2, CIIAP, for a commercial office and newspaper plant, construction to start in June 1973. Malston moved and Elson seconded to offer Jim McDowell an option with right of first refusal on L 2, B 2, CIIAP, for a period of one year. There were no objections and was so ordered. (b) Lease L 3, B 4, Small Aircraft Apron - Erik Barnes and .Tnhn TmIA Erik Barnes and John Imle have applied for a lease on L 3, B 4, Small Aircraft,~pron for a 40' x 36' frame with metal siding for aircraft storage. Hudson stated the Sales Tax Number and State Business License Number should be stricken from the application. as these numbers do no pertain to this particular business but that of Dr. Barnes. Malston moved and Poppin seconded to lease L 3, B 4, Small Aircraft Apron to Erik Barnes and John Imle. There were no objections and was so ordered. Elson moved and Malston seconded to recommend a letter be sent to them saying that in the event they will be doing business within the City of Kenai they forward the City their State Business Licesne Number and their Borough Sales Tax Number, a copy of this letter is to be made a part of the lease. There were no objections and was so ordered. The secretary was directed to write to the City Attorney and the Finance Director asking their opinions on how to pursue out of town contractors doing business within the City of Kenai, so they will report their earnings in Kenai and not their home base for .shared revenue purposes. Also asking their opinion on the possibility of a City Business ~ License. MINUTES, KENAI PLANNING ~ ZONING COMMISSION, APRIL 12, 1972 Page three ;Item 4 (c) Subdivision plat - David N. Boyer After much discussion the secretary was directed to write a letter to Mr. Darbyshire relating some c{uestions on the subdivision plat. 1. Whether the 16' entry to lot A belongs to lot A or to the lot west of lot A. 2. The access to lot A appears to be too narrow. 3. Does the lot directly East of lot A have ingress ~ egress? 4. Recommend all lots be identified by numbering. (d) Clarification of Zoning Ordinance - Robert E. Harris After much discussion, the Commission asked that Mr. Harris be .contacted and suggest to him to maintain a 40' setback from of the center of any road. MEETING ADJOURNED 11:00 P.M.
