ROLL CALL: Members present - Ruby Coyle, Al Cruver, Ron Malston, and
Chairman Al Hudson.
Members absent - Jim Elson, Fred Korpinen and Nick Poppin.
(Poppin excused)
ITEM 2: APPROVAL OF MINUTES, P!IARCH 29, 1973
The Minutes of the Regular Meeting of March 29, 1973, were
approved as distributed.
ITEM 3: OLD BUSINESS
(a) Report on Rezoning a portion of Old Townsite
Mr. Jaynes reported he sent a letter to Sam Best, Borough
Planner, requesting the rezoning of a portion of old townsite.
The public hearing is tentatively set for May 9, 1973, at the
Kenai Library. He sent copies of the returns the City sent
out to the property owners. There should be no problems.
j Administration have also requested the rezoning of Lot lA,
Deshka S/D.
(b) Fire Zones
Chairman Hudson stated he reported to Council, at their
last meeting, that the Commission would like to pursue
setting up fire zones. He asked Council's feelings on
this. They voted unanimously for the Commission to go
ahead and the City Administration will cooperate with the
Commission in obtaining information, procedures and costs.
ITEM 4: NEW BUSINESS
(a) Subdivision plat - Rutherford Tract A
Mr. Jaynes reported Administration received the plat today.
The plat is very simple. This is located on Redoubt Ave.
and Forest Drive. Administration would recommend approval.
Coyle moved and Malston seconded to approve the Subdivision
plat - Rutherford Tract A. There were no objections to
unanimous consent and was. so ordered.

(b) Ratification of trailer ordinance
Mr. Jaynes stated the trailer ordinance the City passed has.
not been ratified by the Borough Assembly and recommends it
be .,forwarded to them for adoption.
Malston moved and coyle seconded to forward the City's
trailer ordinance to the Borough Assembly. There was no
objection to unanimous consent and was so ordered.
(c) Dept. of Highways questionnaire
Mr. Jaynes reported the Dept, of Highways held a public
hearing Monday evening.. This was a public relations move
on how to bring the projects closer. to the people and to
remove objections earlier in the planning. He asked
the Commissioners if they would take the questionnaire
home, fill it out and mail it in.
(d) Land Selection - State Lands
Mr. Jaynes reported that according to Title 29 of the
Alaska Statutes, a City or Borough may select 10~ of the
vacant unappropriated and unreserved State land located
within its boundaries. Within the City of Kenai there
are 124.61 acres available and the City could select
approximately 12.461 acres. After reviewing the maps, and
finding it very difficult to come up with 12 acres by
following the subdivision boundaries, Mr. Jaynes suggests
and recommends the City apply for a 10 acre tract in Section
26, more specifically described as NE4, NWT, NEB, Section
26, T6N, R11W, S.M.
Mr. Jaynes presented the Commission with a map showing the
lands available. The 10 acre parcel is at the northerly
boundary of the City. It is well drained and well timbered
and the spur highway cuts through the center of this parcel.
It is Mr. Jaynes's opinion, this parcel is more valuable and
useful to the City than one that would be a larger acreage
away from the spur road.
After some discussion, Coyle moved and Malston seconded to
accept Mr. Jayne's recommendation and select the NEB, NWT,
NEB, Section 26, T6N, Rl,1W, S.M. from the State land
selection. There were no objections to unanimous consent
and was so ordered.
Mr. Glotfelty entered the meeting at 7:50 P.M.

CLOSING COMMENTS
There was a general discussion on the five year highway .plan.
The City Manager was asked about the site for the new Court
House. Mr. Glotfelty stated the City will make several
tracts available and make recommendations. He stated a
development plan will be presented to the Planning & zoning
Commission .
