ROLL CALL:. Members present - Ron Malston, Al Cruver, Nels Kjelstad and
dim Elson.
Members absent - Ruby Coyle (excused), A.L. Hudson and
Jon Nelson.
Alaska Barite was added to the Ag~nd.a under New Business,
Item (c) .
ITEM 2: APPROVAL OF MINUTES, NOVEMBER 28z 1973
Approved without objection.
ITEM 3: OLD BUSINESS
None.
ITEM 4: NEW BUSINESS
(a) Home Occupation - William Fankhauser
The home occupation of William Fankhauser, who was present
~ with his wife, Mrs. Fankhauser, was taken up. It was moved
by Cruver, seconded by Kjelstad to approve the home occupation
of stamp sale by William Fankhauser, providing it conforms
with the Code of the City of Kenai. There being no objection,
the home occupation for William Fankhauser was approved. A
letter and a copy of the minutes will be sent to Mr. Fankhauser
indicating the Commission's actions and a copy to the Borough
Planning Commission.
(c) Alaska Barite
Kjelstad moved that the City enter into a one year lease with
the following provisions:
1. the lease can be cancelled by either party within
30 days
2. the leasee would be responsible for the maintenance
of dock and property
3. that the leasee shall not restrict access to the
Air Force POL facilities
4. the Planning Commission would be receptive to a long
term lease upon submission of a comprehensive devel-
~` opment plan for full use of the properties

Seconded by Cruver. It was the consensus of the Commission
that the Administration review the rental rate in comparison
to other rental properties. There being no objection, the
motion passed unanimously.
Mrs. Donald Nickols arrived.
(b) Home Occupation - Carolyn Nickols - Montessori School
Kjelstad moved that the Kenai City Advisory Planning ~ Zoning
Commission indicate no objection at this time of the operation
of a Montessori School for Carolyn Nickols on Borough Parcel
45-09-01, subject to the recommendations of the Borough and
application of the necessary procedures to acquire approval
for a home occupation or a conditional use permit. Cruver
seconded. There was no objection, the motion was approved.
