KENAI PLANNING ~ ZONING COMMISSION
j REGULAR MEETING - NOVEMBER 8, 1972

ROLL CALL: Members present - Ruby Coyle, Al Cruver, Jim Elson,
Fred Korpinen, Nick Poppin and Chairman Al Hudson.
Members absent - Ron Malston
ITEM 2: APPROVAL OF MINUTES, OCTOBER 11, 1972
APPROVAL OF MINUTES, OCTOBER 25, 1972
The Minutes of October 11, 1972 and October 25, 1972,
were approved as printed.
ITEM 3: OLD BUSINESS
(a) Ratification - Public Hearing - Trailer Ordinance
ITEM 4:
Elson moved and Poppin seconded to ratify and approve the
public hearing on the trailer ordinance and take the
ordinance before Council. The motion carried unanimously
by roll call vote.
NEW BUSINESS
(a) Subdivision Plat - Hornaday Property Survey
Coyle moved and Elson seconded to approve the Hornaday
Property Survey and to include the recommendations of the
Borough Planning ~ Zoning. There were no objections and
was so ordered.
(b) Kenai Peninsula Borough Ordinance 72-25
Elson moved and Korpinen seconded to recommend the
following to Kenai's Representatives to the Kenai
Borough Assembly:
1. The City Attorney should have time to assess
the impact this Ordinance would have on the City
of Kenai's existing ordinance.
2. The population formula (para. 1) does not
conform to AS 29.33.080 as amended by FCCS SCS
CSHB 208 SLA 1972. It does not give adequate
representation based on population.
3. Paragraph 3 is not clear and could be subject
to interpretation not in the interests of all the
people of the Borough.
Unanimous consent was asked and granted.

(c) Assignment of Lease - Susitna Simply to Haliburton
It was the consensus of the Commission that the Commission
do not object to approving the assignment of lease with the
information we have at hand, however when the =actual time
of assignment, a written request should come through Planning
~ Zoning and Council.
(d) Lot 4, Block 5, CIIAP - Glacier State - Lease
After some discussion Coyle moved and Poppin seconded to
table this application until the Commissioners research the
ordinance concerning screening requirements of the CIIAP
subdivision. The motion carried unanimously by roll call
vote.
(e) Training - Planning ~:.Zonin~ - Community College
Ruby Coyle reported that at the Alaska Municipal League
Meeting, Bob Pavitt's assistant reported there is Federal
money available for a training class for planning. She
felt this training would give, not only the Commission, but
others in the Borough, a broader view of Planning. She
spke with Mr. Brockel from the Community College and he
thought it a splendid idea and would like to have a request
from the Commission.
~ There were no objections to sending a letter to the Community
College through the Council requesting a school for planners.
The Secretary was directed to write a letter to the Mayor
of Keani stating the Commission's apprecriation in the
opportunity to attend the Alaska Municipal League Meeting
and those that couldn't attend enjoyed the reports from
the meetings.
