Local Service Roads ~ Trail Program d. e. f. g• ITEM 6: SECRETARY'S REPORT ITEM 7: ADJOURN MINUTES KENAI PLANNING & ZONING COMMISSION REGULAR MEETING, SEPTEMBER 26, 1973 '~~ CITY MANAGER'S OFFICE AL HUDSON, CHAIRMAN ITEM 1: ROLL CALL PERSONS PRESENT: AI Hudson, Ruby Coyle, Ron Malston, James Elson, Nels Kjelstad and Jon Nelson. PERSONS ABSENT: AI Cruver. ITEM 2: SEATING OF NEW MEMBER, JON NELSON Chairman Hudson swore in Jon Nelson as a new Planning Commissioner. ITEM 3: APPROVAL OF MINUTES The minutes of September 6, 1973 were approved as distributed. ITEM 4: OLD BUSINESS ~ ITEM 5 There was no old business. NEW BUSINESS (a) Carolyn iJickels, Montessori School This was postponed until the arrival of Mrs. Nickels, (b) Leo T. Oberts Subdivision and Replat Commissioner Kjelstad moved for the approval, including the 50' R.O.W. on the cul-de-sac with the following questions: 1. Why does the request for vacation of section line r.o.w. not include that south of cul-de-sac? 2. Does tract C ~ D include section line r.o.w.? Seconded by Commissioner Coyle, passed without objection. (a) Carolyn Nickels, Montessori School Item 5A was taken up at this time at the arrival of Mrs.Nickels, She was advised of the procedures for applying for variance of commercial use of property in a rural residential zone. PLANNING ~ ZONING MEETING, SEPTEMBER 26, 1973 Page -2- ITEM 5 (a) , Mrs. Nicholas continued. 'r Mrs. Nickel explained that she wished to use part of a duplex located in Beaver Creek Subdivision for a Montessori School. She had the Fire Dept. inspect the facilities and needed immediate approval. Chairman Hudson advised her that informally at this time, the Planning Commission had no objections, however, of the procedure for making application with the Borough and the holding of public hearings must be implemented and that the commission would not be able to render a decision prior to the public hearings. (c) Local Service Roads ~ Trails Commissioner Malston moved for approval, seconded by Commissioner Coyle. Considerable discussion followed with a general concensus that the Planning Commission review the status of the City streets, roads, and trails and make recommendations to the City Administration. It is to be placed on an agenda for the Planning and Zoning Commission at a later date. Motion passed unanimously without objection. Meeting was adjourned at 9:30 P.M. i
