REGULAR MEETING, JUNE 14, 1972

ROLL CALL: Members Present - Al Cruver, Jim Elson, Fred Korpinen and
C airman Al Hu son.
Members Absent - Ruby Coyle, Ron Malston and Nick Poppin.
ITEM 2: APPROVAL OF MINUTES. MAY 26. 1972
The minutes of regular meeting of May 26, 1972 were
approved as distributed.
Public Hearing - Water. Sewer and Streets

Bush Lanes Subdivision
Chairman Hudson telcl the public that Mr. Jaynes and
Mr. Massey would give a presentation on water, sewer
and street improvements in these areas. After the
presentation is made you will be free to ask any
questions you might have. Please state your name
first, then proceed with the questions,
Mr. Jaynes reported there are four distinct areas
and will treat the areas the same for the pre-
sentation.
The approximate cost is as follows:
Water $11.99. per lineal ft.
Sewer 11.72 "
Streets 7.50 " "
Contingencies 8.00
TOTAL $44.71
This is cut in half because each side will be assessed.
The cost would then ~be $22.35 per lineal foot.

Mr. Jaynes - The cost would be $2,235 or $223 per year
plus interest. The assessment is figured on 150' back
from the road right-of-way, The fellow on the corner
is not charged double because the assessments are
figured on a sq. ft. basis.
Mr. Massey - We never assess the same piece of property
twice.
Bill Quandt - Will the government help?
Mr. Jaynes - Not basically. They do help on interceptor
lines but not laterals.
Mr. Massey - The assessments in 1968 were from 35 to 400
ig er even counting inflation. We had to pay for the
main plant and interceptors, Now we can get Federal
government.
Mr. Jaynes - We will now take a look at the improvements
for Kaknu Korners. We have received petitions for water,
sewer and streets from this area.
Mr. Jaynes pointed this out on the map. He showed the
water interceptor line and the proposed water and sewer
laterals.
M~:ke Rowden - Where will the fire hydrants be located?
Mr. Jaynes - I can't say right now, but there will be
enough to give adequate fire protection.
Mr. Massey - The fire hydrant will be 640 ft. of each
Mike Rowden - What is our fire rating now?
Mr. Massey - It is a 5 now.
Mike Rowden - When will this be in?
Mr. Jaynes - As soon as we can.
Mike Rowden - Could it be this summer?
Mr. Jaynes - It could easily be.
Mr. Jaynes asked the people if this was the development
they wanted. The three from Kaknu Korners agreed.

There were none.
Mr. Massey pointed out that 90% of the residents of this
area signed the petition.
Mike Rowden - What about the drainage?
Mr. Jaynes - The road now is above the level of the
lot. It will,be dug down, crowned and graveled.
There will be no ditches as such. The road will be
lower than the lots.
Mr. Jaynes moved on to Bush Lanes Subdivision. He
states the City has received a petition from the
people in this area. There is already an existing
water system that has a certain amount of value.
The City will connect to the existing system and
have paid for the lines once. There is sewer in
the subdivision. The streets will be improved to
a full th~~ty foot. The City will improve the
military right-of-way. A large culvert will have
to be put in.
Donald Raats - The hydrants go through the alley.

Mr. Jaynes showed the laterals on the map.
Mr, Masse - We have no as-builts for the subdivision.
I wile to get with the people and get a set of
as-builts for outselves. The cost of this subdivision
will be less than 1/3. This is a priority item. You
will get water as soon as Mommsen Subdivision, possibly
before freeze-up.
Mr. Jaynes asked the people if this was the development
they wanted.
They indicated it was.
Mr. Jaynes asked if there were any objections and there
were none.
Mr. Jaynes stated we will .move on to 5th Avenue. The
City has received a request for streets and sewer in
this area. This is on a dead end and will have a
cul-de-sac. There are only two people on the road and
they have requested this.

The City has also received requests for service on
2nd Avenue. Part of this area is zoned commercial
and part is suburban residential. The proposed
street will be 30 ft, and have a water line.
Mr, Massey- There is not a whole lot of people in
this area. Normally with the City, water there will
be a savings on fire protection but not in this area::
It is an expensive. project. The area will not develop
before water and sewer,
Betty Warren - If it costs 5,000 to 7,000, I might just
as well give away my lot.
Carl Haller - On the commercial side, we already have
a street, so why assess us for a street we don't want
or won't use.
Mr. Jaynes - We are not trying to sell anything, we
want to give you what you want.
Bett Warren - I feel that with the current real estate
i status t s-is an unneeded expense and would not find
it profitable to subdivide. I want to register my
protest.
Carlton Green - I want water and sewer and don't give
a damn a out the streets.
Carl Haller - I go along with the sewer.
Mr. Massey - I don't want to be misleading on the time
actor, opefully this year.
Carl Haller - I am tentatively planning a new building
an would like a figure water wise.
Mr. Jaynes - It would be approximately $6.00 a lineal
foot it~i a 20a contingency.
Carl Haller - What is the user charge for water?

Mr. Massey - $6.95 for water - $4.66 for sewer. If
you had water, the insurance rate would go down,
Mike Rowden - Mine went down from $350 to $150 a
year~csuse of the fire plug.
Robert DeVolld - I would like to talk about water and
sewer.
Al Hudson - Would it increase the cost of putting in
water an sewer because of no street improvements?
Mr. Massey - Basically it won't cost more.
Mr. Jaynes - The cost for water and sewer would run
approximately $15 a lineal foot.
Larry Lancashire - It costs us more every year just to
maintain tie sewer than the assessments.
Mr. Jaynes - How many are for both water and sewer?

Mr. Jaynes - For water only?
None,
Mr. Jaynes - For sewer only?
None.
Carlton Green - Will this go in this summer?
Mr. Masse - This is up to the Planning Commission.
T ere is no excess of funds. It depends on the
priorities.
Mr. Jaynes - I recommend to Planning $ Zoning that
these jobs be undertaken and presented at Council
at their next meeting,

Public Hearing - Environmental Impact - WPC-ALA-35 -
Sewer Interceptor Lines.
Mr. Massey reported all programs funded by Environmental
Protection Agency require a public hearing on Environmental
impact.
The sewer line will be in the street and will parallel
the water line and basically stay within the right-of-way.
This will go in our existing right-of-way and into existing
sewer system. The total line is cleared and no trees will
be knocked down.
Mr. Massey would like to hear from the public. Do you
think there will be adverse affects?
Jerry Holly asked about the sewer treatment plant operators
which is the cause of failure for sewage treatment plant.
Mr. Massey reported the plant will be one of the closest
monitored plants in Alaska. There will be a sewer plant
operators school this fall. It will be a 44 week course.
Larry Lancashire - I feel there will be no adverse affects,
in fact, it is an asset, it will encourage development in
Kenai.
There being no further public participation, the meeting
was brought back to the table.
Cruver moved and Korpinen seconded to approve the
water, sewer and street improvement for Kaknu Korners.
There were no objections and was so ordered.
Elson moved and Cruver seconded to approve the sewer
and streets improvements on 5th Avenue. There were no
objections and was so ordered.
Korpinen moved and Cruver seconded to put off voting
on 2nd Avenue water and sewer improvements until we know
the percentage of owners who signed the petition. There
were no objections and was so ordered.
Korpinen moved and Elson seconded to approve the water,
sewer and streets in the Bush Lane Subdivision. There
were no objections and was so ordered.
Elson moved and Cruver seconded to approve of WPC-ALA-35,
Sewer Interceptor Lines. No one had anything to say
against this, in fact, environmental wise, we will be
better off than. before. There were no objections and
was so ordered.

ITEM 3: OLD BUSINESS
(a) Trailers - Jerry Holly and Ray Biladeau
Mr. Holly introduced Lamont Jensen from Palmer Husky
Trailer Sales, Ray Biladeau, Salesman from Soldotna.
Mr. Jensen would like to give input to the restrictions
of mobile homes, He gave a brief background on mobile
homes. They have been upgraded in the past few years.
There is now a mobile home code. They have upgraded
the code. Nothing but copper wiring. The insulation
has been upgraded. Heat loss is less than 50 btu;
20# wind pressure; 30# roof load. They are more
attractive. If you restrict or eliminate mobile
homes, you restrict population.
After a question and answer period, Mr. Korpinen
stated we are not trying to eliminate trailers, but
restrict them to different zones. We don't want a
trailer house next to a $70,000 home. We want them
neat or orderly and safe. The lean-to built to code;
electrical and water and sewer hook-ups to code.
Chairman Hudson thanked the gentlemen for their
presentation.
ITEM 4: NEW BUSINESS
(a) Lease Airport Lands - John Steinbeck
Mr. Steinbeck wishes to lease a 300' x 400' lot on
City land that has not as yet been subdivided.
The Administration recommends subdividing and put
the lease up for public auction. This area would be
opened up for other developers, The City would pre-
pare a preliminary plat and submit it to the Borough.
There were no objections and was so ordered.
