ACTION MINUTES
A. CALL TO ORDER
A Regular Meeting of the Airport Commission was held on July 11, 2024, in the Kenai City Council
Chambers, Kenai, AK. Chair Feeken called the meeting to order at approximately 6:00 p.m.
1. Pledge of Allegiance
Chair Feeken led those assembled in the Pledge of Allegiance.
2. Roll Call
There were present:
Glenda Feeken, Chair Jacob Caldwell
James Bielefeld James Zirul
Joshua Belter
A quorum was present.
Absent:
Paul Minelga, Vice Chair Dan Knesek
Also in attendance were:

MOTION:
Commissioner Caldwell MOVED to approve the agenda as presented. Commissioner Zirul SECONDED
the motion.

1. Discussion/Recommendation - Recommending approval of the Title VI Plan and Community
Participation Plan.
MOTION:
Commissioner Bielefeld MOVED to recommend the Federal Aviation Administration Office of Civil Rights
approve the Title VI and Community Participation Plans. Commissioner Zirul SECONDED the motion.
Airport Manager Ables gave a staff report from information provided in the packet.
UNANIMOUS CONSENT was requested on the motion.
VOTE: There being no objection; SO ORDERED.

1. Airport Manager – Airport Manager Ables reviewed the report provided in the packet.
2. Commission Chair – No report.
3. City Council Liaison – Council Member Knackstedt reported on recent actions of the City Council.

Project Description and Justification:
Construct paved taxiway Sierra off south bend of Runway 2L/20R and develop lease lots on eastside of the float plane
basin water taxiway; realign and reconstruct perimeter/security fences and gates; realign Fourth Avenue entrance into the
Airport property; and relocate /add affected utilities within project area.
This project enhances safety and security. New westside taxiway eliminates midfield crossing of vehicles with trailers
transferring aircraft from the eastside GA area to the float plane basin and back. Excavation from this project will be
utilized to smooth out the safety areas. Project creates a GA area on westside of the runway, increases float plane basin
activity and promotes future development for land-based GA activities.
